This is not a solicitation for bids or proposals.
Any responses received as a result of this Notice of Intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, bids, or quotes. The proposed contract action is for products or services for which the University intends to negotiate and award with only one source, as permitted under the authority of the Utah Procurement Code (U.S.C. § 63G-6a-802, as amended).
Product and/or service to be purchased: Carlson cellular surveying units and related accessories and software
Proposed Sole Source Supplier: Carlson Software
Sole Source Justification: The Architecture & Engineering Design department previously purchased many Carlson Software products since 2010. The department has standardized its curriculum on Carlson's classroom software and equipment. New surveying equipment purchases must match and be compatible with not only existing Carlson equipment, but also the classroom software that students us for learning and lab work. Switching to another provider's equipment and software would cause serious instructional delays and incur immense switching and re-training costs for both faculty and students who are mid-way through their degree programs. Carlson Software is the only manufacturer and seller of Carlson's hardware and software.
To contest this sole source, click "Intend to Bid" and respond to the question listed in the Questions section by the due date. Responses will be considered only if they include clear and convincing documentation that demonstrates the capability of meeting or exceeding the requirements stated herein. All responses received by the due date will be reviewed by the University. A determination not to complete this proposed action based on the responses to this notice is solely within the discretion of Utah Valley University Procurement Services.
