STATEMENT OF WORK

Bureau of Reclamation

Concrete and Structural Laboratory Denver, Colorado

Lab Environmental Chamber Retrofit

1.0 INTRODUCTION:

The Bureau of Reclamation is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River.

Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US.

2.0 SCOPE:

Reclamation’s Concrete and Structural Laboratory (CSL) is located at the Denver Federal Center complex at an elevation of 5630 feet above sea level. The CSL has six large controlled-environment chambers, herein referred to as “chambers,” that are housed within a room measuring 49 by 57 feet (Ante Room) within a large single-story temperature-controlled building. The controlled-environment chambers allow great flexibility in the testing of construction materials at various temperatures and humidity. The current chamber dimensions are: five (5) chambers measuring 10x10x8 feet, and one (1) large chamber measuring 15x18x8 feet.

The current chambers were manufactured and constructed in the 1990’s to provide temperature control tolerances and 1990 state of the practice for applicable heating and refrigeration and monitoring and control technologies. Given the age of the equipment and maintenance/repairs, the heating, refrigeration, monitoring, and control technology require renovation to re-establish a reliable, current state of the practice for the environmentally-controlled chambers to fulfill current testing program needs and to be adaptable for future unforeseen testing needs.

Economical Operations and Maintenance (O&M) life-cycle cost requirements of the chambers are critical to maintain reliable operational capability in support of the CSL activities. Details of the existing chambers and their components are provided in Paragraph - 10.0 Background Information. This current system needs to be renovated because they have failed to perform reliably from time of original installation. The new retrofitted configuration should not rely on the previous designs or components of the heating and cooling, control system, or data acquisitions from the existing configuration. Only the existing insulated chambers (walk-ins), building power, and dedicated chiller should be considered for reuse in new configuration. The reuse of any other existing components in the new configuration will require approval by Reclamation.

To the maximum extent possible, the existing insulated prefabricated chambers (walk-ins) will be reused, and modified, if necessary, to meet Reclamation’s needs. It is expected that the existing wall, floor, and ceiling panels of each chamber are adequate and can be retrofitted with updated equipment.

A detailed price-per-chamber proposal, and also indicating price reductions for multiple chamber renovations at one time, are required so Reclamation can determine how many chambers will ultimately

C-2 be retrofitted. It is desired that the retrofitted configuration will retain at least five of the six existing insulated chambers (walk-ins) in their existing locations and encompass the same general boundary conditions. Chamber(s) not retrofitted may remain in place; or may be removed by the contractor if more space for the new configuration is needed. As part of this contract, refrigerant shall be removed and reclaimed/reused/disposed of from all non-retrofitted chambers in accordance with local, state, and federal regulations.

The desired retrofitted configuration includes controlled-environment chambers that operate independently from one another. Reclamation currently has six chambers accessible by the Ante Room, shown in Figure 1. Currently, system components are above the chambers in a confined space, making it difficult to perform maintenance, and the control consoles are large and stand outside each unit impairing forklift mobility. Elimination of one or more of the existing chambers is acceptable as long as operational testing flexibility is maintained within the other chambers. Elimination and removal of an existing chamber to create a centralized area for refrigeration or data acquisition equipment would be considered.

All equipment required for operation of each chamber shall be supplied by the contractor. Each chamber shall be a standalone unit without need of sharing any other equipment, with the exception of the chilled water system provided by a chiller on the exterior of the building. Reclamation may approve the use of shared equipment between multiple chambers if it is a more efficient solution AND, if suitable redundancy is established to maintain reliability of each chamber. All chambers shall maintain a similar configuration, share common parts to the maximum extent possible, and operate from the same type of controls and operating procedures. All components shall have easy access for troubleshooting.

Each chamber shall tie into the existing chilled water system. Note: Reclamation’s 2021 planned maintenance on the existing chiller will include galvanizing the interior and replacing the heater. The chiller is expected to be replaced in-kind around 2028. The specifications of the existing chiller are provided in Attachment A.

Reclamation may perform daily, or periodic, inspections of the work performed for compliance with the approved retrofitted configuration plan and conformance to the specifications. The contractor shall provide access for Reclamation inspectors.

