About this file

This is a National Menu Specifications Quote Sheet for procurement of bread products for FCI Loretto, USA for Fiscal Year 2027, Second Quarter. The document specifies three bread items required for institutional food service.

The procurement requires 15,000 enriched finger (hot dog) rolls made from whole wheat, pan baked, sliced, and fresh with seedless specifications; 30,000 enriched sandwich (hamburger) rolls made from whole wheat, pan baked, sliced, and fresh with seedless specifications; and 130,000 ounces of whole wheat unseasoned fresh loaf bread, pan baked in sandwich form, sliced, enriched, and seedless. All bread products must be delivered fresh within 48 hours after baking, and bidders must state package size on their bids. All items must comply with Federal Food, Drug, and Cosmetic Act provisions, Fair Packaging and Labeling Act requirements, and specific Code of Federal Regulations standards for enrichment (21 CFR §136.115 and §136.180) and product state (21 CFR §101.95). Products must be either products of the United States or Canada, or if from a foreign country, must be distributed by a U.S.-based company. The document emphasizes that failure to comply with National Menu Specifications will result in rejection of the quoted item or non-consideration for award, and no specification substitutions are accepted. The NFSA/Chief Dietitian makes final determination on product compliance.

When options are offered on the specifications, it is the FSA's determination as to what options are put out to bid. Not all options need be put out for bid. (i.e., cans and pouches).
