About this file

This document is Attachment 2 - Instructions to a Request for Quotation (RFQ) for the procurement of a liquid chromatograph mass spectrometer (LCMS) with diode array detector (DAD) and Jet Stream capability. The RFQ is issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Office of Science and Technology/Forensic Science Laboratory - Washington (FSL-W) under Solicitation Number 15A00024Q00000091.

The RFQ requires offerors to submit quotes addressing three factors: Technical Capability, Past Performance, and Price. Quotes must provide a product description verifying the system meets the Minimum Technical Requirements. The government will evaluate Past Performance, with Unacceptable performance disqualifying an offeror from award. Pricing must include a breakout of all material, labor, and other costs. The acquisition will be awarded using the Lowest-Price-Technically-Acceptable (LPTA) method. Questions are due by 07/15/2024, and quotes are due by 07/19/2024. The selected vendor must comply with specified FAR commercial provisions and clauses.
