About this file
This is a Request for Bids (RFB) document issued by the State of Iowa Department of Administrative Services for as-needed landscaping services throughout the Des Moines metro area. The solicitation seeks qualified providers to deliver comprehensive landscaping services including site preparation, planting, mulching, weeding, edging, and cleanup at the Iowa Capitol Complex and state facilities. The RFB includes detailed product line items encompassing mulch (hardwood, cubic yard and bag formats), numerous plant varieties in various container sizes, sod, landscaping supplies (herbicides, fertilizers, lime), and trees across multiple species categories including oaks, gingkos, lindens, maples, evergreens, and flowering trees and bushes. Service line items include planting, weed spraying, maintenance, haul away and disposal, and mobilization, all priced on an hourly or cubic yard basis. The solicitation opened on August 26, 2026, at 8:00 AM CDT with bids due on September 10, 2026, at 3:00 PM CDT. The initial contract term is one year with the option for up to five annual renewals for a total potential term not to exceed six years. This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure where individual task orders will specify work locations, quantities, schedules, and deliverables. The State reserves the right to award multiple contracts and intends to make the resulting contract available to all state agencies and political subdivisions.
Pricing is negotiated on a per-unit basis for each product and service line item, with bidders required to submit quarterly sales reports and pay a 1.00% administrative fee calculated on reported net sales. The State of Iowa allows sixty days for payment of invoices and prefers use of its Purchasing Card Program. Bidders must possess a current license from the Iowa Department of Inspections, Appeals, and Licensing and maintain appropriate Commercial Pesticide Applicator Licenses from the Iowa Department of Agriculture and Land Stewardship. There is no incumbent contract as this is a new solicitation with no prior sales history. Bidders must certify compliance with Iowa Executive Order 18 regarding prohibited companies, submit termination and litigation documentation, provide three customer references, and submit resumes for key personnel involved in contract performance. The RFB is available to nonprofit entities qualifying under IRS 501(c) provisions and to political subdivisions including cities, counties, and schools.
