About this file

This file is a Questions and Answers document for Air Force solicitation FA813926Q0020 regarding Lab 400Hz Converter Services, dated 20 May 2026. The document addresses three contractor inquiries concerning requirements outlined in the Performance Work Statement (PWS).

The government clarified three key requirements: (1) the deadline for submitting applicable documents and standards has been revised from one week after contract award to one week after completion of on-site evaluation, accommodating contractors' scheduling constraints; (2) contractors must submit a Safety and Health Plan for review and approval following contract award per AFI 91-202, The US Air Force Mishap Prevention Program, with instructions provided in PWS Appendix C, and this requirement is separate from liability insurance proof; and (3) badge requirements have been simplified, with section 6.5 removed from the PWS—only a standard contractor badge is required for base access, as detailed in the "Contractor Access to Air Force Installations" section of the Contract Statement of Significance (CSS) beginning on page 6.

Questions and Answers

Solicitation Number: FA813926Q0020 Lab 400Hz Converter Services

Date: 20 May 2026

Question 1: PWS 2.2 Applicable Documents and Standards. It states documents are due 1 week after the contract is awarded but we cannot guarantee we will be onsite and evaluate the units within 1 week of contract award

Government Response 1: PWS has been updated to state, “1 week after completion of on-site evaluation.”

Question 2: PWS 3.1 Requires a Safety and health plan submitted for review after contract award for review and approval. Please advise if this is related to proof of liability insurance. Our company has a safety manual but we don’t have an official Safety and Health Plan.

Government Response 2: No, it is not related to proof of liability insurance. Please see Appendix C located within the PWS for instructions. It is a requirement per AFI 91-202, The US Air Force Mishap Prevention Program.

Question 3: PWS 6.5 Badge requirements. What is required?

Government Response 3: This project will not have access requirements beyond what is required for Security Forces to allow the contractor on base. Only a standard contractor badge is required, so section

6.5 has been removed from the PWS. See “Contractor Access to Air Force Installations” with the Deliveries or Performance section of the CSS starting on page 6.
