About this file

This is a Brand Name Justification document for a Simplified Acquisition Procedure (SAP) under 41 U.S.C. 1901 and FAR Part 12.102(a).

The Department of Commerce, through the NOAA Acquisition and Grants Office, National Marine Fisheries Service Southwest Fisheries Science Center, and Fisheries Ecology Division, is seeking a Qiagen/Sigma 4-16S centrifuge with a 2 x 96 plate rotor on a firm-fixed-price contract with delivery within 30 days of award. The centrifuge is essential for high-throughput genomic DNA extraction from tissue samples using Qiagen DNeasy 96 Tissue Kits, which supports downstream genetic and genomic analyses on protected species including endangered coho salmon and winter-run Chinook salmon. The justification establishes that only the Qiagen/Sigma 4-16S centrifuge (Part Number 81510 with Plate Rotor 2 x 96, Part Number 81031) meets agency requirements because it is purpose-built by Sigma specifically for use with Qiagen deep-well filter plate-based DNA extraction kits. Competing manufacturers' centrifuges lack the necessary specifications, particularly maximum rotor speed and deep-well plate compatibility, and cannot be safely modified to meet requirements. The centrifuge must interface seamlessly with the laboratory's existing Qiagen robotic liquid-handling workstation and DNeasy 96-well filter plates/vacuum manifold system, with spin programs compatible with Qiagen nucleic acid purification protocols without modification. Market research confirms no alternative manufacturer's centrifuge meets all technical specifications for rotor compatibility, spin speed, and integration with the existing Qiagen workflow.
