About this file
This document is a Questions and Answers (Q&A) template for a Request for Quotations (RFQ) #15A00025Q00000094 issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for In-House, Background-Investigative Services. The RFQ seeks a Blanket Order Agreement (BOA) for investigative services, with eight (8) current full-time equivalent (FTE) staff supporting the requirements. Offerors must submit a comprehensive quotation package by 7:00 pm Eastern Time on 9/17/2025, including completed surveys for four factors, professional resumes, price sections, and SAM registration details. The government has pre-determined fully-burdened labor rates for different experience levels, and contractors must be prepared to provide full-time efforts immediately upon BOA award, working no more than 40 hours per week or 2,000 hours per ordering period.

# QUESTION [(Q)] ANSWER/RESPONSE [(R)]
0 What does an offeror need to submit to be considered for award?
Per the Request for Quotations (RFQ), #15A00025Q00000094:
1) A Snapshot of what's required from the offeror is below - Refer to the "INSTRUCTIONS TO OFFERORS" (SECTION 4.2 of the RFQ & always of the most-recent posting per the RFQ, currently NO Amendments) for the details/specifics required.
Also, refer to the "...Questions" ( or "...Questions+Responses" ) file/attachment.
-Fill-Ins for all applicable FAR provisions & clauses (P&Cs) called out under "Quotation Requirements " of said instructions unless the offeror already completed & updated such via its SAM registration/renewal. If not, then the offeror must obtain the full text of the respective P&Cs from https://www.acquisition.gov/far/part-52 to fill-in and submit with its quotation packages.
-Complete Responses to the Survey for ALL four (4) Factors (ATT. 1 & ATT. 2) , including the professional resume for Factor 2, Price section and both parts of the "SAM Registration" section, using the respective Survey & an additional Survey for Factor 1, if necessary for the no-more-than three (3) efforts within the last three (3) years.
-Interview (after the fact) , IF offered by ATF.
2) Offerors shall send their quotation-submission package To the CO listed on the Notice, Sheray.Millhouse@ATF.gov, & Cc SIAdministration@ATF.gov by 7:00 pm Eastern Time on 9/17/2025.
3) Offeror must use the attachments under the Active RFQ via SAM.
1 RFQ - How many FTEs currently support the BOA requirements? Eight (8)
2 RFQ - Is this is a new requirement and if not, what is the contract number of the current BOA? Refer to the SAM Notice.
3 RFQ - How many BOAs does the government intend to award? Refer to the SAM Notice & Statement of Work (SOW).
4 RFQ - Does the government have a pricing template for this proposal? No - Per the RFQ, ATF has already determined the rates for the respective level of experience.
RFQ Section 5.0 Period of Performance - Will the BOA have current requirement to staff full time effort positions? Or will that be required at the next task order request?
Although a BOA is an agreement, and a resulting order(s), if any, is the contract, the contractor must be ready to immediately provide full-time efforts once the BOA is awarded.
Additionally per the RFQ, ATF will only accept written, quotation responses from the individual offeror.
RFQ Section 5.0 Period of Performance - Please clarify what is meant by 2000 standard hour per OP or 40 hours per week? Does 2000 standard hours represent 50 FTEs?
Per the SOW, the contractor shall neither work more than 40 hrs. per week per BOA (unless ATF's Contracting Officer's Rep. has authorized & approved overtime in advance) nor more than 2,000 per ordering period per BOA.
RFQ Section 6.0 Place of Performance - Is there any telework or remote work permitted, as this is a common question during the recruiting phase?
Refer to Section 6.0 of the SOW.
RFQ Section 13.0 Training - When will the contractors have access to ATF training, upon acceptance to staff the contract, or before they staff the contract?
The contractor will have access to training after acceptance of the BOA award and after receiving the laptop, etc.
RFQ Section 17.0 Invoicing, Travel, Reimbursement & Payment Procedures, paragraph 17.8 - The Government provides hourly rates for all labor categories - are these meant to be direct labor rates, without burden?
ATF's pre-determined labor rates are fully- burdened/loaded.
My SAMS ID is pending as the system seems to be verifying my account..
(I previously held a SAMS account). If I don’t have this verification/ ID by Wednesday, are there any options around adding it to the Factor 1 and 2 questions?
The RFQ includes FAR 52.204-7(b)(1), which requires an active-SAM account when submitting an offer or quotation and at time of award. Therefore, recommend offerors: 1) reach out to SAM directly via phone and/or e mail to inform the Rep.
they're attempting to register/renew their SAM account for an active RFQ & provide the RFQ # to see if that helps speed up that process; 2) complete the surveys as required (to avoid an incomplete-quotation package) ; 3) and include proof of its pending status in SAM.
11 Factor 1 question 13 asks "If other than prime, type and extend of work performed." - can you further clarify what that is asking?
For instance, if the offeror performed work as a subcontractor, explain that role and what work was performed and at what capacity. ("Extend" should've been "Extent.) "
