SUBJECT: Award Decision/Determination of Responsibility Memo for FPC Alderson Fiscal Year 27, Quarter 1 Dairy Requirements
RFQ#: 15B10127Q00000002 – 8/04/2026
Request for Contract Action BPQ was received by FPC Alderson on July 31, 2026.
This was accepted by FPC Alderson Procurement and Property Specialist, A. Tabor, on August 3, 2026.
As stated in the Request for Quote, “Award will be made to the responsible Quoter whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below:
(1) Price - The government will evaluate the Quoter’s proposed price to ensure it is fair and reasonable.
(2) Past Performance - Past performance information shall include prior experience and similar performances undertaken by the contractor; and
(3) Delivery - Delivery terms proposed by the offeror.”
(4) Specification – Items bid on will adhere to specs provided.
With the final pricing of all contractors, the abstract below represents the best value considering price, correct specifications and past performance, see abstract below.

Vendors are also accommodating, to FPC Alderson delivery schedule.
Per FAR 9.103, (a) Purchases shall be made from, and contracts shall be awarded to, responsible prospective contractors only.
(b) No purchase or award shall be made unless the contracting officer makes an affirmative determination of responsibility.
I believe each vendor is responsible.
Most have provided these commercial items to FPC Alderson previously and they are well within their capabilities.
This memo will serve as a determination of responsibility.
All information within this memo is complete and to the best of my knowledge.
