I. INTRODUCTION
About Vineyard City
Having been formerly known as the fastest growing City in the nation, Vineyard City has experienced extensive growth. Vineyard consists of approximately 4.8 square miles of land and has a current population estimated to be near 22,000 residents. A large development, known as “Utah City”, has begun construction for a Vineyard “downtown” and can make living in Vineyard possible for many more future residents. Vineyard City is known for being a young and diverse community, with the average age of residents being around 24.5 years old.
During the City’s process of creating a Parks and Recreation Master Plan in 2024, it was identified that a skate park should be of high priority for next projects to complete. Due to there not currently being many teenager or young adult recreation program offerings, this Vineyard City Skate Park can help fill a void.
The Skate Park
Vineyard City contracted with Hunger Skateparks to create a conceptual design for the approximate 16,000 square foot All-Wheels Concrete Skate Park. American Ramp Company then created a conceptual design for an Asphalt Pump Track (to potentially be built in a future Phase) and an overall park design that incorporates the All-Wheels Concrete Skate Park, potential future Asphalt Pump Track, added parking lot, restroom facility, and other amenities.
The Vineyard City All-Wheels Concrete Skate Park is planned to be located on City-owned land just south of the Vineyard City Hall building (125 S. Main St., Vineyard, UT). The Skate Park facility shall be constructed with permanent, durable cast-in-place concrete and must meet the safety standards for current skateparks, including: flow, traffic patterns, and other aspects that pertain to various skill and ability levels, and ensures proper drainage.
In response to this Request for Proposals (RFP), the city is looking for “design-build” proposals with cost estimates from qualified firms regarding the proposed amenities that surround the future skate park.
II. SCOPE OF SERVICES
The City reserves the right to negotiate any and all elements of the proposal. The scope of work outlined below is to be used as a general guide and is not intended to be a complete list of all work necessary to complete the project. Firms may suggest a modified scope as part of their proposal.
The awarded bidder shall perform/subcontract out the following work:
• Complete civil design and construction documents for an added parking lot (at least 24 asphalt stalls–two of which shall be handicapped stalls), asphalt trail (approximately 375’ in length and 8’ in width), and landscaping (6,000 square feet consisting of grass, trees, and bushes) surrounding the added parking lot and Skate Park
• Extend utility lines for the installation of a restroom facility, drinking fountain, and outdoor lighting surrounding the Skate Park and added parking lot
• Order and install a restroom facility (with two separate stalls), drinking fountain, two benches, and three bike racks
• Construct an asphalt parking lot with at least 24 stalls (two of which stalls shall be ADA compliant), curb and gutter, and an 8’ wide asphalt trail (approximately 375’ in length) that connects from the Skate Park entrance to the two nearby trails
• Order and install two street lights surrounding the added parking lot
• Install all landscaping (6,000 square feet) surrounding the Skate Park and added
Parking lot. Landscaping shall consist of sod, water-wise trees and bushes, and drip system irrigation.
The skatepark amenities must be aesthetically pleasing and function well with the surrounding skatepark.
NOTE: All subcontractors shall be pre-approved by Vineyard City Staff prior to beginning work. The awarded bidder must possess all necessary licenses to complete this project, or be willing to obtain all necessary licenses within a timely manner.
There will not be a pre-proposal meeting, though firms are strongly encouraged to conduct a site visit prior to submitting a proposal.
