About this file

This is a Request for Quote (RFQ) for DART (Deep-Ocean Assessment and Reporting of Tsunamis) II Buoy Hull Replacements issued by the National Oceanic and Atmospheric Administration (NOAA), National Data Buoy Center. The solicitation number is 1305M226Q0104, with an offer due date of May 8, 2026 at 12:00 EDT. The requirement is for the fabrication and delivery of four (4) DART II buoy hulls in accordance with attached specifications and drawings, including a first article for government testing followed by three production units. This is a firm fixed-price purchase order set aside for women-owned small businesses under NAICS code 326199, with a size standard of 750 employees.

The evaluation criteria prioritize best value based on price and past performance, with award to the lowest-evaluated-price offeror meeting acceptability standards for non-cost factors. Quoters must be registered in the System for Award Management (SAM) and provide their Unique Entity Identification (UEI) number. Key deliverables include a first article to be delivered within 120 days of award to Building 3200, Stennis Space Center, MS 39525, with remaining production units due within 120 days of first article government approval. All buoy hulls must be manufactured in the United States. The specification details requirements for fiberglass over foam construction with Type 316 stainless steel framework, including specific materials, construction procedures, welding standards, flotation foam injection, and quality assurance testing including hull pressure tests and structural integrity tests at 9,000 lbs. Offerors must submit documentation demonstrating past performance on related contracts, organizational conflict of interest statements, small business certifications, and contractor representations and certifications completed in SAM.

[Contracting Officer inserts details]

(a) The Contractor shall deliver ONE unit(s) of Lot/Item DART HULL REPLACEMENT within 120 calendar days from the date of this contract to the Government at Building 3200, Stennis Space Center, MS 39525 for first article tests. The shipping documentation shall contain this contract number and the Lot/Item identification. This contract elsewhere specifies the characteristics that the first article must meet and the testing requirements.

(b) Within 5 calendar days after the Government receives the first article, the Contracting Officer will notify the Contractor, in writing, of the conditional approval, approval, or disapproval of the first article. The notice of conditional approval or approval shall not relieve the Contractor from complying with all requirements of the specifications and all other terms and conditions of this contract. A notice of conditional approval will state any further action required of the Contractor. A notice of disapproval will cite reasons for the disapproval.

(c) If the Government disapproves the first article, the Contractor, upon Government request, shall submit an additional first article for testing. After each request, the Contractor shall make any necessary changes, modifications, or repairs to the first article or select another first article for testing. All costs related to these tests are to be borne by the Contractor, including any and all costs for additional tests following a disapproval. The Contractor shall furnish any additional first article to the Government under the terms and conditions and within the time the Government specifies. The Government will act on this first article within the time limit specified in paragraph (b) above. The Government reserves the right to require an equitable adjustment of the contract price for any extension of the delivery schedule or for any additional costs to the Government related to these tests.

(d) If the Contractor fails to deliver any first article on time, or the Contracting Officer disapproves any first article, the Contractor will have failed to make delivery within the meaning of the Default clause of this contract.

(e) Unless otherwise provided in the contract, the Contractor-

(1) May deliver the approved first article as a part of the contract quantity, provided it meets all contract requirements for acceptance and was not consumed or destroyed in testing; and

(2) Shall remove and dispose of any first article from the Government test facility at the Contractor's expense.

(f) If the Government does not act within the time specified in paragraph (b) or (c) above, the Contracting Officer will, upon timely written request from the Contractor, equitably adjust under the Changes clause of this contract the delivery or performance dates, the contract price, or both, and any other contractual term affected by the delay.

(g) The Contractor is responsible for providing operating and maintenance instructions, spare parts support, and repair of the first article during any first article test.

(h) Before first article approval, the acquisition of materials or components for, or the commencement of production of, the balance of the contract quantity is at the sole risk of the Contractor. Before first article approval, the costs thereof shall not be allocable to this contract for (1) progress payments, or (2) termination settlements if the contract is terminated for the convenience of the Government.

(i) The Government may waive the requirement for first article approval test where supplies identical or similar to those called for in the schedule have been previously furnished by the Offeror/Contractor and have been accepted by the Government. The Offeror/Contractor may request a waiver.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. The small business size standard corresponding to this NAICS code(s) can be found at https://www.sba.gov/document/support--table-size-standards.

(d) The small business size standard for a Contractor providing an end item that it does not manufacture, process, or produce itself, for a contract other than a construction or service contract, is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition-

(3) Was an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.

