4 October 19, 2026
Was there any conclusive evidence on the reason for rise on operational pressure as noted in sec.1.3?
No conclusive evidence has been identified to establish the specific cause of the increase in operational pressure.
5 October 19, 2026
Were any previous risk assessments conducted that helped
Reclamation assess the well’s operational life as noted in sec.
1.6?
No formal risk assessments have been conducted to date.
An estimate of the project's operational life was completed in 2005 and that estimate updated in 2010.

Does the PE certification need to be by an engineer registered in
Colorado?
No, the PE does not need to be registered in Colorado.
7 October 19, 2026
Will this project be contracted as firm fixed price, cost plus, or some other mechanism?
Firm Fixed Price
8 October 20, 2026
Has the original and current stress regime long the wellbore been measured? Will we be provided the data?
The current stress regime along the wellbore has not been measured.
9 October 20, 2026 Does this project need wellsite visits?
Wellsite visits are not necessary.
10 October 20, 2026
Does it need well intervention to exactly identify the actual well condition? Like via slickline or hydraulic control unit.
We expect the contractor to assess the available information, identify any uncertainties, and recommend the appropriate approach.
11 October 20, 2026
Does the project require us to just mention potential/possible well failure modes or possibilities in this well?
Potential well failure modes should be addressed for the
Paradox Salinity Control Well #1.
12 October 20, 2026
Will you provide us well data such as historical injection pressures and time and wellhead pressures during the injection periods as well as during well shutdown? Or you just need us to tell you what data should be gathered for now?
Daily average injection rate, daily average injection/wellhead pressure, and daily injection volume data will be provided from 1996 to the present.
13 October 20, 2026
Why do specialists think the well is near end of its operational life?
Is that one of the reasons why they need our evaluation?
Previous estimates of the well's operational life have been exceeded; the wells operating pressures have increased beyond the originally permitted limit, and injections rates have been progressively reduced to manage pressure and minimize induced seismicity.
14 October 20, 2026
Would you send us the well schematic? We can see well construction dimensions and casings. Would be helpful.
A well schematic will be provided.
15 October 26, 2026
We see in the solicitation document under Solicitation
Information Section 3.c. that Past
Performance information – in some detail and breadth – is required. Yet we also note in the
Solicitation NO.: 140R4026Q0115 document (p. 19) that under FAR
52.212-2 Evaluation—
Commercial Products and
Commercial Services, Section b.
Past Performance Ratings that “*A history of no past performance will be rated acceptable.” With the simple acceptable/unacceptable rating method, this implies that both past performance and no past performance will have the same rating: acceptable and further suggests that there is to be no comparative evaluation weight
(when rating and ranking
Solicitation Bidders) given to past performance. Please clarify how
BOR intends to evaluate and subsequently give comparative weight to past performance in the proposal’s evaluation
The solicitation requires offerors to submit past performance information as outlined in Section 3.c. of the
Solicitation Information. However, as stated in FAR
52.212-2, Section (b) – Past Performance Ratings
(Solicitation p. 19), “a history of no past performance will be rated acceptable.” Because the solicitation uses an acceptable/unacceptable rating method for this factor, the evaluation of past performance will be conducted on a non-comparative, pass/fail basis.
16 October 26, 2026
Will Reclamation provide more
RFP detail on evaluation criteria and on proposal evaluation scoring/rating?
FAR 52.212-2 Evaluation -- Commercial Products and
Commercial Services provides the evaluation criteria and evaluation scoring/rating. Per 52.212-2 "The Government intends to award a single fixed-price purchase order resulting from this Request for Quote (RFQ) to the responsible contractor whose quote represents the lowest price, technically acceptable offer and is the most advantageous to the Government."
