SECTION C
SPECIAL PROVISIONS
C.1 SCOPE OF WORK
The work to be done under this contract consists of furnishing all labor, materials, equipment, and supervision necessary to construct individual water wells, individual water systems and other required appurtenances in accordance with the attached drawings and specifications.
Work is to be performed at or near Indian residences located in Shasta, Tehama, and Glenn Counties, California. Two water well systems, and one test well will be installed.
The individual water wells will consist of a drilled and cased well with sanitary seal, a submersible well pump, drop pipe, water service line to the house, a pressure tank and well controls. The test well consists of a drilled and cased well, pump testing, and capping.
C.2 SITE CONDITIONS
The Contractor shall determine actual site conditions with regard to surface vegetation and other miscellaneous obstacles to construction. The Contractor shall perform, at no additional cost, all necessary clearing, grubbing, and disposal of these and other obstacles in order to do work required by the contract.
Locations, materials, and sizes of any utilities shown are approximate only and are not meant to be a complete representation of all utilities actually present. The Contractor shall determine exact locations and details from the responsible utility authority.
C.3 CONTRACT DOCUMENTS
A maximum of 3 sets of contract drawings and specifications will be furnished without charge to the Contractor at award of this contract, except applicable publications incorporated by reference which will be furnished on request at the cost of reproduction.
C.4 DAYS OF WORK
Normal work days are Monday through Friday with 10 work hours allowed per day. The Contractor shall submit the intended work schedule to the Project Engineer for approval.
Construction work shall not be normally permitted on Saturdays, Sundays, or Federal holidays.
The Contractor may submit a written request to the Project Engineer for permission to work on any Saturday, Sunday, Federal holiday or in excess of 10 hours per day. Written approval from the Contracting Officer must be obtained before the Contractor may work on any such day.

C.5 LAWS AND PERMITS AFFECTING WORK
The Contractor shall at all times observe and comply with Federal, State, City, and County laws, Tribal ordinances and regulations which in any manner affect the conduct of the work; and all such orders and decrees as exist at the present and which may be enacted later by legislative bodies or tribunals having legal jurisdiction or authority over the work. All other required permits, certificates and licenses shall be obtained by and at the expense of the Contractor. No pleas of misunderstanding or ignorance thereof will be considered. The Contractor shall be wholly responsible for any claim or liability arising from or based on the violation of any such law, ordinance, regulation, order or decree.
C.6 RIGHTS-OF-WAY
The Government shall obtain all rights-of-way and easements necessary to install facilities located specifically by the plans and specifications.
C.7 MAINTENANCE OF UTILITIES AND SITE FACILITIES
The Contractor is responsible to determine the exact location of any and all utilities not specifically located on the plans and to protect them from damage during construction. Should any utility be damaged or disturbed, the Contractor shall immediately notify the Project Engineer and the owner of the damaged utility. Any and all damage that results from work under the contract shall be promptly repaired at the expense of the Contractor.
During the progress of work, the Contractor shall protect all existing vegetation, structures, sidewalks, streets, mailboxes, ditches, culverts, signposts, fences, driveways, and similar items.
If the Contractor must remove or disturb these facilities, provision shall be made to maintain a temporary facility serving the same purpose as that which it was intended to replace. Destruction of vegetation shall be kept to a minimum. Upon completion of the work, the Contractor shall restore all such facilities to a condition at least equal to that existing prior to construction. The Contractor shall not obstruct access to the site.
The Contractor shall perform his work at all times in a manner to ensure minimal obstruction to traffic and minimal inconvenience to the general public.
C.8 CONTRACT SUBMITTAL REQUIREMENTS
The Contractor shall furnish material submittals, design submittals, shop drawings, test reports, and as-built drawings in accordance with the requirements detailed in the Contract Submittal Requirements section.
C.9 CLEANUP AND FINISH GRADING
The Contractor shall restore all areas disturbed by construction to a condition at least equal to that existing prior to construction. Excess construction materials, equipment, tools, waste excavation, and rubbish shall be removed. Excavated areas shall be finish graded to provide

