The main dock requires pickup of a 34-cubic-yard compactor three times per week (Monday, Wednesday, Friday) at a firm-fixed rate per haul, plus disposal fees at Weber County Transfer Station billed at actual cost per ton. The cafeteria dock requires pickup of a 6-cubic-yard compactor four times per week (Monday through Thursday) at a firm-fixed rate per haul, plus disposal fees. Pickup must occur between 7:00 AM and 3:30 PM Monday through Friday. The contractor must provide all labor, supervision, management, materials, equipment, transportation, and insurance; maintain current vehicle registration and insurance coverage; provide a 24-hour emergency contact number; and comply with environmental regulations. The contractor must return compactors to the docks within two hours of emptying and ensure all pickup areas are clear of debris. The successful contractor must maintain current commercial liability insurance and furnish evidence annually. Applicable wage determinations from the Department of Labor (Wage Determination No. 2015-5483, Revision 28, effective December 3, 2025) for Utah counties including Davis, Morgan, and Weber apply to this contract.

PERFORMANCE WORK STATEMENT

GENERAL INFORMATION
SCOPE OF WORK: The Contractor shall provide all management, supervision, labor, insurance, materials, tools, equipment, transportation and vehicles necessary for non confidential solid waste (trash) collection and disposal services from two Government owned compactors located at the main IRS building, 1160 West 1200 South, Ogden, UT 84201.
The Contractor shall remove and transport the waste to the Weber County Transfer Station - Solid Waste Recycling facility, 867 W. Wilson Lane, Ogden, Utah.
CONTRACTOR PERSONNEL
The Contractor shall manage the total work effect associated with the Services required herein to assure fully adequate and timely completion of these services. Included in this function is full range of management duties including but not limited to, planning, scheduling, and quality control. The Contractor shall provide an adequate staff of personnel with the necessary expertise to assure the performance of the work in accordance with sound and efficient management practices.
While on Government premises the Contractor's key personnel shall carry current Government issued photo identification and comply with the local IRS site access security requirements (to be furnished by the IRS POC after contract award).
All vehicle drivers shall have a valid/current driver's license.
The Contractor shall provide a list of key personnel to the IRS POC within 10 calendar days after notice of contract award.
GOVERNMENT FURNISHED EQUIPMENT
The Government will provide two compactors to be used for disposal of non-classified solid waste.
The main dock compactor is a Marathon RJ 250SC-34 "Signature Series" self contained compactor 34 cubic yard and is located in bay #5 of the southwest dock. One key to the compactor will be provided to the vehicle driver to be kept in the vehicle for use.
The Contractor shall immediately report to the POC any occurrence of lost keys.
At the conclusion of the contract period, including any option periods, the Contractor shall return the key to the POC.
The cafeteria compactor is a Marathon Vert-I-Pack, 6 cubic yard, and is located on the east side cafeteria dock.
Government furnished equipment shall be maintained and repaired at the expense of the Government.
The Contractor will notify the POC immediately if they find the Government equipment damaged or not operating properly.
CONTRACTOR FURNISHED ITEMS AND SERVICES
The Contractor shall furnish all supplies, parts, materials, equipment and labor to perform contract services, unless otherwise specified herein. All Contractor vehicles utilized in the performance of this contract shall be insured (up to the minimum coverage required by the respective State) and maintain current state vehicle registration.
The Contractor shall ensure that all Contractor vehicles utilized under this contract are kept in proper working condition.
QUALITY ASSURANCE
The Government will monitor the performance of the contractor through Government inspections and direct observations of the Contractor's performance, and discussions as necessary. The Government will assess the performance of the Contractor in accordance with the performance requirements of the contract, and in accordance with fiscal year annual past performance reports elements of quality, cost control, timeliness and business relations.
PERFORMANCE REQUIREMENTS
The Contractor shall provide all management, supervision, labor, insurance, materials, tools, equipment, transportation and vehicles necessary for non-classified solid waste(trash) collection and disposal services from two Government-owned compactors located at the main IRS building, 1160 West 1200 South, Ogden, UT 8420 I.
The Contractor shall remove and transport the waste to the Weber County Transfer Station - Solid Waste Recycling facility, 867 W. Wilson Lane, Ogden, Utah.
The Contractor shall plan, schedule, coordinate, inspect and assure effective and timely quality performance of the services described herein.
Contractor shall pick up, transport and dispose of the waste in the most cost-effective manner meeting all environmental laws and regulations.
The waste shall be removed and disposed of in accordance with any requirements, environmental regulations, or procedures prescribed by the City of Ogden and Weber County, the State of Utah and other governmental entities.
The Contractor shall provide a 24-emergency contact phone number that can be used outside contract hours in case of emergency.
SCHEDULE-: MAIN DOCK:
Pick-up shall be accomplished between the hours of 7:00 a.m. and 3:30 p.m. Monday thru Friday. Trash shall be collected and disposed of three times weekly - Monday, Wednesday and Friday. The schedule may be altered at the request of the Government. Additional pick-ups may be required on weekdays or weekends at prior request of the Government.
SCHEDULE - CAFETERIA DOCK:
Pick-up shall be accomplished between the hours of 7:00 a.m. and 3:30 p.m. Monday thru Friday. Trash shall be collected and disposed of 4 times weekly - Monday, Tuesday, Wednesday and Thursday. The schedule may be altered at the request of the Government. Additional pick-ups may be required on weekdays or weekends at prior request of the Government.
Contract work schedule excludes holidays observed by the Federal Government. When the scheduled pickup day falls on a Federal holiday, the Contractor shall complete the scheduled pickup on the next working day.
Contractor shall be responsible for hauling off compactors and placing them back at the docks as soon as it is emptied (within 2 hours). Compactors shall be placed back in position so that they are fully operational upon departure of the contractor vehicle from the Government property.
Any deviation from this requirement will result in a service call from the Government, at Contractor's expense, to return and re-position the compactor. The Government docks and pick-up areas at the designated pick-up points shall be clear of all trash, rubbish and debris before the Contractor vehicle leaves the pickup area. All driveways shall be left free of any trash and debris resulting from the pick-up operations. Necessary precautions shall be taken to avoid spillage from the compactors either on Government property or any other location.
The Contractor shall maintain current commercial liability insurance during the life of the contract. The successful Contractor shall promptly furnish the IRS Contracting Officer with evidence of current commercial liability insurance each fiscal year of performance (base and option years). The Contractor shall also be liable for expenses related to the repair of any damage that may occur to the Government owned and leased buildings, Government equipment, facilities and/or grounds during any phase of the collection operation. The Government reserves the right to withhold payments of the Contractor's invoices pending satisfactory settlement of any such damage to the Government by the Contractor.

(a) The Government may extend the term of this contract by written notice to the Contractor within the period of performance provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.
52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (Feb 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that—
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(4) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
