WBR 1406.303-1 Template 1 (04/2021)

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN

COMPETITION

In accordance with FAR 6.302 or FAR 13.501(a), the proposed contractual action is pursuant to the statutory authority identified in paragraph 4. This template is required for actions over the Simplified Acquisition Threshold (unless the procurement is acquired as a limited source IAW FAR 8.405-6 or is an Exception to Fair Opportunity IAW FAR 16.505(b)(2)).

1. Agency and Contracting Activity (FAR 6.303-2(b)(1)). U.S. Department of the Interior, Bureau of Reclamation, Acquisition Operations Branch (AOB), Denver, Colorado.

2. Nature/Description of Action (FAR 6.303-2(b)(2)). The contract will be firm-fixed-price and use no-year funding. Although General Electric (GE) Digital has confirmed proprietary ownership of the Historian software and that Gray Matter Systems, LLC is the only authorized re-seller in Colorado, Reclamation is pursuing a brand-name combined synopsis/solicitation acquisition to expedite contract award for this action.

3. Description of Supplies/Services (FAR 6.303-2(b)(3)). Reclamation seeks to purchase an expansion of data streams for a perpetual GE Historian software license that Reclamation uses to store Supervisory Control and Data Acquisition (SCADA) operational data at Hoover Dam. Reclamation also wishes to purchase multiple years of annual maintenance licenses to support the GE Historian software. The requested line items are as follows.

5. Demonstration of Contractor’s Unique Qualifications (FAR 6.303-2(b)(5)).

Via contract 140R8120P0018, Reclamation procured a perpetual license for 2,500 data streams of GE Historian software to store SCADA operational data at Hoover Dam.

Hoover Dam’s use of SCADA has expanded and now requires an additional 2,500 data streams.

In addition, Reclamation requires annual GE Historian maintenance licenses to support the perpetual GE Historian software.

Reclamation must procure additional GE Historian products to support its existing perpetual license. If Reclamation switched to another SCADA software, Reclamation would lose the value of its current GE Historian perpetual license and would incur larger costs to re-integrate a different SCADA software into its existing enterprise network and SCADA projects.

Historian software is a proprietary product of GE Digital. GE Digital has informed Reclamation that the only authorized re-seller of GE Historian in Colorado is Gray Matter Systems, LLC.

6. Description of efforts made to maximize competition (FAR 6.303-2(b)(6)).

If Reclamation had not already purchased GE Historian software for SCADA data at

Hoover Dam, Reclamation would have considered multiple SCADA software products.