NOAA Acquisition Manual 1330-52.237-72 CONTRACTOR ACCESS TO NOAA FACILITIES (SEPT 2017)

(a)

1. The performance of this contract requires employees of the prime contractor or its subcontractors, affiliates, consultants, or team members (“contractor employees”) to have access to and to the extent authorized, mobility within, a NOAA facility.

2. NOAA may close and or otherwise deny contractor employees access to a NOAA facility for a portion of a business day or longer for various reasons including, but not limited, to the following events:

i. Federal public holidays for Federal employees in accordance with 5 U.S.C. 6103;

ii. Fires, floods, earthquakes, and unusually severe weather, including but not limited to snow storms, tornadoes, and hurricanes;

iii. Occupational safety or health hazards;

iv. Lapse in Appropriations; or

v. Federal Statute, Executive Order, Presidential Proclamation, or any other unforeseen reason.

3. In such events, the contractor employees may be denied access to a NOAA facility that is ordinarily available for the contractor to perform work or make delivery, as required by the contract.

(b) In all instances where contractors are denied access or required to vacate a NOAA facility, in part or in whole, the contractor shall be responsible to ensure contractor personnel working under the contract comply. If the circumstances permit, the contracting officer will provide direction to the contractor, either directly or through the COR, which could include continuing on-site performance during the NOAA facility closure period; however, if Government oversight is required and is not available, on-site performance shall not be allowed. In the absence of such direction, the contractor shall exercise sound judgment to minimize unnecessary contract costs and performance impacts, for example, performing required work off- site if possible or reassigning personnel to other activities if appropriate.

(c) The contractor shall be responsible for monitoring the Office of Personnel Management at opm.gov, the local radio, television stations, NOAA web sites, and other communication channels. Once the facility is accessible, the contractor shall resume contract performance as required by the contract.

(d) For the period that NOAA facilities were not accessible to contractors who required access in order to perform the services, the contracting officer may—

1. Adjust the contract performance or delivery schedule for a period equivalent to the period the NOAA facility was not accessible;

2. Forego the work; or

3. Reschedule the work by mutual agreement of the parties.

(e) Notification procedures of a NOAA facility closure, including contractor denial of access, are as follows:

1. The contractor shall be responsible for notification of its employees of the NOAA facility closure to include denial of access to the NOAA facility. The dismissal of NOAA employees in accordance with statute and regulations providing for such dismissals shall not, in itself, equate to a NOAA facility closure in which contractors are denied access. Moreover, the leave status of NOAA employees shall not be conveyed or imputed to contractor personnel. Accordingly, unless a NOAA facility is closed and the contractor is denied access to the facility, the contractor shall continue performance in accordance with the contract.

2. Access to Government facilities and resources, including equipment and systems, will be limited and personnel necessary to administer contract performance may not be available. Generally, supply and service contracts that are funded beyond the date of the lapse in appropriation and do not require access to Government facilities, active administration by Government personnel or the use of Government resources in a manner that would cause the Government to incur additional obligations during the lapse in appropriation may continue. If a delivery date for a contract falls during the period of a lapse in appropriations, Government personnel may not be available to receive delivery. Contractors are directed to consult with a contracting officer before attempting to make a delivery. Contracting officers will be available throughout the lapse in appropriation period to provide guidance.

Once OMB guidance is given, CORs, in consultation with the contracting officer, will notify those contractors that are deemed by the Program Office to be performing excepted work and identify the contractor personnel requiring access to NOAA facilities. CORs will also coordinate directly with facility management or physical security personnel at respective locations to ensure that the names of contractor personnel requiring access to Government facilities during the lapse in appropriations are provided to physical security personnel.

Contractors who are not designated as performing excepted work are not allowed access to Government facilities or to utilize Government resources in a manner that would incur any additional obligation of funding on behalf of the Government during the lapse in appropriation.

3. Unless otherwise specified within the contract award, contractors requiring access to NOAA facilities outside normal business hours or outside the normal workweek shall submit a written request in writing through the COR to the contracting officer. 3.0 REQUIREMENTS

3.1 General. The buoy shall be fiberglass over foam with Type 316 stainless steel framework and four attachment points on both the top and bottom.

3.2 Materials

3.2.1 Fiberglass. The fiberglass lay-up shall be layered with a combination of bulk fiberglass, applied by chopper gun, and 24 oz. roving. Equal bi-directional plus, minus, 45-degree strand material may be substituted for 24 oz. roving. Resin to glass ratio shall be 65 to 35. A smooth surface inside mold shall be used to form the fiberglass skin within which the bulk of the fiberglass shall be laid up. This shall be the required technique with the objective of producing buoys of consistent size and shape. Buoys with a surface finish consisting of dips or waves of greater than 1/4 inch may be rejected. All transitions must be fully feathered. Proper fiber glassing techniques shall be followed to prevent delamination.

