1. Would you please clarify whether the submittal of proposed hourly rates (listed in

Paragraph B-3. Page 8 of 39) for all 5 years of the contract are indeed being requested and are an expected or required component of the offeror's submittal package? This would mean that these rates fall under submittal item 2 (any supplemental data which is pertinent to this acquisition.).

Response: The proposed labor categories and hourly rates for all 5 years are required with the offeror's proposal. The hourly rates shall be completely separate from SF-330 submissions and no pricing information should be included with the SF-330. Keep in mind

that the labor categories listed in Section B-3 is not an exhaustive list but rather a guide to what disciples may be needed for this contract.

2. I am in the process of collecting and preparing the final response for our office. In the Solicitation, it calls for the submission of

"the SF330 (submitted for prime firm and each key sub consultant)". What I am trying to ascertain is if the Government desires one consolidated SF

330 with information, resumes, etc. (Parts 1 and

2) for all team members or whether each Prime and

Sub Consultant should submit a separate complete

SF330 placed together in one booklet?

Response: The offeror should submit a consolidated SF-330 with information, resumes, etc. for all team members.

3. The solicitation calls for the submission of "four (4) original (hard copy) and one (1) electronic copy on CD". Of the four original copies, is each required to have an original

"wet" signature or can we submit forms which contain a scanned original signature?

Response: Four original "wet" signatures are required.

4. Is there a specific location where you desire the Key Personnel to be identified? We were considering placing the Key Personnel listing on the Organizational Chart and identifying them on their individual resume. Will this be sufficient?

Response: Include Key Personnel information in

Section E and G of the SF-330. Including key personnel in the organization chart and identifying on each individual resume is acceptable.

5. Is there a minimum or maximum amount of PPQs required for the prime contractor?

Response: The Government needs to receive a minimum of one completed questionnaire by the offeror's references in order for the Government to complete the recent and relevant past performance evaluation. Receiving only one completed PPQ form may negatively affect the

offeror's past performance evaluation.

6. Is NCTR to be included for PPQs as a past client? If the prime contractor has relevant past projects with NCTR does the prime contractor need to submit the PPQ to NCTR for an evaluation per project?

Response: Yes, an evaluation should be submitted for past projects at NCTR at either the contract or task order level.

7. There are six title positions listed in G-3, is the list meant to be considered exhaustive?

Response: This is not an exhaustive list but rather what the Government believes are key personnel essential for work performance for this contract. An offeror may propose more key personnel than those listed in G-3 which correlates to the firm's SF-330 submission.

Last day for questions is COB July 23, 2015.
