CLARIFICATION: See Pictures A, B and C for AHU and hot tap for chiller areas, see pictures Area 1, 2 and 3 for tiebreaker conduit route (kitchen area).

12. Confirm that mobile generator is NOT part of this bid.

CLARIFICATION: The temporary alternate source generator will be provided by BOP.

13. Section 263600 for the Transfer Switches paragraph 2.4A indicates that the transfer switches shall be type Bypass / Isolation. Please confirm if this requisition applies both for the Automatic as well as the NON-Automatic Transfers.

CLARIFICATION: Only ATS are required to have bypass isolation. The MTS systems are not required to have bypass isolation.

14. Section 263600 paragraph 2.1L indicates that the ATS shall have neutral switching where 4 poles is indicated. E-603 drawing sheet does not specify whether is a 3 or 4 pole ATS.

CLARIFICATION: All transfer switches (ATS and MTS) on this project are to be 4 wire.

15. MDP1 y MDP2. See below details of discrepancies on the specs of MDP1 & MDP2 showed in the drawing sheets E-603, E-606, E-401, E-402 and drawing sheet E-300.

Confirm if MDP1 y MDP2 shall be switchboard or switchgear.

a. Electrical drawings from POND engineering firm.

i. On E-603 in the single line diagram (SLD) of this panels the breakers are drawn as fix breakers, consistent with switchboard rating.

ii. The feeder breakers of MDP1 range from 20 Amp. to 2500 Amp. where most of them are below the 200 Amp. rating. These breakers sizes are not compatible with switchgear configuration.

iii. On E-606 in the panelboard schedules MDP1 and MDP2 are rated as SWBD. On E-001 defines SWBD as an abbreviation of switchboard

iv. Dimensions on E-401 and E-402 of MDP1 and MDP2 are compatible with a switchboard configuration and not a switchgear configuration.

b. Electrical drawings of JRR engineering firms.

i. On E-300 legend item 7 describes MDP-1 and MDP2 as Main Secondary Distribution SWITCHGEAR.

c. There are no specifications for switchboard.

CHANGE: MDP1 and MDP2 are to be provided with switchboards. Pond to provide missing specifications.

16. On E-300 (JRR Engineers) the substation main breaker is described as Main Secondary Switchgear in a Stainless steel NEMA 3R enclosure. There is no manufacturer that complies with SWITCHGEARS specs in a stainless-steel outdoor enclosure. Based on drawings on E-200 and E-201 it looks like a Switchboard configuration instead of a Switchgear. Switchgears are only rear accessible and there seems to be not enough space on the rear of the switchgear to access the conduits. Confirm if specifications 262300 (Low Voltage Switchgear) will apply or not to these main breakers.

CHANGE: Provide Switchboard with front access. See attached Switchboard specifications

SUBMITTED BY TEKSOL INTEGRATION GROUP:

17. At E-600 Electrical Feeder Schedule

- Not all Feeders shown in the list can be identified in the drawings.

- Schedule of Transformers I only find one (1) that needs to be replaced and move it into the electrical room 023.

CLARIFICATION: Concur - These tables will have feeders not included in the project. Conductor/conduit sizes can be obtained by using these tables that have been customized where necessary to apply to this specific project.

18. Demolition at E-600-E-603

- All the loads that are disconnected from the two substations 1 & 2 have to be reconnected back to the new substations. There is no drawing that shows in detail how much and from where the pipes and cables have to be stretched.

CLARIFICATION: 4160V medium voltage is being removed from the facility as part of this project. The 4160V/480V step down transformers currently existing in the facility are to be demolished. Only 480V will be used to power the facility in its entirety. Both current indoor unit substations are being removed and not replaced. The transformers will be padmounted and located in the switch yard.

19. Confirm whether or not the 2500 or 2800KW mobile generator is part of this contract.

CLARIFICATION: The 2500 kW "Generator 1" is a new generator to be provided by the electrical contractor. The "mobile" generator is BOP provided. It will be the contractors responsibility to make the temporary connection from the BOP furnished mobile generator to the contractor furnished and installed generator tap box.