The following functionality, or better, are required:

2.1. For the purpose of this project, naming conventions for the controlled-environment chambers are identified as Chamber 1 through 5 and Large Test, which were previously named on 1990 drawings as CAL 1, CAL 2, and CAL 3, Cold Test, Cold Storage, and Large Test (See Paragraph - 10.0 Background Information Figure 1).

2.2. The chambers are used for a variety of tests, but generally are used for two types of tests:

1) USBR 4911-92 Procedure for Temperature Rise of Concrete (See Temperature Rise

Acceptance Test Requirement Attachment C) to determine the amount of heat generated by a specific concrete mix design without any heat loss occurring over a 56-day period. This test does not require temperatures lower than 50°F but does require precise temperature control.

The tightest temperature control possible is desired in the 50 to 180°F range.

2) Freezing and Thawing testing of construction materials (e.g. concrete samples with ponded water) which is performed using the general temperature tolerance as ASTM C666 Standard Test Method for Resistance of Concrete to Rapid Freezing and Thawing. A tolerance range of 2°F or less is acceptable below 50°F. A lower temperate limit of -20°F is desired. Defrost cycles may be excluded from the time-weighted average.

2.3. Reclamation typically uses 3-wire RTD probes with an insulated wire and BX armored cable to measure specimen temperatures. The new retrofitted configuration shall be capable of connecting to this RTD connector for chamber control. Contractor will provide training regarding the procedure for in-house calibration of these new sensors.

2.4. The table below shows the required temperature ranges and temperature control accuracy desired in each chamber.

Chamber Name (insulated room)

Interior Size (in feet)

Functional Range Temperature Range

Control Tolerance Time Weighted Average)

Chamber 1,2,3,4,6 (Previously named CAL 1, CAL 2, and CAL 3, Cold Test, and Cold Storage)

10 x 10 x 8 Total Range -20 to 180°F Varies with Range

Heat Rise Range 50 to 180°F < 1°F Freezing and Thawing Range

-20 to 50°F < 2°F **

Chamber 5 (Previously named Large Test)

15 x 18 x 8 Total Range -20 to 180°F Varies with Range

*Minimum temperature rate of chagne of 30°F/hour in both increasing and decreasing temperature directions **Defrost cycle may be excluded from the time-weighted average

2.5. The ability to concurrently use a minimum of three chambers for Temperature Rise of

Concrete testing is required. All chambers shall be capable of performing this test in the event one chamber is being serviced.

Statement of Work C-3

C-4

2.6. Suitable redundancy is required to maintain reliability of each chamber.

2.7. The interior size or dimensions of the chambers are not expected to change. Carts and pallet jacks are used to transfer samples into and out of the chambers, so changes to the floor or floor height are not acceptable.

2.8. To the maximum extent possible, the existing insulated chamber boxes (walk-ins) will be reused and modified to meet Reclamation needs. The insulated chamber boxes may be removed and replaced, with Reclamation approval, if the contractor deems removal to be a more cost-effective solution to rebuilding and retrofitting the existing structures.

2.9. Retrofit Configuration Plan Required: Describe and diagram your approach to this retrofit including the make/model of major components involved.

2.10. All the current system’s refrigeration equipment is on top of the chambers in a 45-inch high space and difficult to access and perform maintenance. Ease of access and simplicity of maintenance is a top priority of this project.

2.11. All refrigeration equipment shall be clearly marked on the drawings. All such equipment must be located for convenient maintenance and servicing access. Refrigeration and other equipment noise shall be contained in some manner to minimize the noise transmitted into the Ante Room and be protected from hazards. Any interior rooms, walls or doorways shall match existing and meet GSA requirement, and local and federal codes.

2.11.1 Valving shall be provided for isolation of components to expedite repairs.

2.11.2 The refrigeration equipment shall use refrigerants which are environmentally safe, non-flammable, non-explosive and have a Zero Ozone Depletion Potential (ODP).

Refrigerants should comply with ASHRAE 15 and the International Mechanical code.

2.12. All existing conditioning equipment and assemblies shall be removed and replaced, (or with exceptions for reuse as approved by Reclamation).

