About this file

This is a U.S. Coast Guard Computerized Maintenance System (CMS) form for documenting scheduled and unscheduled underwater hull inspection and cleaning maintenance on WPC-154 class patrol boats. The document serves as a maintenance procedure control (MPC) guide with reference number B10015.D, revised October 31, 2024.

The maintenance procedure covers comprehensive underwater body and appendages inspection and cleaning conducted by contracted dive services. The work includes inspection and cleaning of hull plating, sea chests, cooling intake components, rudders, fin stabilizers, bow thrusters, propellers, propeller shafts, speed probes, zinc anodes, and cathodic protection systems. The procedure mandates compliance with EPA requirements to minimize copper-based antifoulant paint discharge into waterways, specifying use of soft brushes and sponges rather than abrasive tools. The contract must include provisions for underwater photographs and video documentation. Personnel performing the work must comply with equipment lockout/tags-plus procedures per COMDTINST 9077.1, and zinc anodes must be replaced annually as they deteriorate faster than designed. The document includes detailed inspection criteria organized by component type, fouling rating scales for propellers and underwater surfaces, and multiple standardized forms (Forms 1-5) for recording diver inspection data, hull condition assessments, propeller conditions, running gear status, and rudder/stabilizer fin evaluations. The procedure references several technical manuals including the Naval Engineering Manual and Navy Ships' Technical Manual for underwater hull cleaning standards.

EPA REQUIRES VESSEL OWNER/OPERATORS TO MINIMIZE

THE RELEASE OF COPPER BASED ANTIFOULANT PAINT

INTO THE WATER COLUMN WHEN THEY CLEAN THE VES-

SEL. CLEANING OF COPPER BASED ANTIFOULANT PAINTS

SHOULD NOT RESULT IN ANY VISIBLE CLOUD OR PLUME

OF PAINT IN THE WATER AND IF ONE DEVELOPS, THEN

THE PERSON DOING THE CLEANING SHOULD CHANGE TO

NIQUE (USEPA, 2008).

NOTE: This MPC is a contracted item and personnel listed are for inspection and tag-out purposes only.

NOTE: The contract to inspect/clean the hull and appendages must contain language for a requirement of photographs and video footage for all underwater body and appendages.

NOTE: In the 2008 VGP, EPA required that vessel owner/operators who must perform hull husbandry while the vessel is in the water should use methods that minimize the discharge of fouling organisms and AFCs.

NOTE: Select the appropriate soft cleaning brush or sponge rigidity to minimize the release of paints and hull materials including AFCs into the water column.

NOTE: Limit the use of hard brushes and surfaced tools for the re-moval of hard growth.

NOTE: Use of vacuum cleaning technologies (when available) in con-junction withmechanical scrubbing, tominimize the release or disper-sion of AFCs and fouling organisms into the water column is highly encouraged.

2. Assign someone to take notes of the diver(s) conditions found during execution of this maintenance.

3. Ensure that the area is safe for maintenance.

ENSURE EQUIPMENT IS PROPERLY TAGGED OUT. FAILURE

TO COMPLY MAY RESULT IN SERIOUS PERSONAL INJURY

Soft 20 Slime as dark green patches with yellow or brown colored areas (advanced slime). Bare metal and painted surfaces may be obscured by the fouling.

Soft 30 Grass as filaments up to 3 inches (76 mm) in length: projections up to 1/4 inch (6.4 mm) in height: a flat network of filaments, green, yellow, or brown in color; or soft, non-calcareous fouling such as sea cucumbers, sea grapes, or sea squirts projecting up to 1/4 inch (6.4

mm) in height. The fouling cannot be easily wiped off by hand.

Hard 40 Calcareous fouling in the form of tubeworms less than 1/4 inch in diameter or height.

Hard 50 Calcareous fouling in the form of barnacles less than 1/4 inch in diameter or height.

Hard 60 Combination of tubeworms and barnacles, less than 1/4 inch (6.4

mm) in diameter or height.

Hard 70 Combination of tubeworms and barnacles, greater than 1/4 inch in diameter or height.

Hard 80 Tubeworms closely packed together and growing upright away from surface. Barnacles growing one on top of another, 1/4 inch or less in height. Calcareous shells appear clean or white in color.

Hard 90 Dense growth of tubeworms with barnacles, 1/4 inch or greater in height; calcareous shells brown in color (oysters and mussels): or with slime or grass overlay.

Composite 100 All forms of fouling present, soft and hard, particularly soft sedentary animals without calcareous covering (tunicates) growing over various forms of hard growth.