20. Confirm if both the Automatic Transfer Switches and the NON-Automatic Transfer Switches (or Manual transfer Switches) have to be BYPASS ATS's type.

CLARIFICATION: Only ATS are required to have bypass isolation. The MTS systems are not required to have bypass isolation.

21. Confirm if the ATS and NATS are 3 Poles or 4 Poles.

CLARIFICATION: All transfer switches are to be 4 wire. Pond to provide updated drawing set indicating this.

22. MDP1 and MDP2. There is a discrepancy in the drawings between sheets E-603, E-606, E-401, E-402 and sheet E-300 (see details below in sub-lines a, b, and c.

We need to confirm or clarify that MDP1 and MDP2 are switchboards and not switchgears.

a. E Sheets from POND

i. On the E-603 sheets in the SLD these panels are shown with fixed breakers, not "DRAW OUT". So, they are presumed to be Switchboard and not Switchgear.

ii. In the MDP1, the loads (Feeders) of these panels are mostly small circuits between 30 and 200 Amp with 250 and 400 Amp spare breakers.

These small loads are not configurable on an LV Switchgear.

iii. On sheet E-606 in the panel itinerary the ratings of these panels are defined as SWBD.

iv. On sheet E-001 SWBD sw defines as the abbreviation of Switchboard.

v. Due to the dimensions shown in sheets E-401 and E-402, the MDP1 and MDP2 are switchboards and not switchgears.

b. JRR Electrical Blueprint Sheets

i. In the E-300 sheet, line 7 of the legend refers to the MDP's as Main Secondary Distribution Switchgear but refers to the POND drawings for its specifications.

c. Specifications: There are only specifications for LV Switchgear, there are no specifications for Switchboard.

CHANGE: MDP1 and MDP2 are to be provided with switchboards. See attached Switchboard specifications.

23. In JRR sheet E-300 it refers to the substation's secondary main breaker as a Switchgear but does not refer to the POND specifications. We need to clarify if it has to be an LVDO Switchgear or if it will be a switchboard. From the drawings on the E-200 sheet it appears to be a switchboard.

CHANGE: Provide Switchboard with front access. See attached Switchboard specifications

SUBMITTED BY DR CONTRACTOR & MAINTENANCE, CORP.

24. On the Air Handling Unit Schedule in page M-601, the unit mark as AHU-1 uses a reference for model no that is not a valid model from YORK as per the supplier.

Please clarify or provide literature.

CLARIFICATION: Unit manufacturer for Basis of Design should be Johnson Controls in lieu of York (Johnson Controls is the parent company of York). Catalog for Basis of design is attached.

25. On page C-100, note #11 says:

ALL CONTRACTORS/SUBCONTRACTORS THAT WILL BE ENGAGED IN LAND DISTURBING ACTIVITIES

SHALL COMPLY WITH ALL EROSION, SEDIMENTATION, POLLUTION CONTROL AND STORMWATER

POLLUTION PREVENTION REQUIREMENTS CONTAINED THROUGHOUT THE DRAWINGS,

SPECIFICATIONS, AND PERMITS.

CLARIFICATION: All transfer switches for this project are to be 4 pole.

29. Please clarify MDP1 and MDP2 on pages E-603,606,401,402 and 300 are Switchboards or Switchgears. The specification and the drawings ask for different types of equipment. For example, on page E-603, the single line diagram shows fixed breakers, but the specs ask for DRAW-OUT breakers. As per dimensions in drawings and note on page 606 we assume a Switchboard is required instead of a switchgear. In that case, the specs need to be revised to reflect that.

CHANGE: Provide Switchboard with front access. See attached Switchboard specifications

30. On page E-300 the secondary main interrupter is defined as a switchgear but no specs are provided. Please clarify if it is a Swtichboard or Switchgear and provided specs.

32. On page C-101, notes #26,27,28 provides an approximate location of the gas(diesel lines) that we need to install as part of this contract. As observed in the site visit, part of this conduit is under construction at this moment.

