1 DESCRIPTION OF SERVICES

Haas Hall serves as SWX's primary conference facility and is utilized for both unclassified and classified presentations to customers, AFMC/CC, potential customers, and other stakeholders.

The conference room is designed to accommodate both SIPR and NIPR systems with separate components; however, it must comply with TEMPEST requirements to ensure proper security standards.

2 SCOPE

To provide and install required equipment in SWX’s Haas Hall to be compliant with TEMPEST standards. To achieve TEMPEST compliance, the facility requires the installation of separate components of equipment to completely isolate NIPR and SIPR systems. TEMPEST has provided SWX with the necessary corrective measures to meet these security standards.

3 BASIC SERVICES

3.1 Task One – Install

The vendor shall update the existing audio-visual infrastructure to fully support both classified (SIPR) and unclassified (NIPR) operating modes while ensuring complete separation and zero interconnections between the two, in full compliance with TEMPEST regulations. This includes providing and installing all necessary equipment to achieve and maintain TEMPEST compliance for both systems.

3.1.1 Displays – The vendor shall utilize the two existing ceiling-mounted projectors, dedicating each to a specific classification mode. To support this setup, the vendor shall provide and install two Crestron NVX fiber optic decoders to deliver HDMI video signals to the projectors. Also, the vendor shall utilize the two existing computer monitors at the front of the room, dedicating each to a classification mode, and shall install two Crestron NVX fiber optic decoders to provide HDMI video signals to these monitors.

3.1.2 Sources – The vendor shall provide and install two Crestron NVX fiber optic encoders for the government-furnished SIPR PC located in the control booth, enabling secure transmission of primary and extended display content.

Additionally, the vendor shall install two Crestron NVX fiber optic encoders for the government-furnished NIPR PC in the control booth to securely transmit primary and extended display content. The vendor shall also utilize the two existing Crestron wall-mounted cameras, relocating the rear camera to the front of the room. Two Crestron NVX fiber optic encoders will be installed to send signals to the web conference bridge securely, with one camera dedicated to classified mode and the other to unclassified mode.

3.1.3 Conferencing – The vendor shall provide and install two Extron MediaPorts to interface with the Crestron cameras and Shure ceiling microphones, enabling USB connectivity for web conferencing. One MediaPort will be connected to the SIPR computer for classified web conferencing, while the other will be connected to the NIPR computer for unclassified web conferencing. The vendor shall also install a Crestron NVX Decoder to receive signals from the cameras over secure fiber optic cables.

3.1.4 Audio – The vendor shall utilize the existing Shure ceiling microphone to provide audio for SIPR web conferencing and the existing Biamp digital signal processor to mix microphones and provide output to the SIPR MediaPort and speakers. For NIPR web conferencing, the vendor shall provide and install a second Shure ceiling microphone and a second Biamp digital signal processor to mix microphones and provide output to the NIPR MediaPort and speakers. The vendor shall also utilize the existing wall-mounted speakers and amplifier for classified mode, while providing and installing six ceiling speakers and a second amplifier for unclassified mode.

3.1.5 Control – The vendor shall utilize the existing Crestron control processor and 10” touch panel for classified mode. To support unclassified mode, the vendor shall provide and install a second Crestron control processor and a Crestron 10” touch panel. These touch panels will offer a user-friendly interface for controlling the systems.

3.1.6 Equipment Location – The vendor shall utilize the two existing equipment racks located in the rear control room to install the equipment. Each rack will contain equipment specific to its classification, ensuring the two systems operate independently with no interconnections between them.

3.2 Task Two – Design, Program and Documentation

The vendor shall develop a comprehensive Crestron control code and intuitive touch panel interfaces for the integrated systems, with prompt updates provided for change requests, bug fixes, or glitch corrections. Furthermore, the vendor shall provide detailed system design documentation, including a system functional interconnection diagram and a comprehensive system manual outlining the design, functionality, and operations of the entire system.

3.2.1 System Programming – The vendor shall develop Crestron control code and touch panel pages to provide an intuitive and user-friendly interface for controlling integrated systems. The vendor shall provide any updates to the code or software, whether due to customer change requests or to correct bugs and glitches, will be provided to the customer promptly.

3.2.2 System Design and Documentation – The vendor shall prepare a detailed system functional interconnection diagram to ensure a clear understanding of how all components will integrate and operate within the system (CDRL A001).

Furthermore, the vendor shall provide a comprehensive manual to understand the system’s design, functionality and operation (CDRL A002).

3.3 Task Three – Training and Support

The vendor shall provide onsite training for designated government personnel.

3.3.1 Training and Support – The vendor shall provide onsite training for designated government personnel to ensure proper operation of VTC and A/V equipment.