3.2.2 Stainless Steel. All stainless steel components shall be ASTM A666 Type 316.

3.2.3 Floatation Foam. The floatation foam injected into the hull shall meet the requirement of

MIL-P-21929B.

3.3 Construction

3.3.1 Fiberglass. The fiberglass shall have the following nominal thickness:

Hull Location Thickness (inches) Bottom 1/4 Sides to vertical flat 3/8 Vertical flat on up including top 1/2

Hull shall be constructed using alternate layers of chopped reinforcement, bi-directional and 24

oz. woven roving.

3.3.2 Procedure. Set the proper height of the frames to the inside of the shell. (the critical measurements here is the distance the lower pad eyes protrude out of the bottom of the buoy, i.e.,

3.7 inches minimum). Apply a 3/8-inch alternating layer of mat and roving extending a minimum of 6 inches on each side of the internal framework's bottom plates to secure the frame to the inside of the buoy bottom. An additional 1/8-inch thickness of reinforcement must be applied to the inner and outer seams. Each 1/8 inch thickness band shall be approximately 14 inches wide consisting of chop, two layers of 1-1/2 oz. mat and two layers of unidirectional roving. This additional thickness must be feathered into the adjacent areas not in excess of 3 inches on top and bottom to provide a smooth transition. All voids shall be filled with Duraglass and covered with a gel coat with surface agent then sanded to fair and re-gel coated as required.

The entire finished surface of the buoy is to be coated with gel coat with an air inhibited polyester surface. Apply an 18-inch wide strip of 40-mesh sand with gel coat to give a nonskid texture to the top of the buoy.

Drill thirteen 7/8 inch holes through the buoy side wall. Fiberglass the stainless steel rubber bumper mounts to the inside wall of the buoy at approximately 29 inch intervals. They shall be centered vertically on the rubber bumper groove and layered with 3/8 inch fiberglass and three layers of 24 oz. roving. These must be watertight. Note: the 29 inch interval will mean that the first and last bumper mounts will not be near 29 inches but closer to 12 inches apart.

Apply a smooth bead of 3M 5200 Marine adhesive/sealant to where the stainless steel framework and fiberglass meet.

The vertical sides up to and including the top, well and lid gelcoat shall be colored with three coats of safety yellow with surface agent added to the last coat. Other surfaces remain white.

3.3.3 Welding. All stainless steel welding shall be in accordance with AWS Dl.6.

3.3.4 Flotation Foam Injection. The contractor shall have a procedure for injection and curing of the floatation foam that is in accordance with MIL-P-21929B and manufacturer's instructions.

4.0 QUALITY ASSURANCE

4.1 Welding Procedures and Qualifications. The contractor shall submit welding procedures and welder qualifications that conform with AWS D 1.6 prior to fabrication of the framework.

4.2 Flotation Foam Filling Procedure. The contractor shall submit the selected floatation foam that meets MIL-P-21929B and the procedure for filling the hull prior to beginning the hull fabrication.

4.3 Hull Pressure Test. The contractor shall perform a hull pressure test in accordance with NDBC-8117. Any leaks will require repair and a retest until the test is passed At least two weeks prior to performing this test the contactor shall notify the government so they can witness the test.

4.4 Structural Integrity Test. The contractor shall conduct a proof test of the buoy framework.

This test shall be completed prior to encasing the buoy framework within the fiberglass hull.

This shall involve securing the lower part of the framework and pulling on each corner of the upper part of the framework until a load of 9,000 lbs is indicated on the load cell. This load shall be held for a period of 5 minutes. Following the test all welds and materials shall be inspected for deformation and cracking. Any signs of cracking or deformation will require repair and a retest until the test is passed. At least two weeks prior to performing this test the contactor shall notify the government so they can witness the test. The contractor will submit a signed and dated certificate to indicate the date in which this test was successfully completed.

4.5 Material Certifications. The contractor shall provide vendor supplied material certifications for all materials used in the construction of the buoy framework.

4.6 First Article. The contractor shall produce and deliver a first article of the buoy assembly for inspection prior to commencing fabrication of the remainder of the articles. This requirement may be waived at the contracting officer’s discretion if the contractor has successfully completed a DART buoy hull contract in the past
