QUESTIONS FOR GENERAL CONSTRUCTION MATOC SOLICITATION 2031ZA22B00006
1. Please verify if the existing carpet is to remain or if we are changing it out. If we are changing it out please provide specifications for the carpet.
Response: The following areas will receive new carpet:
• 510 Hallway
• 510-4
• 510-14
• 510-080
Carpet Standard:
• Carpet tiles, Interface Custom Tufted 9HN5. Color# 186354, style# 19HN52500
2. Please provide specifications for the ceiling tile.
Response: Ceiling tiles are 2’ X 4’ Fiberglass insulated tiles (Armstrong 2910)
3.Are all existing walls in the new space also getting the 3 1/2" high wood birch trim called out on drawing 1001348 or just the new?
Response: New walls only.
4. Is the contractor required to move the existing furniture and cubicles out of the space prior to new work? If so, is the contractor demolishing or handing over to the Government?
Response: The contractor is required to dismantle the furniture and hand over to the government.
5. Since the Covid pandemic, it has been challenging to get our PPQ fill out. Other agencies were willing to accepted previously filled out PPQ. We would like to know if BEP will make the same exception?
Response: No.
6. Would factor 2 Past Performance and CPARS be excluded from the page limit if we are allowed to use previously filled out PPQ and or CPARS?
Response: CPARS Reports will not be included in the page limitation. All Past Performance Questionnaire’s should come from customers and therefore also not included in the page limit.
7. Factor 4 for the resumes of the key personnel. Will the government consider excluding the resumes from the page limit or increase the page limit for the technical portion?
Response: Yes, resume’s will not be included as part of the page limit for the technical portion. They instead shall be provided separately as an appendix to the solicitation.
8. Will space be available in the basement level to place 30 CY container(s)?
Response: The BEP does not have available space in the loading dock for a 30CY container.
9.If not, can the containers be placed along D Street SW?
Response: The contractor will have to use D Street SW for the containers.
10.On sheet 1001348, Sill Type S1 shows “new carpet”. Will any of the existing carpet be replaced with new or with existing attic stock, supplied by owner?
Response: New carpet supplied by the contractor.

11. Will the office be unoccupied during the construction phase?
Response: The office will be unoccupied during the construction phase.
12. Will the walls and space be cleared of all framed items, displays, etc., prior to construction?
Response: Yes
13. Is there available space within the building to temporarily store items to be relocated during construction?
Response: Construction materials can be stored within the site. Systems furniture will be stored at a location designated by the BEP.
14.Some of the systems furnishings, to be relocated, are missing components. Are there additional replacement components available?
Response: All systems furniture components are available.
15.Must Door 510-009, shown to be removed, be left in place, and infilled to match existing wall?
Response: Door 510-009 is to be removed and infilled to match the existing wall.
16.Is the site visit mandatory? Response: No.
17. In reading the Solicitation 2031ZA22B00006 cover page, it refers to this job as a Small Business Set- Aside under NAICS code 236220. As an 8(a), are we permitted to bid on this project and if we are the low bid, receive an award and qualify for the MATOC?
Response:
This requirement is competitive, set aside for small businesses. You can submit an offer and if you are a qualifying small business, your offer will be evaluated against the evaluation criteria listed in section M of the solicitation.
18. Do we need to include a bid bond in our proposal? If so, what percent? Response: 10% of the total contract value.
19. Could we request additional pages or an increase to the qty of pages for Volume 1: Technical.
Response: The technical section has been expanded from 15 pages to 20. CPARS reports are not included in the page limitation. All Past Performance Questionnaire’s should come from customers and therefore also not included in the page limit. Key Personnel Resumes can now be included as appendices, therefore also not included in the page count limit. Also, the introduction section of the technical proposal has been removed.
20. Does BEP expect the wood paneling in all areas, other than the office, to be removed and replaced with drywall? I only see #4 demo paneling in the office on drawing 1001348.
Response: The area identified by Note #4 demo paneling is the only area.
21. Does modify the duct work include fire dampers?
Response: If necessary, yes.
22. Does BEP want new HVAC registers since the current registers are old and dirty?
Response: No
23. What light color would BEP prefer, 3000k? 4000k? Etc.
Response: 5000/Cool White
24. Can BEP provide pictures of the electrical panel / breakers in the area to make sure there is space for new lighting (higher amperage), if needed?
Response: Attachments 08 and 09 have been added with this amendment. They are the panel schedules for both available panels.
25. Will the area be vacated until the project is finished?
Response: Yes
26. Please clarify the HVAC scope of work.
Response: The contractor shall make the necessary changes to the ductwork to accommodate the new walls. The contractor should include the proposed mechanical design in the technical approach.
