USP LEWISBURG— UPGRADE POWERHOUSE, STEAM HEADER

PROJECT 23Z2AH4 QUESTIONS AND ANSWERS

SOLICITATION 12B20723Q00000004

Questions submitted by Appellation Construction Services LLC.

1. Is all material to be domestic? Yes, if possible.

2. Is the work in a secure area? Is check-in/ check-out of tools and personnel a daily requirement? If so, how much lost time is to be expected each day? The work area is outside of the secure perimeter of the USP so there is no lost time checking in each day. Tool accountability is critical. We must be sure that every tool brought into the powerhouse is either removed daily or secured in a job box after hours.

3. There are no threaded check valves on the BOM for the trap assemblies. ?

4. There are no threaded isolation valves on the BOM for the trap assemblies. ?

5. Will the new trap assemblies tie into the existing condensate system? Yes

6. Will the existing supports be re-used? If any new supports/ hangers are needed, should they be roller hangers w/ weld on insulation shoes? (This would be the proper way to support steam piping). Existing supports will be reused. If any new supports/hangers are needed, they should be roller hangers w/ weld on insulation shoes.

7. What is the steam pressure and volume? Steam Pressure is 125 psi. Volume is unmeasurable, we have no metering device.

8. What style and size of steam trap? We have steam traps on site.

9. Should there be drain valves on the main header between the main valves to relieve pressure and drain condensate? Yes

10. What are the NDE requirements? ( 10%?) Yes 10%

11. Will a pressure test be required? (Hydrostatic) SOW says a steam leak test. Hydrostatic test is required.

Question submitted by MVP Specialty Services LLC

12. Is there any registration requirements to attend pre bid meeting? There are no pre-registration requirements as the powerhouse is not located inside the Penitentiary.

Questions submitted by Appellation Construction Services LLC.

13. Concerning question #3, There should be a check valve downstream of the steam trap. Yes, you are correct.

14. Concerning question #4, Isolation valves should be installed on each side of each steam trap for maintenance. A tee w/ a drain valve is a good idea too. Yes, you are correct.

15. Concerning question #11, I would assume the test pressure to be 1 ½ times working pressure.

(187.5 PSIG) Could you provide a duration of time for the test, and could it be performed at our shop if it makes more sense? Yes, test pressure to be 1 ½ times working pressure. The test can be performed at your shop if it makes more sense. The duration of time should be performed to industry standards.

16. What type of threaded valve would you prefer for the small-bore bypass assemblies, drains, and trap assemblies?

ANSWER:

• Pre Heat will require Globe Valves.

• Drains will be Gate Valves

• Steam Traps will be Ball Valves

• All Valves to have min 150 WSP

Question submitted at Pre Bid Conference: What will USP LEWISBURG take care of?

The image below, "Boiler steam feed flange" shows outlined in blue some steam taps in the piping that is currently in our system but we do not want in the new system

The image below, "Boiler steam feed flange 2" has arrows pointing to the flange that the contractors need to put on the end of that piping. The opposing flanges to those pointed in blue will remain there and the contractors don't need to incorporate them. Basically, they need to build the steam piping up to and including the flanges pointed in blue.

The image below, “Header valve drain and u-tube" shows the two valves that need to be included with each major valve incorporated into the header. The u-tube needs to have a throttling valve and the drain can be any type but we would prefer using 3/4" valves.

The image below, "Header valve drain" has the drain valve that the contractors are responsible for outlined in blue. The piping and everything else outlined in red is what the Power Plant will be taking care of.

The image below,"Header valve u-tube" simply has the u-tube and u-tube valve outlined in blue which is what the contractors are responsible for each major header valve.

The image below, "Header drain and condensate lines" has drain lines and condensate lines outlined in red. Everything outlined in red will be taken care of by the Power Plant and not the contractors.

The images below, "Header drip leg southside," and " Header drip leg northside" have the drip legs for the main header line outlined in blue. The contractors are responsible for the drip leg, the weldolet for the condensate line and the valve for at the end of the drip leg to drain it.