14-235-SOL-00009 Page 8 of 65 drainage as required by the drawings and specifications, or in the absence of specific requirements, to provide drainage away from the facilities constructed and to provide drainage away from excavated areas and installed facilities. Where a lawn is disturbed, the Contractor shall place a generous amount of grass seed to the disturbed area following final grading.
C.10 MEASUREMENT AND PAYMENT
As the line item quantities are estimates, the Contractor will be paid full compensation based upon the actual quantities utilized/completed and verified by the Project Engineer. The price paid for the completed item of work shall include full compensation for furnishing all labor, materials, tools, equipment, and performing all work required by the provisions of the contract to furnish and install the items of work, completed in place. In all cases, the finished product shall be a complete, operational system or component. The price for the completed item of work shall also include all applicable state and local sales or other taxes.

SITE CLEARING
PART 1 – GENERAL
1.1 SECTION INCLUDES
A. This section includes protection of facilities, clearing site of incidental surface debris, grass, trees, and other plant life in preparation for site or excavation work.
1.2 UNIT PRICE - MEASUREMENT AND PAYMENT
A. There is no separate payment for work under this section. Merge work required with pay items defined within the Measurement and Payment portion of other Sections of this contract.

SECTION 02200
EXCAVATING, TRENCHING AND BACKFILLING
A. This Section includes regulatory requirements, protection, imported pipe embedment, excavation, backfilling, compaction, quality control, and restoration.
A. Work required under this section shall be merged with pay item defined within the Measurement and Payment portion of other sections of this contract. Imported Pipe Embedment, Imported Structural Fill and Cement Slurry Fill are exceptions.
B. Imported Pipe Embedment: Paid by the cubic yard, measured to the nearest 0.1 yd3. Includes delivery, protection, placement, compaction of imported pipe embedment. Quantity of embedment measured for payment shall not exceed the quantity derived from calculating compacted, in-place volume, as shown on plans, drawings or specifications.
C. Imported Structural Fill: Paid by the cubic yard, measured to the nearest 0.1 yd3.
Includes delivery, protection, placement, compaction of imported structural fill.
Quantity of fill measured for payment shall not exceed the quantity derived from calculating compacted, in-place volume, as shown on plans, drawings or specifications.

1.5 REGULATORY REQUIREMENTS
A. Contractor to obtain permits from authorities prior to construction. Contractor to comply with the requirements of the permits.
B. In accordance with the requirements of Section 6705 of the Labor Code of the
State of California, submit a detailed plan to the Engineer before excavation, showing the design of shoring, bracing, sloping, or other provisions to be made for worker protection from the hazard of caving ground during the excavation of any trench or trenches 5 feet or more in depth.
C. Submit the permits and excavation plan to the Project Engineer prior to start of excavation.
1.6 DEFINITIONS
A. Utility: Any buried pipe, duct, conduit, or cable.
B. Structure: Foundation, slab, manhole, septic tank, cleanout, catch basin, or culvert.
C. Solid Rock: Large continuous masses of igneous, metamorphic, or sedimentary rock, which in the opinion of the Project Engineer cannot be excavated without drilling and blasting.

D. Loose Rock: Boulders and other detached stones, with a minimum volume of 1/2 cubic yard.
1.7 FIELD MEASUREMENTS
A. Verify that survey benchmarks, control points, and intended elevations are as shown on drawings.
1.8 PROTECTION
A. Barricade open excavations.
B. Protect structures, utilities, sidewalks, pavements, and other facilities from damage caused by settlement, lateral movement, undermining, washout, and other hazards created by earthwork operations.
C. Provide safe conditions for workers and passers-by.
2.1 IMPORTED PIPE EMBEDMENT
A. Use crushed stone or gravel that is free of shale, clay, friable material, and debris.
Grade in accordance with ASTM C136, within the following limits:

2.4 CEMENT SLURRY FILL
A. Slurry cement backfill shall consist of a fluid, workable mixture of aggregate, cement and water that will flow without segregation of the aggregate while being placed.
B. Water used for mixture shall be free from oil, salts and other impurities which would have an adverse effect on the quality of the backfill material.
C. Not less than 188 lbs of cement shall be used for each cubic yard of material produced.
D. The aggregate shall be commercial quality concrete sand or material meeting the following gradation:
1 1/2 “ 100 1” 80 to 100 3/4” 60 to 100 3/8” 50 to 100 No. 4 40 to 80 No. 100 10 to 40
3.1 PREPARATION
A. Notify Underground Service Alert (800) 227-2600 in Northern and Central California and (800) 422-4133 in Southern California prior to excavation.
Comply with their notice requirements.
B. Identify required lines, levels, contours, and datum locations.
C. Protect plant life, lawns, rock outcropping, and other features remaining as final landscaping.
D. Protect benchmarks, existing structures, fences, and paving from excavating equipment and vehicular traffic.

E. Maintain and protect utilities and structures which are to remain.
3.2 EXCAVATION
A. Use open cut method on all excavation unless otherwise shown on the drawings, required by permit, or approved in writing by the Project Engineer.
B. Stockpile excavated material in designated area on site, and remove excess material from site.
C. Grade top perimeter of excavation to prevent surface water from entering.
3.3 CLASSIFICATION OF EXCAVATION
A. All excavation with equipment commonly used in the industry is classified as common excavation.
B. All material drilled or blasted for removal is classified as rock excavation. All rock excavation must be approved by the Project Engineer. In addition, the Project Engineer prior to rock excavation to determine pay measurement.
3.4 TRENCH EXCAVATION
A. Cut trenches sufficiently wide to enable installation and inspection. Remove water or materials that interfere with work.
B. Maintain trench sides as vertical as possible--between 12 inches and 24 inches wider than the outside diameter of the pipe barrel--below pipe level.
C. Excavate trench width above the pipe as wide as necessary for shoring, sheeting, and installation.
D. Center trench excavation on pipe alignment for a minimum clearance of 6 inches on each side of the pipe.
E. Hand trim for bell and spigot pipe joints. Remove loose matter.
F. Restore over-excavated areas. If the trench bottom is over-excavated below the intended grade, fill over-excavation with imported pipe embedment and compact to density equivalent to the in situ material.
G. Remove lumped subsoil, boulders, and rock up to ½ yd3 (measured by volume).

H. Excavate for additional trench depth when soil prevents adequate pipe support.
Refill addition with imported pipe embedment. Remove large rock, boulders, and large stones to provide 3 inches of soil cushion on all sides of the pipe and pipe accessories.
I. Length of trench that may be left open at any one time is 100 yards. Do not leave trench open overnight.
J. Stockpile excavated material in designated area on site, and remove excess material from site.
3.5 STRUCTURE EXCAVATION
A. Excavate for structures down to the levels indicated on the drawings. Excavate as large as necessary to accommodate the work forms. Comply with all safety regulations.
B. Excavate a sufficient distance from walls and footings to provide forming except where concrete for walls or footings is directly against excavated surfaces.
C. Do not excavate below depths indicated in the drawings. Restore over-excavated areas to proper elevation by filling with imported structural fill. Do not interfere with 45 degree bearing splay of foundations.
D. Hand trim the bottom of the excavation to prevent disturbing the soil below the required depth.
3.6 BACKFILLING
A. Use care to prevent disturbance or damage to utilities or structures in trench.
B. Maintain optimum moisture content to attain required compaction density.
C. Remove surplus fill materials from site.
D. Leave fill material stockpile areas free of excess fill materials.
3.7 TRENCH BACKFILLING
A. Use excavated soil as embedment unless Project Engineer determines it unsuitable. Unsuitable material is defined as incapable of being compacted to specified density with optimum moisture content, solid or loose rock, lump material larger than 1 inch, organic matter, or debris.

