About this file
This document is a Questions and Answers document from the Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) related to a small business solicitation for a water system project. The document contains six industry questions addressing technical specifications for a water system installation, including electrical requirements, pump type, retaining wall height, and tank chlorination. Key responses indicate that several technical decisions are left to the contractor's discretion, such as well pump circuit usage and pump type, while other requirements are specific, such as the pump and filter being required to be on emergency power and the retaining wall height being 10-12 inches based on an underground tank. The solicitation is set aside for small businesses, with flexibility for vendors with limited past performance, and requires the primary vendor to directly perform at least 15% of the work if subcontracting is utilized.

Industry Questions and DOC/NOAA Response to Industry Questions:
Industry Question 1)
Can the existing well pump circuit be used or will new feeds be required?
DOC/NOAA Response to Industry Question 1): This is the contractor’s decision.
Industry Question 2)
What electrical voltages are available in the building?
DOC/NOAA Response to Industry Question 2): Refer to the building electrical drawings.
Industry Question 3)
Will the pump and filter need to be fed from an emergency power panel?
DOC/NOAA Response to Industry Question 3): Yes, they are to be on emergency power.
Industry Question 4)
Is there a preference on type of pump? (i.e. submersible vs jet)
DOC/NOAA Response to Industry Question 4): This is the contractor’s decision.
Industry Question 5)
SOW list retaining wall height at 10-12" looking at the site we believe retaining wall height will be closer to 10-12' to maintain coverage for the tank and maintain level plateau with the entrance.
Can we assume this is the intent and the height in the SOW is a typo?
DOC/NOAA Response to Industry Question 5): It is not a typo. The retaining wall height is based on an underground tank.
Industry Question 6)
The SOW requires chlorination and disinfection of the new 10,000-gallon tank prior to placing the system in service. Given that there is no existing water supply on site, can NOAA please confirm that 10,000 gallons of potable water will be required to be delivered by the contractor?
DOC/NOAA Response to Industry Question 6): Providing the 10,000 gallons is the contractor’s responsibility.
Industry General Inquiries:
Providing responses to items 1 – 5 on the request for quotes is required in order to be considered fully responsive to the solicitation, however, because this solicitation is set aside for small business entities, if any portion of the requested information is incomplete due to limited past experience then a project schedule and/or a subcontracting plan may be used to show the ability to complete the contract requirements and the lack of past performance shall not be rated negatively in final evaluations.
If a vendor plans to utilize subcontracting, then the primary vendor must directly perform at least 15% of the work themselves as outlined in FAR 52.219-14(e)(3).