Can you provide an up-to-date drawing showing the actual point of connection for the diesel lines?

CLARIFICATION: Drawing provided as reference (P-100 Project 3B9U).

33. We did not find any description showing how the generator sub-base tank will be filled, only that we connect the 2” pipe to the sub-base tank. Is this a manual operation or a pumping system with automatic operation will be required?

If so, please provide full specs and description of the system.

CLARIFICATION: The 24 hour sub-base tank will be replenished via the automatically controlled 2" fuel line connected to the main fuel storage tanks at the facility. This connection and the associated control system is a delegated design to the contractor.

34. On both existing unit substation #1 & #2 there is a bus-duct originating on the secondary side that is not shown on drawings as to be demolish or reconnected. Please clarify what’s the scope of work regarding that equipment.

CLARIFICATION: This is to be demolished and is reflected on E-601 (hatching).

This busway is currently between the existing 3750KVA transformer secondary and the 4160 line-up in the switch yard.

35. In the site visit, we were not allowed to access the “kitchen dry storage area”. Please provide pictures of the area, please focus on the conduit route shown on drawings. We need to know if there are any obstacles, conduit, ducts, ect that could affect the conduit installation. Is there any possibility that the conduits shown thru this area can be installed on the exterior wall, on the same area where already exists other electrical conduit exposed feeders?

CLARIFICATION: See answer for question #11.

36. Pages E-603,604, electrical single line diagram, indicates several existing panel boards that need to be fixed. Several notes in this drawings indicates that we need to “PROVIDE MANUFACTURER'S HARDWARE KIT TO REPAIR OR REPLACE MISSING OR DAMAGED HARDWARE ON DEADFRONT OR PANEL COVER”. Can you provide a photo and description of each panelboard in other to be able to quote this? No information is given in the drawings.

CLARIFICATION: The contractor is only responsible for providing the short circuit, arc flash, and coordination studies for new electrical equipment provided as part of the contract.

38. On page E-001, general note #16, says: “CONTRACTOR TO PROVIDE TEMPORARY POWER. THIS COST CONSIDERATION IS TO BE INCLUDED IN THE BASE CONTRACT”. Please, clarify the scope of work related to this note. Temporary power for what? Page G- 002, on phase #3 description, says that “FBOP PROVIDED TEMPORARY GENERATOR TO BE CONNECTED TO MTS AND USED AS PRIMARY SOURCE DURING EXTENDED OUTAGE. Do we need to provide the Temporary generator that is going to be used for the 2 month utility outage?

CLARIFICATION: The temporary alternate source generator will be provided by BOP.

Temporary power is referring to need to connect the BOP provided source to building loads.

39. Page G-002 on phase #3 description says that “CONTRACTOR TO PROVIDE

TEMPORARY SWITCHBOARD POWERED FROM MDP1-MPD2 TIE-BREAKER FEEDERS TERMINATED

WITHIN 25' OF LOCATION OF FUTURE MDP2. USE TIE-BREAKER FEEDERS TO PROVIDE

TEMPORARY POWER FOR SWITCHBOARD FEEDING DP-1, DP-2, AND DP-3” What happens to the other loads that will loose power during the extended outage, for example, the Chillers and the Kitchen?

CLARIFICATION: All facility loads are currently routed through the indoor unit substations. The contractor is to submit a phasing plan for approval by BOP that provides a workflow in which all loads can be fed temporarily while new electrical distribution equipment is set.

40. On page E-301, special note #1, says the owner will pay $50,000 to PREPA for improvements. Please confirm that we are not going to include this amount in the BID price.

CLARIFICATION: The contractor is to include the PREPA payment within the contract price.

41. On page G-002, on phase #3 description says that UNDERGROUND AND POLEBASES COMPLETED FOR NEW SITE LIGHTING. We have NOT found any New Site Lighting, nor any pole light as described in page E-605. Please clarify the scope of work.

CLARIFICATION: Site lighting is not required for this project.