27. Reference Electric Power Drawing 1001348. Clarify the location of existing Panel 5.0031. Panel
5.0031 does not show up on drawings. Can you provide the distance from work area to the existing panel?
Response: The existing panel is located in the room adjacent to area 510-009. It is the area south of proposed access panel in Note #2.
28. Reference Electric Power Drawing 1001348. Clarify do we need to provide new circuit breaker for the new power circuits shown on drawings. Please provide existing panel information to get these loose circuit breakers quoted.
Response: Attachments 08 and 09 have been added with this amendment. They are the panel schedules for both available panels.
29. Reference Solicitation, Volume 1 Technical, Factor 5. What specifically should be addressed for “#7 Procedures”?
Response: Any procedures that currently exist for any of the factor 5 approaches.
30. Can you provide BEP Form 9046 Rev. 6002 in Excel or Microsoft Word? Converting it from the PDF distorts the form.
Response: Yes, excel format has replaced adobe document.
31. Will completed BEP Form 9046 Rev 02 be required for each task order proposal request?
Response: Yes
32. Does the government have any environmental or hazardous material reports (e.g. asbestos) for this space?
Response: The contractor will not be required to test for lead and/or asbestos. If the contractor discovers asbestos during the renovation, then the contractor must inform the BEP COR or coordinator.
33. Does the government have security or clearance requirements for contractors working in this space?
Response: The key personnel will be required to obtain the security background required in section H.2 of the solicitation, and section 1.12 of the “General Construction Services MATOC for District Currency Facilities” PWS. Non-key personnel will be required to provide proper identification upon entrance of the BEP.
34. IDIQ Please confirm whether the maximum overhead rate is to include project supervision (i.e. Project manager and superintendent cost) in addition to corporate G&A.
Response: No.
35. IDIQ How many contractors will be awarded a master contract on the MATOC?
Response: As few as two, no more than 5.
36. Seed -- A510A Can the specialized personnel be the same as the project manager?
Response: Yes.
37. IDIQ Please confirm whether specialized personnel is to pertain to the seed task order or the IDIQ as a whole.
Response: Both.
38. IDIQ Page 80 of the solicitation states that corporate experience "shall describe 3 Government contracts." Is it a requirement for past performance to be contracts with the government?
Or, for example, can they be a private client renovation that had a government end user?
Response: Government contracts only.
39. Seed -- A510A Is the intent of the task order to be design-build? Or are there just designated design elements?
Response: Designated design elements.
40. Seed -- A510A On drawing A-1 (2 of 9), note 4 -- please clarify the extents of the removal of the wood paneling. Is it only for the Office shown?
Response: The wood paneling is only for the office shown.
41. Seed -- A510A Will all furniture and belongings, not noted as contractor's responsibility be removed by others?
Response: Yes.
42. Seed -- A510A What spaces are expected to remain active/occupied during construction? Is the construction expected to be phased in any way to minimize disruption?
Response: All spaces will be unoccupied.
43. Seed -- A510A Please provide a furniture manufacturer for modular walls/furniture.
Response: No new or additional furniture is required.
44. Seed -- A510A Please confirm that the contractor is to procure "needed" furniture from the furniture plan, A-3 (page 4 of 8) on the drawings. Please confirm all furniture assembly/disassembly is by contractor as well.
Response: The contractor will be required to disassemble and reassemble the existing systems furniture.
45. Seed -- A510A Please confirm if fire alarm design is by contractor as no modifications are shown on the drawings. Alternatively, please confirm no modifications to fire alarm are required.
Response: The renovation requires modification to the fire alarm system. The agency’s Fire Alarm System is an Addressable Fire Alarm System manufactured by Edward Systems Technology using an EST base operating system. The fire alarm system utilizes two (2) Fireworks graphics stations which are operational with the EST operating system.
46. Seed -- A510A Please confirm HVAC design is by contractor as no modifications are shown on the drawing M-1 (page 6 of 9). Alternatively, please confirm no HVAC modifications are required or if Test & Balance is required.
Response: The new work mechanical drawing includes a note that indicates modifying the ductwork to accommodate the new walls. The contractor will need to include the proposed method in the Technical Approach.
47. Seed -- A510A Is the government's intent to replace the carpet tile in the updated spaces?
Response: Yes
48. Seed -- A510A Is the government's intent to replace the rubber baseboard with wood baseboard if wood baseboard is indicated on the finish schedule?
Response: Yes
49. Seed -- A510A Please confirm whether the performance period of 150 days following NTP includes the amount of time to prepare and approve submittals or if NTP is provided following approval of submittals.