B. Use excavated soil as final backfill unless Project Engineer determines it unsuitable. Unsuitable final backfill material is solid or loose rock larger than 6 inches or lumps larger than 3 inches. Do not use organic matter or debris.
C. Backfill pipe embedment material in uniform layers on all sides of the pipe in lifts not to exceed 6 inches.
D. Use the following methods when placing final backfill material unless otherwise required by permits or authority.

3.8 STRUCTURE BACKFILLING
A. Place structure fill material in uniform layers on all sides of the structure 6 inches thick.
B. Do not fill structure material until the structure footing or other portions of the structure have been inspected
C. Use excavated soil as final backfill material unless Project Engineer determines it unsuitable. Unsuitable final backfill material is solid or loose rock larger than 6 inches or lumps larger than 3 inches. Do not use organic matter or debris.
3.9 CEMENT SLURRY BACKFILLING
A. Maintain a minimum of 6 inches clear distance between the outside of pipe and the side of the excavation for pipes 42” in diameter and smaller.
B. Compacted earth plugs or other suitable system shall be placed as the ends of the trench to receive slurry backfill to completely contain the slurry in the trench.
C. Place cement within 1 hour after mixing.
D. Place in a uniform manner that will prevent voids in, or segregation of, the backfill, and will not float or shift the pipe.
E. Backfilling over or placing any material over the slurry cement backfill shall not commence until 4 hours after the slurry has been placed, except that when concrete sand is used for the aggregate and the in-place material is free draining, back filling may commence as soon as the surface water is gone.

F. Cement Slurry Backfill shall not be used where it will be in contact with aluminum and aluminum coated materials.
3.10 COMPACTION
A. Compact final backfill to the percentage of maximum density determined by ASTM D1557 unless otherwise specified by permit or authority.

3.11 FIELD QUALITY CONTROL
A. The Project Engineer may acquire the services of a certified soils testing laboratory to perform baseline Modified Proctor density tests in accordance with ASTM D1557 or latest revision:
1. Tests to be performed at locations specified by Project Engineer.
2. Test results from tests prior to construction will be made available to the contractor.
3. Testing is not at the contractor’s expense unless a compaction test has failed.
B. Compaction testing will be determined at the Project Engineer's discretion.
C. If work does not meet specified requirements, remove, replace, and retest. All re-testing is at the contractor’s expense.

3.12 PROTECTION OF FINISHED WORK
A. If vehicular traffic has altered finished work, reshape and re-compact fills.
3.13 SIDEWALK, CURB AND GUTTER RESTORATION:
A. Restore the all sidewalks, curbs, and gutters to their original condition. Comply with the standards and construction requirements of the local authority.
B. Machine compact backfill under the sidewalk as follows:
1. Cut the existing curb or sidewalk to a neat line.
2. Match the depth of base course material with that present under adjacent curbs or sidewalks.
3. Match to the existing concrete walk in width, thickness, slope, and finish, but not less than 4 inches in thickness.
4. Use wire mesh reinforcement; 6 inch by 6 inch.

WATER WELLS

A. MOBILIZATION AND DEMOBILIZATION is paid by the unit as specified in the bid schedule, and includes: Site clearing and access, all set-up, take-down, and transportation costs of drilling equipment to and from each well site, test hole or well deepening site. Multiple drilling attempts on the same site will not constitute a new unit.
B. WELL DRILLING is paid by the vertical foot of well depth and includes:
Drilling, formation sampling, and related items not specifically paid for in other bid items.
C. WELL GROUTING is paid by the vertical foot and includes: Materials, placement of grout in the annular space between the well casing, and drilled hole.
D. STEEL WELL CASING is paid by the vertical foot of casing depth and includes:
Casing, drive shoes, and other incidentals required for complete installation. No payment shall be made for surface casing of a larger diameter used as a temporary construction aid.
E. PVC WELL CASING is paid by the vertical foot of casing depth and includes:
PVC casing, connection to PVC slotted casing if required and other incidentals required for complete installation.
F. PERFORATED STEEL CASING is paid by the vertical foot of slotted casing installed as stated in the bid schedule and includes: Slotted casing and other incidentals required for a complete installation.

