Scenario# 2 Data Normalization and New Searching Scenario

The FARM system supports mandatory regulatory activities. The system has to be in operations 24/7.

The current FARM search capability is based on heavily customized COTS Oracle Ultra Search of an Oracle Portal, and allows CFSAN users to search FARM archives and historical datasets. The FDA is currently considering alternatives technologies to explore new data harmonization and search functionality and will select a new search solution (and will involve the new vendor in the final product) compatible with Oracle 11g. For the purpose of the scenario, assume that Alternative 1 involves Solr and Oracle 11g, AJAX and jQuery, Ruby on Rails, PHP and Java to name a few.

The new vendor will be in charge of integrating that solution with the existing datasets within twelve (12) months.

Requirements:

The Offeror is required to respond to the following:

If the FDA were to choose Alternative 1, describe your proposed solution to ensure data integrity, the searchability, retrievability and relevance of FARM content. Explain how to integrate a new content management and search tool, taking into account integration with the legacy data, current FARM data, Appian BPM and SAP Business Objects to support the document review staff and management. How would you organize data attributes within your proposed data model? How would you improve the findability, speed of retrieval and relevance of search results across disparate file formats?

Prepare a schedule that addresses all activities and associated deliverables required to complete the objectives of this scenario. Identify which labor categories including skill sets, associated experience and staffing levels (level of effort) are required to execute each activity. Submit sample resumes demonstrating resource qualifications to perform the task proposed at the level proposed. Resumes should identify if this type of resource is representative of Prime or Teammate existing staffing.

Describe in detail any assumptions upon which the response to the scenario is based.

Describe the standards imposed on the development of the analyzable data sets.