Response: It includes preparation, submission, and approvals.
50. IDIQ Does the exact PPQ form need to be submitted or can a similar form be used if it was completed in the last year? If not year, would 9 months be acceptable? Response: BEP PPQ is the only PPQ that will be accepted.
51. Seed -- A510A Please confirm whether asbestos is expected within the 510A renovation space or if it contractor's responsibility to test.
Response: The contractor will not be required to test for lead and/or asbestos. If the contractor discovers asbestos during the renovation, then the contractor must inform the BEP COR or coordinator.
52. Seed -- A510A Please confirm whether lead is expected within the 510A renovation space or if it contractor's responsibility to test.
Response: We do not expect lead in the renovated space.
53. Seed -- A510A Please confirm whether any pricing for lead or asbestos abatement should be included as none has been indicated.
Response: The contractor will not be required to test for lead and/or asbestos. If the contractor discovers asbestos during the renovation, then the contractor must inform the BEP COR or coordinator.
54. Seed -- A510A Please confirm that Attachment 06 -- Pricing Table shall be filled out for the seed task order (510A) and submitted with the proposal.
Response: Yes.
55. Will the Office of Security be occupied during the renovations? There are no temporary partition details provided in the drawings.
Response: The Office of Security will not be occupied during the renovations.
56. What access is available to the 5th floor for construction debris, building materials, tools and equipment?
Response: The contractor can utilize the freight elevators that have access to the loading dock.
57. Are the loading dock doors located on D street available for Contractor use? If so, is there a schedule?
Response: The loading dock doors are located on D Street. You will have to schedule deliveries in advance with the BEP loading dock staff.
58. Is there space available in the loading dock for material staging? Please provide a layout of the loading dock and freight elevators.
Response: The contractor can use the construction space as a material staging area.
59. Are all members of the GC and subcontractors working at the site to be badged?
Response: The key personnel of the General Contractor and subcontractors will be required to be badged. GC or subcontractor personnel that aren’t badged will be required to provide identification and be escorted by key personnel.
60. How long do the Background Checks/Investigations typically take?
Response: Approximately 30 to 45 days. This is dependent upon how responsive the security candidates are in completing the required security forms.
61. Who is responsible for the building permit?
Response: A construction permit will be issued to the contractor(s) by the BEP. No additional permits are known to be required.
62. What is the function of the Specialized Technical Personnel listed in Section L? Are they to provide QA/QC during construction?
Response: Specialized Technical Personnel function has been removed from this requirement.
63. What is the correct submittal review time? Specification 013300 sections 1.4-D and 1.4-J list 14 and 21 calendar days.
Response: The government will have 14 to 21 calendar days for review and approval.
64. Is there any lead-based paint present in the space?
Response: The contractor will not be required to test for lead and/or asbestos. If the contractor discovers asbestos during the renovation, then the contractor must inform the BEP COR or coordinator.
65. Please confirm that the demolition of existing office furniture, demountable partitions, modular enclosures as shown on drawing A-4 is by others.
Response: The contractor will be responsible for the disassembly and reassembly of the existing systems furniture.
66. Please confirm that the new office furniture and modular enclosures as shown on drawing A-4 wil be furnished and installed by others.
Response: The contractor will be responsible for the disassembly and reassembly of the existing systems furniture.
67. Is there an isolation valve on the sprinkler line serving the space or is a drain down of the building necessary?
Response: Yes, Isolation valve located in the stairwell.
68. Please provide building standard for 2x2 and 2x4 light fixtures.
Response: The new fixtures should match existing. The standard 2x4 lay in fixture with 32 cell silver parabolic lenses. The standard 2x2 lay in fixture with ½” cube cell flanged silver parabolic lenses.
69. Please confirm that MC cable can be used for new electrical homeruns and rerouted circuits.
Response: MC cable is allowed in the ceiling. Any exposed runs will require EMT conduit.
70. Please provide fire alarm drawings showing existing and new device locations.
Response: There are speaker and strobes in the wing. Each new area will require a speaker and strobe device or a combination speaker/strobe device. The agency’s Fire Alarm System is an Addressable Fire Alarm System manufactured by Edward Systems Technology using an EST base operating system. The fire alarm system utilizes two (2) Fireworks graphics stations which are operational with the EST operating system.
71. Please confirm that the commissioning agent is hired by the Government.
Response: If required, the commissioning agent will be hired by the contractor.
72. Please provide product data for new finishes i.e. carpet tile, ceiling tile and grid.

73. What are the required airflows in the newly reconfigured spaces? Has any mechanical design been performed?
Response: A mechanical design has not been performed. The contractor will need to include the proposed mechanical design method in the Technical Approach.