G. STAINLESS STEEL WELL SCREEN is paid by the vertical foot of screen length and includes: Screen, sieve analysis, seals, couplings, riser pipe and other incidentals required for installation of the well screen.
H. PVC SLOTTED CASING is paid by the vertical foot of slotted casing installed as stated in the bid schedule and includes: Slotted casing, connection to PVC casing and other incidentals required for a complete installation.
I. FILTER PACKING is paid by the vertical foot as stated in the bid schedule and includes: Underreaming, filter material, placement of filter material in the annular space between the well screen or casing and the drilled hole, and other related work.
J. WELL DEVELOPMENT BY SURGING is paid by the hour as stated in the bid schedule and if approved by the Project Engineer. Time required for hauling water, rigging up, running tools, and other preparatory and disassembly work is not included in the basis for payment. Neither bailing nor pumping will be considered development.
K. TEST PUMPING is paid by the hour and includes: All necessary equipment, tools, labor, measuring instruments, pumping equipment complete with ample power source, controls and appurtenances, recovery measurements, and discharge piping.
L. WELL DISINFECTION AND WATER ANALYSES is paid by the unit and includes: Disinfection, supplies, labor, equipment, sampling, laboratory fees, and incidentals.
M. STANDBY TIME is paid by the hour as stated in the bid schedule for time contractor is delayed by the Indian Health Service and will only qualify for payment if proper notification to the Project Engineer has been given. 1.5 SYSTEM DESCRIPTION
A. Water well with the following characteristics:
1. The well shall be drilled by conventional mud rotary, air rotary, or down-the hole method. Equipment used shall be in good condition and capable of drilling to a depth of 500 feet.
2. Drill cased well at locations staked by the Project Engineer or as shown in the drawings.
3. Drill no deeper than directed by the Project Engineer. If a satisfactory yield is obtained at a lesser depth, the drilling shall be terminated and the well developed at the depth.
4. Casing Diameter Size: 6" and 8" inside diameter. Depth determined by geologic conditions.
5. Grout Seal: The annular space to be grouted should be not less than a nominal 2" in radius. The length of grout seal (including any surface seals) should be whatever is necessary to prevent the entrance of surface water or undesirable subsurface water into the well. The length of seal must not be less than the minimum specified in the state or locally applicable construction codes.

3.1 WELL CONSTRUCTION
A. Disinfect all tools and equipment prior to lowering into well to prevent contamination.
B. The method of drilling will be left to the discretion of the Contractor. The equipment used shall be in good repair and be capable of drilling in unconsolidated and consolidated formations.
C. Drill concentric well shaft to diameters and depths as required.
D. Place well casing immediately after drilling. Set firmly in place.
E. Clean shaft bottom of loose material.
F. Allow inspection of casing prior to placement of Surface Seal.
G. Place Surface Grout Seal to depth at a minimum depth of 20 feet for individual domestic well and minimum of 50 feet for community water supply wells and a minimum thickness of 2 inches. If required, additional grouting shall be approved and specified by the Project Engineer. The method of grouting must be approved by the Project Engineer prior to the commencement of grouting. The method must force the grout under pressure from the bottom of the space to be grouted towards the top surface or the pitless unit in a single operation.
H. No drilling, test pumping or other work in the well will be permitted within 72 hours after completion of grouting. If type 3 grout is used this period may be reduced to 48 hours.
I. A 4" thick concrete cap will be installed on top of the grout seal for structural strength and to ensure runoff drains away from the well casing.
J. Maintain well opening and casing free of contaminating materials.
K. Maintain 10 ppm Cl residual on any drilling fluid.
L. Cut off shaft top 20-24 inches above grade. Do not permit metal cuttings to enter casing.
M. Size, locate and install well screens or slotted pipe according to AWWA A100.

