About this file

This is an Addendum (#1) for Bid #25004551R issued by the City of Midland on August 6, 2025, providing clarifications for a project involving the dismantling of a Landfill Tower and PD Monopole. The addendum addresses vendor questions regarding site access, which is available for surveys and measurements, and confirms that both locations have diesel-fueled generators. The project involves relocating concrete to Versatile Industries V, LLC, with all proceeds directed to the City of Midland, and requires vendors to handle disposal of non-recyclable materials and generator fuels at their own expense. The official deadline for vendor questions is 08/15/2025, as listed on the Bonfire platform.

The City has decommissioned the landfill and monopole sites, which are no longer required for current or future use, and no structural issues or deficiencies have been cited. Vendors should note that the City's designated consultant will handle FCC dismantlement notification, and the shelters are already empty of equipment and racks. No drawings, as-builts, or structural documentation exist for the PD Monopole or its foundation. Vendors are responsible for coordinating and covering costs associated with site surveys, material disposal, and fuel management, with the understanding that all concrete recycling proceeds will be directed to the City of Midland.

ADDENDUM

BID # 25004551R

TO ALL BIDDERS ON THE SUBJECT BID:

ADDENDUM # 1

DATE: August 6, 2025

The following questions were raised by one or more of the proposers. The answers are provided as a matter of clarification for all proposers as follows:

Q1. Is it possible to gain access to both locations for surveys and to take measurements that are not listed in the RFP documents?

A1. Yes, site access can be arranged for vendors to perform surveys and take additional measurements. The City will coordinate visits based on vendor availability. If multiple vendors express interest, a joint site visit will be scheduled to accommodate all parties efficiently.

Q2. Does the City have an agreement with the landfill allowing disposal of non-recyclable material for free, or will this be at an additional cost?

A2. The City does not have a prearranged agreement with the landfill for free disposal of non-recyclable materials. Vendors are responsible for coordinating and covering any costs associated with such disposal as part of their proposal.

Reference: Section 2.1 – Project Scope:

“The Vendor will be responsible for working with the Landfill Manager to determine an on-site location for the disposal of non-recyclable materials and debris.”

Q3. Same as question 2 in reference to disposal of generator fuels?

A3. Fuel must be drained from the generators before relocation. The vendor is responsible for the safe handling and disposal of generator fuel and any hazardous materials. Once relocated to the City storage site, fuel may be refilled for future use.

Reference: Section 2.1 – Project Scope:

“Vendor shall be responsible for draining the fuel tanks and removing any hazardous materials as required for safe transport to the designated facility… and work with the Landfill Manager for proper disposal.”

Q4. Are the generators at both locations diesel fueled?

A4. Yes, both generators are diesel-fueled. However, the exact fuel capacity or remaining quantity is unknown currently.

Q5. Do you know if there is a cost associated with concrete recycling? I am wondering if the City has a prearrangement with Versatile Industries.

A5. The City does not have a prearranged agreement with Versatile Industries for concrete recycling. The vendor is responsible for making arrangements and covering any associated costs.

Reference: Section 2.1 – Project Scope:

“All concrete will be relocated to Versatile Industries V, LLC… Any proceeds generated from the recycled materials shall be directed in full to the City of Midland.”

Q6. What is the true deadline for questions? The RFP document states 7/25 but the Bonfire listing states 8/15.

A6. Please follow the Bonfire listing deadline of 08/15/2025 as the official deadline for vendor questions.

Q7. Can you tell me why the landfill tower is being dismantled? Are there structural problems or deficiencies?

A7. No structural issues or deficiencies have been cited. The Landfill Tower and PD Monopole are being dismantled because the City has decommissioned these sites and they are no longer required for current or future use.

Q8. Is the contractor required to submit the tower site removal documentation to the FCC?

A8. No, the contractor is not required to submit FCC documentation. The City’s designated consultant will handle the FCC dismantlement notification process on behalf of the City and the vendor.

Q9. Will the equipment and equipment racks be removed from the shelters prior to commencement of the project?

A9. Yes, all shelters are empty. No equipment or racks remain inside, so the vendor will not need to perform any equipment removal.

Q10. Are there any drawings or as-builts for the PD Monopole? Any kind of notation or documentation of the in-ground foundation?

A10. No, the City does not have any drawings, as-builts, or structural documentation related to the PD Monopole or its foundation.