The training will cover essential functions such as connecting VTC conferences, video and audio routing, utilizing presentations, and performing rudimentary troubleshooting, equipping end users with the knowledge needed for effective system use.

6 PLACE/PERIOD OF PERFORMANCE

6.1 Place of Performance

The place of performance shall be at Wright-Patterson Air Force Base (AFB), Ohio.

7 PROGRAM MANAGEMENT

7.1 Data Rights Management

All data rights under this contract shall be managed IAW applicable data rights clauses outlined in the FAR and DFARS. Specific clauses governing data rights are identified within this contract and shall dictate the level of rights granted to the Government for data, technical data, and computer software. The Contractor is responsible for adhering to these clauses to ensure full compliance. Any limitations on data rights must align with those specified in the completion of FAR 52.227-15, "Representation of Limited Rights Data and Restricted Computer Software."

Only the restrictions proposed and accepted under this clause will be considered valid under this contract.

7.2 Government-Provided Support

The Government will provide necessary working space, including heat, light, ventilation, and electrical outlets for the use of contractors’ personnel. The Government will provide access to the necessary facilities where the equipment resides. Government telephones shall be used for official business only. The contractor shall be responsible for safeguarding all Government property provided for contractor use.

8 SECURITY

8.1 General Security Requirements

8.1.1 The contractor shall comply with all Security, Force Protection, and Antiterrorism requirements. The contractor shall comply with local unit in- and out-processing procedures for all contractor personnel to ensure proper security-related briefings and debriefings are accomplished. Specific in- and out-processing checklists may be included at the task order level.

8.1.2 The contractor understands that any contractor employee may be summarily and immediately removed from or denied access to any Government property, facility, and installation at the sole discretion of competent Government authority if that authority determines such action is necessary to protect or preserve Government property, safety, and security, or to maintain good order and discipline.

8.2 Base Access

The contractor shall schedule all visits and coordinate Base entry by contacting their Government Sponsor. The contractor shall provide a list of names and driver’s licenses of contractors who will be on base, within ten (10) business days ARO. Any requested changes shall be provided within three (3) days after any changes. (A003). The contractor will be escorted at all times.

8.3 Display of Identification

8.3.1 When contractor employees are inside a secure work area within Wright- Patterson AFB, they shall wear visible contractor-provided identification either as a part of, or attached to, their outer clothing. The identification shall clearly identify the individual as being a contractor employee.

8.4 Obtaining/Returning Identification

8.4.1 During performance of the contract, the contractor shall be responsible for obtaining required identification for newly-assigned personnel. Upon the termination or completion of the contract, or in the case of an employee who no longer requires access to the work site, the contractor shall be responsible for promptly returning credentials to the Security Forces Pass and Registration Office. Lost badges shall be reported to the 76 SWEG Security Officer within one working day of the badge being lost. The contractor shall return all badges to the 76 SWEG SM upon contract completion.

8.9 Security Incidents

Should a security incident occur, the contractor shall:

8.9.3 Immediately report to the site location Group SM and COR all available facts related to each instance.

8.9.4 Take such precautions as the SM may reasonably require for security purposes.

8.9.5 Take reasonable and prudent action to establish control of the scene, prevent further violation, and to preserve evidence until released by proper authority.

8.9.6 Cooperate fully and assist Government personnel as the Government conducts an investigation of the violation.

8.9.7 Participate in the investigation until it is complete.

8.10 Communications Security (COMSEC)

8.10.1 All communications with DoD organizations are subject to COMSEC review.

8.10.2 The DoD authorizes the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations.

8.10.3 The contractor shall adhere to COMSEC procedures any time they place a call to, or receive a call from, a DoD organization.

8.10.4 The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with official DoD information.

8.11 Operations Security (OPSEC)

8.11.1 Contractors who have access to Wright-Paterson Air Force Base, AFSC/SWX facilities, or CI shall be trained on OPSEC, human relations, and security education and motivation within 90 days after initial assignment IAW AFI 10- 701 para. 4.1-4.2. Initial training will be provided by Group SM and lasts approximately one hour, with recurring annual training lasting approximately one-half hour. The contractor shall immediately comply with Installation and Group OPSEC programs.

8.11.2 Public release of any information is not authorized and, if requested, will comply with Public Affairs and all other OPSEC measures to ensure the best balance of lawful disclosure for the American public and denial of advantage for U.S.

adversaries.

8.11.3 No photography or videotaping is allowed on the installation without approval from the owning organization’s Group Director/Commander on an approved photography letter from 76 SWEG Security Manager.

8.11.4 Critical items/information shall not be discussed outside normal contract conditions. A critical items/information list (CIL) can be provided and should not be considered all inclusive.

8.11.5 Controlled Unclassified Information (CUI) generated by the contract, and its employees, shall ensure protective measures are applied. ALL DoD unclassified information must be reviewed and approved for release before it’s provided to the public IAW DoDD 5230.09, Reference J.

