Question 1: I was unable to locate instructions to offerors, other than PPQ and RFQ due date. Shall we prepare the technical and price quote without having the offeror's instructions?

Response: Instructions are in section L of solicitation 2031ZA22B00006.

Please note most of the documents are posted in adobe acrobat pro 2017.

Question 2:

Reference page 1 of 89, under Section B.1 (a), it notes the MATOC has ceiling value of $4,911,000.

1. Is the Ceiling Value ($4,911,000) per year or for the full term of the contract?

Response: For the full 5 year period of performance.

2. Is the Ceiling Value ($4,911,000) the cumulative value for all contracts over the full period of five years, or is it per contractor? (i.e. 5 contracts, each with a ceiling value of $4,911,000).

Response: It is the cumulative value for all contracts over the five year period of performance.

Question 3:

RFP 2031ZA22B00006 is a Small Business Set-Aside under NAICS 236220. In the Solicitation, under Section I Provisions and Clauses, it states that the self-performance requirement is 50% for the contract.
