About this file
This is a bid package issued by the Village of Wellsville, New York, for property improvements at 148 North Main Street under the New York Forward Small Project Fund Program. The scope of work includes masonry cleaning using the gentlest means possible per Preservation Brief 1, repointing exterior masonry with historically appropriate mortar mix, painting all sides of the building with breathable masonry paint, and installing a wood or aluminum clad wood window with one-over-one configuration in the full opening on the northwest side of the building (currently boarded). The project must comply with State Historic Preservation Office (SHPO) approval, as the building contributes to the Village of Wellsville's East Historic District. Contractors are invited to submit itemized estimates for each or all scope elements. The property owner, William Hart, is available at (585) 593-2775 to arrange on-site inspections. Bids must be submitted to Christina Paradowski at cparadowski@labellabc.com no later than 4:00 P.M. on Friday, October 23, 2026. Contractors must specify the starting date (in days after contract award) and completion date (in days after work begins) in their proposals.
Bidders must submit itemized cost estimates using the provided cost estimate forms, with pricing for general conditions, masonry work, windows, and a 10% contingency allowance on the total project cost. The project is funded through the New York Forward initiative, sponsored by the NYS Office of Community Renewal (OCR), and contractors agree to abide by applicable state regulations and provisions upon award. Minority/Women Business Enterprise (MWBE) contracting goals are set at 15% for both Minority Business Enterprises (MBE) and Women Business Enterprises (WBE). No business enterprises have been awarded identical or substantially similar procurement contracts within the past five years. Contractors are instructed not to leave estimates with the property owner and must return bid packets with a cover letter if they decline to bid.
