About this file

This is an Award Decision and Determination of Responsibility Memo for a Request for Quote issued by Federal Prison Camp (FPC) Alderson, a facility of the Federal Bureau of Prisons Mid-Atlantic Region, located in Alderson, West Virginia.

The RFQ (15B10126Q00000017) was received on May 12, 2026, and accepted by Procurement and Property Specialist A. Tabor on May 26, 2026. The procurement addresses bread requirements for FPC Alderson in Fiscal Year 26, Quarter 4. Three vendors submitted quotes: East Baking, RCH Dynamic, and Bimbo. The required items include 1,200 hot dog buns, 2,500 hamburger buns, and 3,000 loaves of bread, all specified in individual units (EA). Evaluation criteria included price fairness and reasonableness, past performance based on prior experience with similar items, delivery terms, and adherence to specifications. East Baking submitted the lowest total bid at $22,713.00, followed by Bimbo at $18,654.00, and RCH Dynamic at $42,895.00. All vendors demonstrated accommodation to FPC Alderson's delivery schedule. The memo confirms that all three vendors are deemed responsible prospective contractors, as most have previously supplied these commercial items to FPC Alderson and are well within their capabilities to perform. The determination of responsibility was made in accordance with FAR 9.103.
