1. Based on the Government's request for a destructive device in this solicitation, is the Government limiting responses exclusively to ATF-licensed entities possessing an active ATF Type 11 FFL and Special Occupational Taxpayer (SOT) status?
HK model M320 Grenade Launcher is being removed from the solicitation as it requires an end-user agreement and additional steps which will delay the entire order.
2. Some of the listed firearms are available in multiple calibers. Can the Government clarify the specific caliber required for each listed firearm?
Unless otherwise specified, ATF will accept the firearm in any caliber available.
3. What are the magazine specifications required for each listed firearm?
ATF will accept the firearm with any magazines available. No magazine limitations are applicable, but ATF has no capacity requests.
4. The requested list includes several discontinued firearms. If new, unissued firearms are not available, will the Government accept used but serviceable firearms as replacements? Additionally, are any specific accessories required?
ATF will accept used firearms – provided that they are in their original configuration and not modified.
5. Regarding discontinued firearms on the requested list, if new, unissued firearms are not available, will the Government accept remanufactured or custom-built firearms, specifically for the .375 Rapture?
ATF will not accept purchase “custom-built” firearms. If a new or unmodified used firearm is not available, contractor should not quote this.
6. For the requested “Receivers and Lowers,” does the Government require each to be stripped or equipped with lower parts kits (LPK) and stock installed?
ATF requests stripped receivers; no additional parts are required.
7. Will the Government issue an End User Certificate (EUC) for the Timberwolf TW3 and the HK M320?
No, see Number 1, As stated above, the HK M320 grenade launcher is being removed from the list. The Timberwolf is a domestic polymer striker fired pistol and does not require a EUC.
8. The Zev FDP-9 is a prototype firearm that has not yet been released. Will this firearm qualify for a delivery waiver, considering the extended procurement timeline?
Yes.
9. Regarding the LWRC SMG45 and Tommy Built T7, does the Government require them to be configured as pistols or short-barrel rifles?
ATF will accept either pistols or short-barreled rifles.
10. For the M2 SA .50 Cal, does the Government require a gun mount, pintle, T&E, and tripod?
No, the firearm alone will suffice.
11. Will the Government accept partial deliveries from the OEM or must all items be consolidated and shipped as one delivery.
Partial deliveries will be accepted and paid as received, but overall final delivery for awarded weapon should not exceed sox (6) months.
12. What “thread” is required for each listed suppressor?
Thread pitch is irrelevant to the order. ATF will accept any thread pitch or proprietary adaptor design available.
13. Does the Government require any adaptors / breaks / flash hiders for the listed silences?
No adaptors, muzzle brakes, or flash hiders are needed.
