Section 1. Project Summary and Background
1.1. PROJECT REQUEST
The City of Detroit, Office of Contracting and Procurement (OCP) on behalf of the Landscape
Design Unit (LDU), General Services Department requests proposals from qualified Respondents to render certain technical or professional services ("Services") as set forth in this RFP to provide
Forest Management Plan services for five (5) city parks, Rouge Park, O’Hair Park, Eliza Howell
Park, Balduck Park, and Palmer Park.
One (1) or more contractors will assist the City of Detroit in developing four (4) Forest Restoration
Plans, one (1) each for Rouge Park, O'Hair Park, Eliza Howell Park, and Balduck Park; as well as providing additional data and follow-up work to update the forest restoration plan for Palmer Park’s
Witherell Woods, a 72-acre remnant forest in Detroit.
These plans will serve as guiding documents for the management, regulation, preservation, and planting decisions for the City’s large urban forested areas. The plans will outline step-by-step monthly and yearly maintenance activities, metrics, and baseline observations for the ecological restoration of each forested area. These plans will include the creation of management units, a collection of baseline ecological data (floristic survey), and target restoration objectives.
Additionally, the plans will include locations or transect points for on-going monitoring activities.
1.2. BACKGROUND/DESCRIPTION OF ENVIRONMENT
The City of Detroit, Landscape Design Unit, General Services Department Forest Management
Plan Services Project is part of the Detroit Resilient Tree Canopy Initiative (DRTCI). The DRTCI is a 5-year interdepartmental project focused on implementing strategies to increase tree canopy in neighborhoods with less than 20% coverage; improve forest conditions in communities with contiguous vacant blocks; expand workforce pathways for youth in the urban forestry field; and to advance utilization of tree and forest inventories, monitoring, and assessment tools in Justice40 areas to inform long-term sustainability strategies.
1.3. AWARD CLAUSE INCLUDING RENEWAL OPTIONS
If a contract is awarded as a result of this RFP, it will be a City of Detroit Professional Services
Contract (Attachment E). The term of the contract will be for two (2). Any renewal option exercised under this contract is effective only after the approval of the Detroit City Council and signed by the Chief Procurement Officer. The City anticipates one or multiple awards as a result of the RFP.

Section 2. Statement of Work
2.1. SERVICES TO BE PERFORMED
FOREST RESTORATION PLAN SOW DETAILS
The four (4) forest restoration plans will include but are not limited to the following:
Overall Observations and Site Description
• Provide a comprehensive evaluation and geo-specific data of the existing environmental conditions and outline the physical, biological, and environmental features of the restoration area.
• Provide a baseline for what the natural landscape and ecosystem function might have been like before human alteration.
• Identify the soil types, pH, soil profile, and nutrient levels at the site. Assess soil fertility, erosion risks, and any limiting factors like compaction or drainage issues. Recommend soil improvement methods, such as organic amendments or erosion control, and propose a monitoring plan to track soil conditions over time.
• Conduct a detailed survey of the site to identify existing vegetation. This includes mapping plant species, noting their abundance, distribution, and health, and identifying any invasive species.
• Evaluate floristic quality during the survey by using the Floristic Quality Assessment (FQA) method, which assesses species diversity and the presence of sensitive, native species. This helps determine the ecological health of the site and guides decisions on plant restoration needs and priorities. Use indices such as the Floristic Quality Index (FQI) in this analysis.
• Note large, mature, or old growth trees of interest or tree communities. Identify tree species and evaluate for structural integrity, noting any disease or pest infestations, and recording other relevant data such as location and crown characteristic.
• Provide information on the hydrology of the areas to be managed and describe how the site's hydrology may influence tree growth and ecosystem stability. This can be done by reviewing existing data from local agencies, conducting field measurements (e.g., flow rates, rainfall), and analyzing site topography and soil conditions.
• Describe the general natural community types present in the areas to be managed, according to the classifications provided by the Michigan Natural Features Inventory (MNFI).
Descriptions should be based on physiography (landscape context), hydrology, soils, natural processes, and vegetation present in the areas to be managed.
• Describe nearby activities such as agriculture, urban development, or other land uses that may impact the restoration site. Include potential influences like pollution, water usage, or invasive species, and assess how these factors might affect the success of the restoration.
Revised 12/2/2025 Page 6 of 17
• Observe wildlife stresses within each site and support the work of the City’s USDA Biologist to define current conditions and develop strategies for conservation actions that align with restoration priorities.
Baseline, Mapping and Monitoring
• Identify key opportunities and challenges for forest restoration at each site. Prioritize these issues based on city input to address the most urgent concerns first, ensuring effective, efficient and sustainable restoration outcomes.
o Provide maps of priority areas in the park, their conservation ranking, and restoration potential.
o Identify management zones based on habitat type, flora and fauna, and other site characteristics. For each zone, define specific goals (e.g., improving biodiversity, controlling invasives) and outline the necessary actions necessary for restoring and enhancing the forest ecosystem.
▪ Additionally, outline any identify actions or activities like planting native species, controlling invasive plants, improving soil health, managing water resources, and preventing erosion.
o Identify transect points and outline key indicators to track restoration success, such as plant growth, biodiversity, soil health, and water quality.
o Specify monitoring methods, frequencies, locations, and types. Identify and separate recommendations between professional activities and steward activities.
Overall Goal
• Facilitate discussions amongst the project team to develop a framework and process for outlining a long-term and actionable vision, with goals and objectives for forest management within the City park system. An anticipated schedule of work is provided in the attached exhibits. Additionally, an area map showing the planned boundaries is also attached.
Communication and Community Engagement
• Participate in bi-monthly coordination meetings with the project team over an 18-month project period.
• Participate in three (3) collaborative team meetings to discuss and develop a replicable approach to framework planning and administration, so the documents produced are consistent and actionable and provide a strong foundation for moving forward.
• Participate in three (3) stakeholder meetings for each of the five (5) Forest Restoration Plans.
These meetings will provide an opportunity for local stakeholders to learn about the plans, ask questions, and share their input. Meetings could include field observation meetings.
WHITHERELL WOODS FOREST RESTORATION PLAN UPDATE SOW DETAILS
Revised 12/2/2025 Page 7 of 17
• Updates to the Forest Restoration Plan for Palmer Park’s Witherell Woods will add, reorganize, and/or provide additional data to the Forest Restoration Plan to align it with the four (4) additional plans being created within the project scope.
• Additional information beyond the plan framework updates could include work and monitoring opportunities in the field, to support currently actionable items that can be built on our park data set. Monitor opportunities could include additional data how the site's hydrology, providing updated reports on the invasive species removal conducted in fall 2024, and include assessments on its current effects.
• Conduct FQA Post Burn o Inventory of Plant Communities
▪ Conduct a detailed survey of the site to identify existing vegetation. This includes mapping plant species, noting their abundance, distribution, and health, and identifying any invasive species.
▪ Evaluate floristic quality during the survey by using the Floristic Quality Assessment
(FQA) method, which assesses species diversity and the presence of sensitive, native species. This helps determine the ecological health of the site and guides decisions on plant restoration needs and priorities. Use indices such as the Floristic Quality
Index (FQI) in this analysis.
▪ Note large, mature, or old growth trees of interest or tree communities. Identify tree species and evaluate for structural integrity, noting any disease or pest infestations, and recording other relevant data such as location and crown characteristic.
