J.2 Pricing Scenario

Pricing Scenario

The pricing scenario is the tool the Government will use to evaluate price. Offerors shall use the attached spreadsheet that has a tab for loaded and unloaded rates. The number of hours to propose for each labor category has been provided in the spreadsheet. Amounts have been provided in the spreadsheet for Other Direct Costs (ODCs), travel and subcontracting. The Offeror shall input the proposed labor and indirect cost ceiling rates proposed in Section B for both tabs of the excel spreadsheet.

For the unloaded rate sheet the offeror shall provide all indirect cost rates applicable to this proposal. Some examples of these rates include but are not limited to fringe, overhead, G&A, material handling, and subcontract administration. The Offeror shall provide applicable indirect rates and costs as it would normally bill in accordance with the Offeror’s indirect cost rate agreement.

The Offeror shall provide supporting documentation for indirect rates and unloaded labor rates.

Some examples of supporting document include but are not limited to payroll documents, market surveys and indirect cost rate agreements.

The loaded rate spreadsheet shall be filled out with the loaded rate ceilings from Section B and any additional fees that the Offeror may normally bill on Time and Material contracts.

The Government will take the two total costs from the loaded and unloaded scenarios and add them together to get one number that will be used for evaluating price.

See attached Excel Spreadsheet for the loaded and unloaded scenarios.