2.12.1 For contractor removal of existing equipment, this assembly is currently comprised of the return air duct, the air plenum containing the refrigeration coil, heater, and the air circulating blower, flexible ducts to the air diffusers, and ceiling-mounted diffusers. In the Large Test chamber, the air plenum also contains a dehumidification coil, a humidification spray nozzle, and steam generator for humidity control. This list is not intended to be complete, but to give a general sense of the current configuration.

2.13. All air circulation equipment and existing flexible ductwork shall be removed and replaced with rigid ducting. Duct shall be manufactured and installed per SMACNA 006.

C-5

2.14. All heating system components and assemblies shall be replaced.

2.15. All electrical and electronic control equipment and control cabinets shall be removed and replaced according to the approved retrofitted configuration.

2.15.1 For contractor removal of existing electrical/electronic equipment, a fused disconnect switch is mounted above each chamber within sight of the refrigeration and air circulating equipment. Power is fed from disconnect to the control cabinet located in front of each chamber. The control cabinet contains circuit breakers, motor contactors, relays, and other control equipment. This list is not intended to be complete, but to give a general sense of the existing configuration.

2.15.2 New circuit breakers shall be provided as part of the retrofitting for all major pieces of equipment.

2.16. The retrofit configuration shall include new sensors deemed necessary for the safe operation of the equipment. The sensors and controls must be safely configured to protect personnel as well as the equipment from abnormal conditions.

2.16.1 For contractor removal of existing equipment, the existing sensors include compressor low refrigerant pressure, compressor high refrigerant pressure, compressor low oil pressure, heater high temperature, heater over-current, and blower low air flow. This list is not intended to be complete, but to give a general sense of the existing configuration.

2.17. If standalone controls cabinets are used in the retrofitted configuration, the location must be presented in the proposal and final location approved by Reclamation. Location must not impede regular laboratory traffic or limit cart or pallet jack access to all chambers.

2.18. The retrofitted chambers shall encompass a temperature range of -20 to 180°F with a minimum temperature rate of change of 30°F/hour in both increasing and decreasing temperature directions.

2.19. A defrost system shall be incorporated into the retrofitted configuration. Interruptions to freezing due to defrost cycle are acceptable as long as the approximate cycle time and duration are stated in the proposal.

2.20. Maximize the use of readily available off-the-shelf components or commonly stocked proprietary components for longevity of equipment O&M is required.

2.21. All existing computers along with its control hardware should be removed and replaced by the contractor. The existing control equipment shall be dismantled. The government may retain components of the existing equipment and will do so prior to contractor’s Notice to Proceed.

The contractor shall be responsible for removal and disposition of all remaining equipment.

C-6

2.22. The system shall be controlled using customizable software written in LabVIEW (or similar, easy to learn and configurable software that is designed for laboratory use) which controls each chamber temperature separately and acquires data from the chambers and test specimens to make the temperature adjustments.

2.23. The new controls shall have the capability to automatically run a user-programmed profile.

System shall be able to execute a profile having a minimum of 50 steps and repeat the profile up to 500 cycles. Profiles shall have the capability to set the ramp rate and hold times for each step.

2.24. Controller software shall display the current step and setpoint of a profile being executed.

2.25. The controller shall have the capability to graphically display the setpoint and process value of temperature (historical record of the current control profile).

2.26. The controller shall have the capability to log temperature.

2.27. The data logging function shall have a programmable acquisition rate.

2.28. The controller shall have a USB 2.0, or better, interface and the capability to download logged data to a compatible USB 2.0, or better, storage device.

2.29. Controller software data collection of a minimum of: two (2) inputs from chamber temperature, and four (4) inputs from test specimen(s) temperature(s) is required. The system shall be capable of using any or all of these inputs to control temperature set point.

2.30. The system shall be able to accept digital remote input (for example: for temperature set point or cycle controlling).

2.31. One control system per chamber is required. System shall include an operator interface for controlling the tests and displaying the status and graphs of tests in progress. Remote monitoring of the system and remote alarm notifications are desired.

2.32. Control software and hardware shall NOT collect or process data in a Cloud-based server. All data shall be housed and processed internally to the retrofitted system. Connecting to the internet for updates is NOT acceptable.

2.33. Control hardware should be capable of a data collection rate of greater than or equal to one (1) reading per second. The software should be capable of modifying the rate at which data is written to files to between one data point per second and one data point per ten minutes, as specified by the operator.
