About this file
This is a Question and Answer (Q&A) document for Request for Quotations (RFQ) #15A00025Q00000094 issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for in-house background investigative services under solicitation DJA-26-APSD-PR-0210.
Offerors must submit completed responses to a four-factor evaluation survey (Attachments 1 and 2), including a professional resume for Factor 1, pricing information, SAM registration documentation, and FAR provisions and clauses fill-ins unless already completed via SAM registration. Quotation packages must be sent to Cheryl.Hickman@ATF.gov and copied to SIAdministration@ATF.gov by 1 pm Eastern Time on June 9, 2026, for the second evaluation period under Amendment #0002. The contract will be structured as a Basic Ordering Agreement (BOA) allowing multiple concurrent orders per investigator. Multiple routine and priority orders may be issued simultaneously, with workload volume considered during assignment distribution. No minimum order threshold or dollar value is required annually. Timeliness is measured from the assignment issuance date, and rework due dates reset upon resubmission. ATF will prepare CPARS performance evaluations meeting FAR 42.1502 thresholds, with progress reports due by the assigned deliverable date rather than on a recurring schedule basis.
