CRYSTAL REPORTS AND HDB SUPPORT PERFORMANCE WORK STATEMENT

1.0 Background

Reclamation is responsible for water accounting for the Rio Grande Compact. RiverWare software is used to perform accounting functions. Data from RiverWare is stored in Reclamation’s hydrologic database (HDB), maintained by at the Upper Colorado Regional office. Both data storage and reporting must be in compliance with applicable policies and laws.

Crystal Reports software is used to mine data from HDB and put it in presentation format.

2.0 Scope

This solicitation seeks a contractor with significant experience with RiverWare, databases, and Crystal Reports. In addition, knowledge of the Upper Rio Grande Water Operations Model (URGWOM) is helpful but not required. Contractor will support HDB-based Crystal Reports for the Rio Grande, while creating and designing an Excel replacement for the reports currently created using Crystal Reports to move away from the Crystal Reports software. Contractor will also assist in correcting and creating paths that direct data to be moved between URGWOM, the internet, and other applications to HDB. Work in future years could include a similar scope within the Pecos basin.

3.0 Objectives

As a result of this contract, the Albuquerque Area Office’s (AAO) water operations will be integrated with the Upper Colorado Basin Region’s (UCBR) database. Reports will be more accurate, have a more professional appearance, and take less time to create. Data will be easily accessed via real-time world-wide web displays.

4.0 Tasks

Specific tasks will be developed and disseminated by the COR. Tasks may include:

1. Assist with integrating and/or integrate operational data into database.

2. Assist AAO and/or UCBR staff with inventory and identification of additional metadata required for extended modeling and reporting purposes.

3. Assist AAO and/or UCBR staff in publishing accounting data to the internet.

4. Amend water accounting reports in Crystal Reports software.

5. Create water accounting reports in Excel to replace Crystal Reports.

5.0 Delivery

The contractor will provide Reclamation with electronic accounting reports as requested by the COR. Contractor will submit a brief report of activities performed with the monthly invoice.

6.0 Government-Furnished Property

This contract may include a government-furnished laptop so that the contractor can connect to the government database.

7.0 Security

The contractor must have a secure computer connection such that contractor can connect to government database. The contractor must have or be able to obtain a government issued PIV card.

8.0 Place of Performance

The effort will be accomplished at the contractor’s facility.

9.0 Period of Performance

The base year is one year, from October 1, 2021, to September 30, 2022. In addition, there will be four option years. Option year one will extend from October 1, 2022 to September 30, 2023;

option year two will extend from October 1, 2023 to September 30, 2024; option year three will extend from October 1, 2024 to September 30, 2025; option year four will extend from October 1, 2025 to September 30, 2026. Option years may be exercised at the discretion of the Government.
