About this file

This is a Statement of Work (SOW) for the supply and installation of one commercial air handling unit at Federal Correction Institute McKean located in Lewis Run, Pennsylvania. The SOW was approved by the Construction and Environmental Review Section on August 26, 2026, and includes two key revisions: (1) contractor shall provide training to Bureau of Prisons (BOP) staff for operation, maintenance, and troubleshooting of the new equipment, and (2) all materials and labor provided shall carry a five-year warranty from the date of substantial completion.

The air handling unit must be a York XTI-39x66 or equivalent product, with the contractor responsible for procurement, delivery, and complete installation including all ductwork, heating lines, pumps, power wiring, and associated controls per manufacturer specifications. The unit requires double-wall panel construction with contained insulation, gasketed module joints, insulated stainless steel drain pans, MERV 13 filtration, anti-stratification capability maintaining a minimum coil face temperature of 40°F, three-deck multi-zone configuration with separate damper actuators for dehumidification, and compatibility with 208V, 60Hz, three-phase electrical power with no modifications required. All ductwork in accessible areas must be metal construction with flexible ductwork limited to five-foot lengths, and all electrical work must comply with NFPA 70, NFPA 90A, 10-CFR-435, 10-CFR-436, ARI 430, and ASHRAE standards 62.1, 62-99, and 90.1. Quality control requires factory-authorized service representatives to inspect, test, and adjust all components, conduct post-installation testing for leaks and proper operation, and prepare test and balance reports for FBOP approval. Startup services include factory-authorized representatives performing complete installation verification, coil fin combing, motor operation verification, damper adjustment, internal cleaning, and staff training. Contractor deliverables include equipment specifications, electrical requirements, warranty documentation, commissioning checklists, and operations and maintenance manuals with training materials.