N. Screen sections are joined by welded or threaded connections. If joints are to be welded, the welding rod must be made of material suitable for joining corrosion resistant materials. Where dissimilar metals are joined, a dielectric coupling shall be used. Slotted pipe are joined per specified fittings, this specification.
O. A suitable length of riser pipe should be used on top of the screen or slotted section.
P. Use one of the following methods for well development: Surge plunger, compressed air, or high velocity water jetting. Pumping is not considered well development.
Q. Use of liners when unstable formations exist in an open hole shall be approved by the Project Engineer. Terminate the liner 5 feet below the top of the casing unless otherwise approved by the Project Engineer. Slotted PVC pipe will be connected to the PVC liner and be located opposite to the water-bearing formation.
R. The grading of the filter pack material shall be selected by the Contractor based on the formation samples and the driller's log.
S. Before emplacement, the filter pack material should be treated with a chlorine solution having 50-mg/l free-chlorine residual.
T. The filter pack shall be introduced uniformly and continuously to minimize or eliminate hydraulic segregation and bridging. The filter pack shall be placed by gravity through a tremie pipe. The filter pack shall extend at least 25 percent of the screen length above the top of the screen and riser pipe.
U. Weld cap on top of casing at completion. Remove cap when installing water system.
3.2 TOLERANCES
A. The maximum variation from plumb not to exceed 2/3 of casing diameter per 100 feet of well depth.
B. The alignment must be satisfactory for the successful installation and operation of the permanent pumping equipment.
3.3 TEST PUMPING
A. Notify Project Engineer 3 days prior to test pumping.
B. Discharge shall be measured with an accurate totalizing meter and stopwatch.
Discharge shall be maintained within plus or minus 5 percent of the designated rate by means of a gate valve or throttling device.

C. Discharged water shall be pumped from the discharged line to the nearest surface-water body, storm sewer or ditch to prevent recirculation of discharged water into the aquifer being tested as approved by the Project Engineer.
D. Run pumping for a minimum of 4 hours for an individual well. Pumping time over the specified minimums requires Project Engineer approval.
E. Test pumping for community wells will be performed according to the following schedule for a minimum of 12 hours:

Running the test beyond these times requires Project Engineer approval.
F. Measure and record the drawdown and time of reading the test pump form according to the following schedule:
1. First 10 minutes--drawdown recorded every 1 minute
2. Next 55 minutes--drawdown recorded every 5 minutes.
3. Next 2 hours--draw down recorded every 15 minutes.
4. Final hours--drawdown recorded every 30 minutes.
G. Immediately upon completion of the test pumping, take recovery measurements and record them on the Aquifer Test Data form (form attached). The recovery readings to be measured according to the following schedule:
1. First 5 minutes--recovery readings every 1-minute.
2. Next 55 minutes--recovery reading every 5 minutes.
3. Final hours--recovery reading every 15 minutes.
H. Recovery readings for an individual home well are for two hours or until the water level recovers to within 1 foot of the static water level, whichever comes first.
I. Recovery readings for a community well shall be measured until the water level recovers to within 1 inch of the static water level or as determined by the Project Engineer.

3.4 WELL DISINFECTION AND WATER QUALITY TESTING
A. Inject and circulate a chlorine solution into well so that the chlorine concentration is at least 50 ppm.
B. Maintain disinfectant in well for 24 hours.
C. DO NOT use undissolved granular HTH for disinfection.
D. Positive bacteriological results require repeated well disinfection and samples retaken until negative results are obtained. Contractor shall notify Project Engineer of positive bacteriological results within 24 hours.
E. Collect water samples during the last hour of the pump test. The date, time and temperature of each sample are then recorded. The Contractor is responsible for the following chemical tests:

C. Well abandonment due to contamination, poor alignment, loss of tools, or any other cause attributable to the Contractor, will be conducted at the Contractor's expense.

A. Restore the well site to its original condition. Remove all underbrush or trees damaged during the drilling operation per Section 02110 (Site Clearing). Remove or bury all drill tailings to restore surface profile to its original condition.
