About this file
This is a Questions and Answers document for solicitation 15B20826Q00000013 concerning ultrasound technician services at FCI Loretto. The document addresses nine inquiries from potential offerors regarding service delivery requirements, qualifications, and pricing parameters.
Service delivery is structured as two 8-hour sessions per quarter, with an estimated 40 exams completed per session. The Government requires a single ultrasound professional capable of performing all study types, including general ultrasound, vascular ultrasound, and echocardiography, rather than accepting specialty-based staffing models. Exam interpretation is included within the quoted session rate pricing. The Government does not provide estimated breakdowns of exam types by specialty, as studies vary based on institutional need. The interpreting physician must hold licensure in any state, not specifically Pennsylvania. The Government clarified that the Statement of Work will be updated to specify that ultrasound technicians must hold certifications from The American Registry for Diagnostic Medical Sonography, rather than relying on Pennsylvania state registration requirements, which do not exist. There is no incumbent contractor on this requirement. This document serves as clarification guidance for offerors preparing proposals and should be consulted in conjunction with the full solicitation documents.

Q&A Solicitation: 15B20826Q00000013 - FCI Loretto - Ultrasound Technician
1. Are the sessions expected to be conducted as two scheduled visits per quarter, each lasting eight consecutive hours, or may the institution require multiple separate visits of shorter duration? (2) 8 hour days each quarter.
2. Is there an estimated or historical average number of studies expected per session and per quarter? Estimated 40 exams completed in an 8-hour session.
3. Can the Government provide an estimated breakdown of anticipated exam types, such as general ultrasound, vascular ultrasound, and echocardiography? No. Studies vary by need.
4. Should offerors assume that one single ultrasound professional is expected to perform all possible study types under this requirement, including general, vascular, and echocardiography, or would the Government accept a staffing model that uses different qualified specialty personnel depending on the ordered study type? One ultrasound professional.
5. Is exam interpretation expected to be included in the quoted session rate, or is professional interpretation outside the scope of the pricing schedule? Interpretation is included in pricing.
6. If interpretation is expected to be included, can the Government provide an estimated breakdown by study type, since professional reading fees vary significantly between general ultrasound, vascular studies, and echocardiography, and may require different interpreting specialists, such as radiologists or cardiologists? No. Studies ordered vary by need.
7. With respect to qualifications, please clarify whether the interpreting physician must hold licensure in Pennsylvania or whether board certification and otherwise applicable credentials are sufficient. The interpreting physician must hold licensure in any state.
8. Can you please provide me with the incumbent's name and pricing? There is no incumbent.
9. I was informed by my Ultrasound Technician that the state of Pennsylvania does not require ultrasound technicians to be registered in the state. A quick Google search confirmed this - I am wondering if the language in the RFQ SOW may need to be modified to clarify this? The SOW will be updated to reflect the requirement for certifications from The American Registry for Diagnostic Medical Sonography.
