Environmental Chambers Retrofit Pre-bid Questions and Answers
Question 1: 2.0 SCOPE, p. 16, C-1. “Given the age of the equipment and maintenance/repairs, the heating, refrigeration, monitoring, and control technology require renovation to re-establish a reliable, current state of the practice for the environmentally controlled chambers to fulfill current testing program needs and to be adaptable for future unforeseen testing needs.”
- How soon will unforeseen testing needs be implemented and expected of our design?
- What would be tested?
- Can this statement specifying future unforeseen testing needs be removed from the Statement of Work?
Response 1: For current and future testing please refer to paragraphs 2.4, 2.22, 2.23, and 2.29 in the statement of work.
Question 2: 2.0 SCOPE, p. 16, C-1 “This current system needs to be renovated because they have failed to perform reliably from time of original installation. The new retrofitted configuration should not rely on the previous designs or components of the heating and cooling, control system, or data acquisitions from the existing configuration.
- Does this statement take precedence over all design suggestions stated in statement of work that are based on previous equipment designs?
Response 2: Paragraph 10.0 Background Information and Attachments in the Statement of Work is for the existing system and provided for information only and are not design suggestions.
Question 3: 2.0 S.O.W, p. 17, C-2 “It is desired that the retrofitted configuration will retain at least five of the six existing insulated chambers (walk-ins) in their existing locations and encompass the same general boundary conditions. Chamber(s) not retrofitted may remain in place; or may be removed by the contractor if more space for the new configuration is needed.”
- Does the BoR have a request for which chamber should be removed or re-purposed?
Response 3: Refer to Statement of Work, paragraph 2.0 Scope, sub-paragraph 6, fourth sentence “Elimination of one or more of the existing chambers is acceptable as long as operational testing flexibility is maintained within the other chambers.”
Question 4: 2.0 S.O.W, p. 17, C-2 “Elimination of one or more of the existing chambers is acceptable as long as operational testing flexibility is maintained within the other chambers” Would you please define testing flexibility?
Response 4: Refer to Statement of Work paragraph 2.5 “The ability to concurrently use a minimum of three chambers for Temperature Rise of Concrete testing is required. All chambers shall be capable of performing this test in the event one chamber is being serviced.”
Question 5: 2.0 S.O.W, p. 17, C-2 “All equipment required for operation of each chamber shall be supplied by the contractor. Each chamber shall be a standalone unit without need of sharing any other equipment, with the exception of the chilled water system provided by a chiller on the exterior of the building. Reclamation may approve the use of shared equipment between multiple chambers if it is a more efficient solution AND, if suitable redundancy is established to maintain reliability of each chamber.”
- What is the required “suitable redundancy” for each chamber? Should each chamber have fully redundant systems for both the freeze/thaw and heat rise processes? (Each test will require separate equipment to function properly)
Response 5: Suitable redundancy is not defined in the Statement of Work. A decision to approve the use of shared equipment would be value based on the two requirements in paragraph 2.0 Scope of Work:
1) If it is a more efficient solution, and
2) If suitable redundancy is established to maintain reliability.
Question 6: 2.4 S.O.W., p. 18, C-3 “Maximum Control Tolerance Time Weighted Average stated as less than 1°F and 2°F for the heat rise and freeze/thaw tests, respectively”
- How precise will the data logging software be monitoring temperatures during these tests? To a tenth of a degree? To a one hundredth of a degree?
Response 6: Refer to Section C, Procedure for Temperature Rise of Concrete (USBR 4911-92), Table 1a and 1b. Temperature recording shall be to 0.1oF.
Question 7: 2.5 S.O.W., p. 18, C-3 “The ability to concurrently use a minimum of three chambers for Temperature Rise of Concrete testing is required. All chambers shall be capable of performing this test in the event one chamber is being serviced.”
- Do all chambers have to perform the freeze/thaw test? This increases equipment cost.
Response 7: Refer to Statement of Work, paragraph 2.4 table where all chambers are required to meet the required temperature ranges and temperature control accuracy which includes freezing and thawing.
Question 8: 2.10 S.O.W., p. 19, C-4 “All the current system’s refrigeration equipment is on top of the chambers in a 45-inch high space and difficult to access and perform maintenance. Ease of access and simplicity of maintenance is a top priority of this project.”
- Can the fans and heat exchanger coil be installed on top of the box?
Response 8: Yes, provided the requirements of Statement of Work paragraph 2.10 are met for ease of access to the equipment.
Question 9: 2.11 S.O.W., p. 19, C-4 “All refrigeration equipment shall be clearly marked on the drawings”
- Is EML expected to provide drawings, or is the BofR going to provide them?
Response 9: Refer to the Statement of Work, Deliverables, Paragraph 7.1 Retrofit Configuration Plan which requires the contractor to provide detailed drawings.
Question 10: 2.12 S.O.W., p. 19, C-4 “All existing conditioning equipment and assemblies shall be removed and replaced, (or with exceptions for reuse as approved by Reclamation).”
- Can the fans and coil housings be re-used?
Response 10: Refer to Statement of Work, Paragraph 2.45, requiring all equipment be new.
Question 11: 2.15.2 S.O.W., p. 20, C-5 “New circuit breakers shall be provided as part of the retrofitting for all major pieces of equipment.”
- Do new electrical panels need to be installed or can the existing panels be used?
- Can new circuit breakers be available in the housing of the HVAC equipment?
Response 11: Refer to Statement of Work, paragraph 2.15 all control panel and circuit breakers for individual chambers and paragraph 2.38 which requires General Services Administration (GSA) to make changes to building electrical panels. Work must confirm to all applicable electrical code requirements.
Question 12: 2.17 S.O.W., p. 20, C-5 “If standalone controls cabinets are used in the retrofitted configuration, the location must be presented in the proposal and final location approved by Reclamation.
Location must not impede regular laboratory traffic or limit cart or pallet jack access to all chambers.”
- Can all the control systems be set-up in a single location to clear up space in the Ante Room?
- Are multiple monitors necessary if all the control systems can be accessed by a single or multiple monitor(s)?
Response 12: Yes, the control systems may be set up in a single location. Refer to Statement of Work, paragraph 2, Scope of Work. Monitors may be shared between multiple chambers if the following requirements are met:
1) A proposal is approved by Reclamation
2) It is a more efficient solution
3) Suitable redundancy is established to maintain reliability of each chamber
Question 13: 2.18 S.O.W., p. 20, C-5 “The retrofitted chambers shall encompass a temperature range of - 20 to 180°F with a minimum temperature rate of change of 30°F/hour in both increasing and decreasing temperature directions.”
- This will greatly increase the cost of heating and cooling equipment if they must all be able to cool down to -20 degrees. If all of them are capable of the heat rise test, can we limit which of them can perform the freeze/thaw test?
Response 13: Please refer to the Table in Paragraph 2.4 of the Statement of Work where all chambers are required to meet the required temperature ranges and temperature control accuracy which includes freezing and thawing.
Question 14: 2.21 S.O.W., p. 20, C-5 “All existing computers along with its control hardware should be removed and replaced by the contractor”
- Is there any sensitive software or data that needs to be removed from the existing computers prior to installing the new computer systems?