74. Please advise if the removal and relocation of all furniture, safes and equipment will be by others.
Response: The contractor will be responsible for the disassembly and reassembly of the existing systems furniture.
75. Is there a set of Design and Construction Standards for this building? We would like to know if there is a building standard for the acoustic ceiling tile, door hardware, and paint colors, among others.

76. Is there a set of project specifications? Only Division 1 specifications were included in the attachments.
Response: No
77. Is there a hazardous materials survey report for this project? We would like to know if ACM is present either in the existing ceiling, or below the flooring.
Response: The contractor will not be required to test for lead and/or asbestos. If the contractor discovers asbestos during the renovation, then the contractor must inform the BEP COR or coordinator.
78. DWG 2, Demolition Floor Plan, Keyed Note 4 appears to call for removal of the wood paneling on the North Wall only. Is the wood paneling on the other walls to remain, as well as the column covers throughout the suite?
Response: Yes.
79. Other than cleaning and painting the cabinet covers, is there a requirement to check the fan coil units for proper function?
Response: No.
80. Are there time restrictions on access to loading docks and freight elevators?
Response: Yes, the contractor will need to coordinate loading dock deliveries through the Dock Master.
The freight elevators are accessible; however, there will be occasions where the BEP raw material deliveries will take priority.
81. Will any of the tradesmen, especially MEP trades, be required to have individual clearances (Secret, etc.)?
Response: The key personnel will have required BEP background clearances. Tradesmen’s foreman or superintendents should also obtain required BEP background clearances.
82. Is Rm. 510 located within the Controlled Industrial Area of the BEP? Will securing work entrances with locks and providing Security Officers with keys or combinations be sufficient to secure this space?
Response: The area will receive a construction lock and an associated key.
83. Please extend the bid due date by two weeks.
Response: Solicitation will be extended. Please see most recent amendment for updated closing date.
84. How many contractors does the government expect to award for this IDIQ?
Response: A minimum of two, but no more than 5.
85. Please provide an excel or otherwise editable version of Attachment 06 Price Table.
Response: Please use the excel attachment provided.
86. Attachment 07 contained within the Attachments Zip file cannot be opened, viewed, or printed.

Response: Part 3, Introduction, has been removed from the technical proposal requirements.
90. Attachment 1 Past Performance Questionnaire has been included in this solicitation for our use in responding for Past Performance of Offeror. Can the offeror elect to submit other similar PPQ forms (USACE/NAVFAC/GSA), that contain and address ALL information required on the Bureau of Engraving and Printing (BEP) survey within the last 5 years and included with the Technical Proposal.
Response: To be considered, any Past Performance Questionnaire’s received (outside of CPARS) must utilize the BEP Past Performance Questionnaire Attachment 01.
91. Under Factor 4: Resource Plan/Key Personnel: What is the criteria of the Specialized Technical Personnel, is that the Project Executive?
Response: Specialized Technical Personnel has been removed from this requirement.
92. Volume I shall be limited to 15 pages, double-spaced with 12-point Times New Roman Font. In order to fit ALL information on a page, please consider getting rid of the double space and making the font 10 points.

93. Does the resumes count towards the page count for Volume 1?
Response: No,. This has been updated.
94. Since there will be modifications to the HVAC system / controls and will be required to be tied to the Building Automation System, who is the current Maintenance Contractor and will they make those connections? If so, can the name of the contractor be provided to obtain their pricing information?
Please identify.
Response: The connection to the BAS is not required for this project.
95. Since it is the intent of the renovation project to be performed during normal working hours, will there be BEP personnel on-site to assist with building systems shut-downs, start-ups, drain downs, refilling of lines etc.? Please clarify.
Response: Yes. The contractor will coordinate all building system shutdowns, drain downs, etc. with the COR and the BEP project coordinator.
96. Also, can the name and contract for the Maintenance Contractors for Building Electrical, Fire Alarm and Sprinkler be provided for coordination and pricing? Please advise.
Response: The fire alarm and sprinkler maintenance contractor is Kinetix. The electrical is handled by the BEP in-house craft shop.
97. Will the disconnections/relocations, if necessary, of security equipment be performed by BEP with the Building Security Maintenance Contractor? If not, can you provide the name and contact for coordination and pricing? Please advise.
Response: The disconnections/relocations of security equipment will be handled by the BEP Security office.
98. Who will provide any additional the low voltage cabling and connections from the desired BAS system and any commissioning of that system, if required? Please identify.
Response: The connection to the BAS is not required for this project.
