ATTACHMENT 3 – EVALUATION CRITERIA

15A00024Q00000091

EVALUATION FACTORS FOR AWARD

The Government will award a Contract resulting from this Request for Quote (RFQ) to the offeror whose Quote is Lowest Price Technically Acceptable. The ATF will award a contract to the lowest priced contractor whose quote meets or exceeds the Minimum Technical Requirements.

Only the lowest priced quote will be reviewed for technical acceptability. If it’s found to be technically acceptable, award will be made to that offeror without further evaluation of the other quotes received. If the quote is technically unacceptable, then the next lowest priced quote will be evaluated for technical acceptability until a technically acceptable quote is found.

Non-Price Factors:

· Factor 1: Technical Capability

The Government will evaluate the Technical Acceptability of the quote by verifying the offeror provided a product description verifying it meets the Minimum Technical Requirements.

· Factor 2: Past Performance

· The Government may seek relevant performance information on all responsive and otherwise Technically Acceptable Offerors through sources such as Contractor Performance Assessment Reporting System (CPARS), or other government data bases and other sources that are available. The government shall not be limited in its search for performance data. The offeror shall not submit performance data for this factor. When performance is evaluated, the outcome is either Acceptable or Unacceptable. Unacceptable performance will disqualify an offeror from award.

Price Factor:

· Factor 3: Price

If more than one quote is received, competition will determine price reasonableness and a price evaluation will not be completed.

If one quote is received, price evaluation will proceed. The purpose of the price evaluation is to provide an assessment of the reasonableness of the submitted price in relation to the solicitation requirements.

Price will be evaluated based upon the following:

· Material – Will be compared to commercially available pricing.

· Labor – Will evaluate labor categories, hours, and rates to verify they match the complexity of the requirement and meet market value for similar labor rates.

· Travel – Will be evaluated based on market pricing and GSA rates.

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

EVALUATION PROCEDURES

Acceptable/Unacceptable Rating

Offeror’s Technical Capability and Past Performance will be rated using an Acceptable/Unacceptable rating system.

Technical Capability

Adjectival Rating
Description
Acceptable
Quote meets the requirements of the solicitation.
Unacceptable
Quote does not meet the requirements of the solicitation.

Past Performance

Adjective
Definition / Description
Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable
Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Price Analysis

If more than one quote is received, competition will determine price reasonableness.

If only one quote is received, the price evaluation is to provide an assessment of the reasonableness of the proposed price in relation to the solicitation requirements.

Price Evaluation: The total price will be evaluated by the Contracting Officer.
