About this file
This document is a Questions and Answers (Q&A) file for a Department of Commerce/National Oceanic and Atmospheric Administration (DOC/NOAA) solicitation involving the installation of a 10,000-gallon underground potable water storage tank system. The solicitation includes provisions for potential government shutdown scenarios, with automatic quote submission deadline extensions to the third business day after operations resume. Contractors are responsible for developing design drawings, specifying pump and piping details, and proposing a tank material (such as fiberglass, precast concrete, or steel) that complies with applicable federal, state, and local codes.
Key technical requirements include filling the tank via tanker, connecting piping to an existing jockey tank in the building's storage room, and ensuring the tank meets standards from organizations like EPA, AWWA, ASTM, and NFPA. The government will not provide additional tank specifications or drawings, leaving design details to the contractor's discretion. Interested parties are directed to monitor SAM.gov for solicitation updates, amendments, and communication, with no separate bid list maintained. The site visit originally scheduled for October 02, 2025, will be canceled in the event of a government shutdown and potentially rescheduled.

Industry Questions and DOC/NOAA Response to Industry Question:
Industry Question 1)
What guidance will the Government provide on quote submission in the event there is a government shutdown beginning October 01, 2025, due to the federal budget not being approved?
DOC/NOAA Response to Industry Question 1)
In the event of a temporary Government shutdown, the Contracting Officer will be unable to respond to communications until normal operations resume. To ensure fairness and adequate time for quote preparation, the Government will automatically extend the submission deadline to the third business day following reopening. For example, if operations resume on
Wednesday, October 22, 2025, quotes will be due on Monday, October 27, 2025, at 4:00 PM
Eastern Time.
The site visit originally scheduled for October 02, 2025, will be canceled if a shutdown is in effect. Upon resumption of operations, the Government will determine whether the site visit will be rescheduled. If a new site visit date is announced, it will be posted on SAM.gov, and offerors will be provided no fewer than seven calendar days after the rescheduled site visit to submit quotes. In such case, the revised quote due date will supersede the “third business day” extension.
Industry Question 2)
Are there additional drawings that show the piping from the tank into the building?
DOC/NOAA Response to Industry Question 2)
No additional Government drawings are available that show piping from the tank to the building. The contractor shall develop all necessary design drawings for Government review and approval.
Industry Question 3)
What type, size, and location of pump(s) are required?
DOC/NOAA Response to Industry Question 3)
The sizing, specification, and location of any required pumps shall be the contractor’s responsibility, subject to Government review for technical adequacy and compliance with applicable codes and standards.
Industry Question 4)
Will the tank be filled from an on-site well, or is it intended to be filled by tanker?
DOC/NOAA Response to Industry Question 4)
The tank will be filled from a tanker. The location of the fill line is shown on the drawings.
Industry Question 5)
What exactly are we connecting to inside the building, and where is the mechanical room located (e.g., on an outside wall)
DOC/NOAA Response to Industry Question 5)
The mechanical room is part of the Storage Room, as shown on the drawings. The contractor shall connect piping to the existing jockey tank at the designated tie-in point.
Industry Question 6)
What pipe size, pump size, and controls are required?
DOC/NOAA Response to Industry Question 6)
Pipe sizing, pump sizing, and control design are part of the contractor’s design responsibility, subject to Government review for compliance with project requirements and applicable codes.
Industry Question 7)
I see in the scope that the project is calling for a 10k u/g water storage tank system. However, I do not see any specs and/or drawings for this tank. Do you know if this will be coming out in a future addendum?
DOC/NOAA Response to Industry Question 7)
You are correct that the current RFQ scope identifies the installation of a 10,000 gallon underground potable water storage tank system, but detailed specifications and drawings for the tank itself were not included in the RFQ. The Government intends for offerors to propose a tank with this capacity range that is suitable for potable water use, complies with applicable codes and standards (State of Maine, EPA, AWWA, ASTM, NFPA), and can be integrated into the system as described in the Statement of Work.
At this time, no additional drawings or specifications for the tank are planned to be released via addendum. However, if the Government determines that additional clarifications are necessary in response to vendor questions, they will be provided to all interested parties through an amendment to the solicitation.
Industry Question 8)
Is the 10,000 gal water tank a fiberglass tank or steel?
DOC/NOAA Response to Industry Question 8)
The solicitation intentionally does not specify the tank material. Quoters are responsible for proposing a tank constructed from the material they determine most appropriate (e.g., fiberglass, precast concrete, steel, or equivalent), provided it is suitable for potable water storage, complies with applicable federal, state, and local codes, and meets recognized standards (such as AWWA, ASTM, and EPA guidelines). The Government will evaluate proposed tank solutions for compliance with codes and standards, suitability for potable water use, and ability to meet the project requirements.
Industry Question 9)
Do you have a bid list for this job?
DOC/NOAA Response to Industry Question 9)
The Government does not maintain or distribute a separate “bid list” for this requirement.
Interested parties are encouraged to register and monitor the solicitation on SAM.gov, which serves as the official public notice platform. Offerors may also view the “Interested Vendors
List” on SAM.gov, if utilized, to see other firms that have expressed interest in this opportunity.
All solicitation amendments, notices, and related communications will be posted to SAM.gov to ensure fair and open access to information.