99. If there an upgrade / replacement to any of the existing electrical circuits or panels, is there enough spare capacity to do so without replacement of existing panel which may also include new circuits etc.
to support the renovation? If so, where is the electrical panel located for the suite? Please advise.
Response: Yes, the existing panel is located adjacent to room 510-009. It is the area south of the proposed access panel, in note no. 2 (attachment 07, p.2 which shows the architectural layout).
100. Will BEP be responsible for the relocation, removal or procurement of the suite systems furniture and accessories? If not, what is the name of the furniture manufacturer, models, vendors and specifications for its acquisition and relocation/ installation. Please advise.
Response: The contractor will be responsible for the disassembly and reassembly of the existing systems furniture.
101. Is there any low voltage data or communication wiring installation of new, relocation or removal of existing associated with this system furniture work? If so, will BEP perform this work with their vendor and make all final connections including providing the electrical whips? Or is the GC to perform all low voltage cable and systems furniture relocations with existing systems furniture and hardware? If so, will the cable specification be provided with connectors? Please advise.
Response: The contractor will be responsible for the existing systems furniture including the existing power source.
102. Will BEP relocate / re-install all other file cabinets, gun cabinets, safes, tables, chairs associated with the renovations? Please advise.
Response: Yes
103. Can all materials, tools and equipment be stored in the suite if possible? If not, will other storage space be granted? Please advise.
Response: Materials, tools and equipment can be stored in the suite.
104. Is the GC required to provide all third-party commissioning requirements for contractor performance on any existing building systems that there is interaction with for the renovation? Please advise.
Response: Yes, GC is responsible for all third-party commissioning requirements, however that is only required for the new system.
105. Is the Gov’t. taking back any work associated with this renovation project? Please identify and advise.
Response: No reduction to the SOW is anticipated.
106. How will Gov’t. expect the Contractor to record and submit the accounting for presentation of the Waste Management Plan with mandated daily trash removals and with no dumpster on-site for accumulation and weighing of waste materials? Please advise.
Response: While BEP allows a contractor to provide a dumpster on D street, the streets are regulated by the city of the District of Columbia, so any city approvals required by the city will need to be obtained in advance of establishing the dumpster.
107. If existing isolation valves fail to hold, will the Building Engineers be responsible for draining the risers? Please advise.
Response: Yes.
108. Where new valves may be needed or lines temporarily capped, will the Building Engineers be responsible for draining the risers? If not, we will need more information to determine the amount of time required to drain and isolate the risers. Please advise.
Response: Yes.
109. Are any temporary measures required for the mechanical work while working on the ductwork?
Please advise.
Response: Temporary measures will not be required.
110. Can the Building Freight Elevator be used to bring-up materials suite? Please advise.
Response: Yes
111. Can the manufactures, models and types of all new light fixtures be provided to us? Please advise.
Response: The new fixtures should match existing. The standard 2x4 lay in fixture with 32 cell silver parabolic lenses. The standard 2x2 lay in fixture with ½” cube cell flanged silver parabolic lenses.
112. On the Door Schedule, there is no mention of the hardware manufacturer or specification for the new door installations. Please advise.

113. Is the existing wall paneling / wood base around a portion of the perimeter walls / columns to be modified / removed for new partition installations or in general? Or Is it to remain “as is” or be re-stained along with the doors? Please advise.
Response: The existing wood paneling/wood base is to remain as is.
114. Since there is no Electrical Fixture Schedule, can the new light fixture manufacturer, model number and be identified? Please advise.

Response: The contractor will have to park the dumpster on D street. However, the streets are regulated by the city of the District of Columbia, so any city approvals required will need to be obtained in advance of establishing the dumpster.

147. The solicitations states in Section L, under Volume I - Technical that Volume I will be limited to 15 pages, double spaced with 12-pt times new roman font. However, Volume 1 - Technical contains factors 1-5, with each factor requiring multiple page responses to address the requirements. Can the government please clarify if the 15-page limit is for all factors combined? If so, would the government please consider increasing the page limit to allow offerors rooms to respond with all required information?
Response: The technical section has been expanded from 15 pages to 20. CPARS reports are not included in the page limitation. All Past Performance Questionnaire’s should come from customers and therefore also not included in the page limit. Key Personnel Resumes can now be included as appendices, therefore also not included in the page count limit. Also, the introduction section of the technical proposal has been removed.
148. If applicable, would the Government consider omitting this Specialized Technical Personnel resumes requirement for construction personnel OR omitting degree requirements for construction-related Specialized Technical Personnel AND limiting the number of technical trades applicable to construction resumes to 1 or 2 specifically defined trades that it considers most significant or major?
