A1 Statement of Work

SUBJECT

The Federal Bureau of Prisons, Federal Correctional Institution (FCI) in Littleton, Colorado, intends to make a single award for the provision of Landfill Services. The contractor shall be the recipient of compacted waste, and non-compacted solid waste from FCI Englewood.

FCI Englewood will transport compacted and non-compacted trash, garbage and debris to contractors’ facility. The contractor shall then be responsible and become the sole owner of all trash, garbage, and debris from the Government owned containers once the un-loading at the transfer site is complete. It will then be the responsibility of the contractor to dispose of the material in a lawful and proper manner. The estimated tonnage that will be delivered to the contractor from the Government is 59 tons of non-hazardous solid waste per month. The yearly estimate is 708 tons of non-hazardous solid waste. This is an estimate only and the Government does not guarantee these estimates.

PLACE OF PERFORMANCE

The contractors’ place of performance will be a *Type I Disposal Facility approved by the Colorado Department of Environmental Quality, in accordance with all Federal, State and Local codes and laws, and must meet all EPA requirements and standards. The transfer site will be within 50 (25 miles one-way) mile round trip radius of the institution which is located at 9595 W. Quincy Avenue, Littleton, Colorado 80123.

SCHEDULE

The regular working hours for contact services shall be 7:30 a.m. to 3:30 p.m., Monday through Friday, with the exception of Federal Holidays. The contractor shall provide written request to the Contracting Officer (CO) for approval of changes in the work schedule.

The contactor shall immediately contact the CO if circumstances are discovered that may impact the project schedule or cost.

SPECIFIC REQUIRMENTS

The contractor will be licensed/permitted by the State of Colorado and will provide evidence of proper waste disposal, in accordance with all current Federal, State, and local codes, laws, and requirements regarding the disposal of non-hazardous solid waste. The con-tactor must have experience in operating and maintaining Municipal Solid Waste Landfills (MSWLF) and must comply with the Fed-eral Regulations in 40 CFR Part 258 or equivalent state regulations.

SUPPLIES AND EQUIPMENT

The contactor will not supply any equipment for this service. The FCI shall have inmates transport waste to the contactors facility for proper disposal utilizing government owned equipment.

DESCRIPTION OF DUTIES

The contractor will provide landfill services for the FCI to dispose of its Municipal Solid Waste (MSW as defined by the EPA). The facility averages an estimated 59 tons a month of non-hazardous solid waste. The contactors landfill must be within 25 driving miles of the physical address: 9595 W. Quincy Ave., Littleton, Colorado 80123-1159.

Contract pricing shall include all charges to the Government for providing these ser-vices required by this solicitation/contract.

The quantity of solid waste to be delivered to the Contractor is estimated above in Section 2. These estimates are not a representation to a quoter or contractor that the estimated quantities will be required or ordered, or that conditions affecting requirements will remain stable or normal. Quoters are required to submit a completed copy of Section 2 located above, inclusive of the base year and all op-tion periods. The resulting contract will include a base year from the effective date, with four (4) possible 12-month option years for renewal at the unilateral discretion of the Government. Pursuant to FAR 17.203(b), the Government's evaluation shall be inclusive of options. Pursuant to FAR 17.203(d), quoters may quote varying prices for options, depending on the quantities actually ordered and