8.11.5.1 Disclosure of information is prohibited for release of unclassified information to the public without approval of the contracting activity.

8.11.5.2 The contractor shall comply with CUI requirements detailed in DoDM 5200.01-V4, DoD Information Security Program: Controlled Unclassified Information (CUI).

8.12 Contractor Training

8.12.1 The contractor shall ensure employees complete and maintain all required Air Force training before performing any services. The contractor shall also ensure that annual training is completed before the expiration date and that new mandatory training is completed within timeframes designated by the Air Force.

8.12.2 The contractor shall ensure contractor personnel receive adequate training. The Government will provide training on a space available/no charge basis when it is the only source of such instruction.

8.12.3 The contractor shall maintain training and briefing records for all personnel attending Government furnished training and briefings and provide the COR a roster of trained personnel upon request.

8.12.4 Mandatory Training. The contractor shall ensure contractor personnel attend, at contractor expense, all applicable training required by law, Office of Personnel Management, Department of Defense (DoD), and/or AF policy (including command and local policy).

9 CONFLICTS OF INTEREST

The Contractor shall not assign to the contract or task order performance, any person, including any employee of the U.S. Government, if employing that person would create a conflict of interest under any law, regulation or policy of the United States Government. Additionally, the Contractor shall not assign to the contract or task order performance, any person who is an employee of the Department of the Air Force, either military, reservist, or civilian, unless such person seeks and receives approval according to DoD Directive 5500.7-R and any other applicable regulation or policy of the Department of the Air Force or its subordinate commands, as applicable, including but not limited to Air Force Materiel Command.

10 GENERAL INFORMATION

10.1 Inherently Governmental Functions

10.1.1 None of the functions to be performed under this requirement are inherently Governmental. Additionally, no part of this PWS, the basic contract or any task order issued under the basic contract shall be construed to require the Contractor to provide personal services to the Government. The contractor shall comply with this PWS in its entirety.

10.1.2 The Government will neither supervise contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes or has reason to believe any actions constitute or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the PM, COR, and PCO immediately. These services shall not be used to perform work of a policy/decision making or management nature, i.e., inherently Governmental functions. All decisions relative to programs supported by the Contractor shall be the sole responsibility of the Government.

10.2 Hours of Operation

10.2.1 Normal Hours of Operation: The contractor shall perform the services required under this contract during the following hours: Monday through Friday 0600- 1500 – EXCEPT FEDERAL HOLIDAYS and other base closures.

10.2.2 Federal Holidays: Unless otherwise required by the Government, the contractor shall not have access to the Government facilities on the following federal holidays: New Year’s Day, Martin Luther King’s Birthday, Washington’s Birthday, Memorial Day, Independence Day, Juneteenth, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day. If a holiday falls on Saturday, it is observed on Friday and working hours are Monday through Wednesday for that week. If the holiday falls on a Sunday, it is observed on Monday. Any other circumstances that may prompt base closure, such as Days of National Mourning, may also restrict opportunity to perform the exchanges. In the event of a base closure, exchanges shall be performed on the next business day. There may also be up to six AFMC Goal Days and four Wingman Days per year awarded to Government civilian employees, as well as possible weather-related days and Government directed holidays. On these days, the contractor shall not generally be required to work, and the Government shall not be billed for work not performed.

10.2.3 Down Days/Weather Days: The Government will notify the contractor when official notice has been given for Energy/Weather Down days. The contractor is not expected to work on any Energy/Weather Down days.

10.2.4 Rescheduling: Down Days/Weather days may be rescheduled if conditions/emergency operations require.

10.3 Conservation of Utilities

The contractor shall instruct their employees in utilities conservation practices. The contractor shall be responsible for operating under conditions which prevent the waste of utilities.

10.4 Safety Program

10.4.1 As part of the Safety Program, the contractor shall establish a Safety Plan IAW this PWS that ensures the protection of Government personnel and property. The contractor shall submit the Safety Plan within 15 days after contract award.

Revisions shall be made as requested by the end user(s). Upon request, the contractor shall submit revisions within five (5) business days. (CDRL A004).

10.4.2 In the event of an accident/mishap, the contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence. An email copy of the mishap/incident notification shall be sent within three (3) business days to the Government POC. Revisions shall be made as requested by the end user(s). Upon request, the contractor shall submit revisions within five (5) business days.

11 GOVERNMENT OBSERVATIONS

During the PoP, Government personnel other than CO may, from time-to-time, observe contractor operations. However, these personnel may not interfere with contractor performance.

12 ENVIRONMENTAL

Weather Hazards. The contractor may encounter hazardous weather conditions including snow, heavy rain, lightning, extreme dust, and other conditions that warrant appropriate precautions.
