About this file
This is a Technical Questions and Government Response Tracking Sheet for federal contract opportunity 140R6026Q0041 issued by the U.S. Department of the Interior, Office of Policy, Management and Budget, for mini-split heating and cooling systems in Loveland, Colorado.
The document addresses two contractor inquiries received and answered in April 2026. The first question, received April 7 and answered April 8, 2026, clarifies the scope of work regarding main power cabling. The Government confirmed that the SOW exclusion for "main power cabling" refers only to the building's main power feed to the outdoor compressor unit, which the Government will provide. The Mitsubishi Mini Split Line Set & Power Wire (Model B143812015F – 10703908) is specified as part of the interconnecting line set and wiring between the compressor and indoor air handler, and this interconnecting cabling is required to be supplied by the contractor. The second question, received and answered April 9, 2026, addresses quote submission requirements. The Government response confirms that offerors' quotes must clearly conform to solicitation requirements and include technical submissions demonstrating the ability to provide systems meeting or exceeding the salient characteristics described in the Statement of Work, with failure to provide sufficient technical detail potentially rendering quotes nonresponsive.

The statement of Work (Pg.1 and Pg.4) mentions, "Main power cabling to the system from the building is not included in the scope of this contract".
I'd like to confirm the product listed below is the same "main power cabling" that is not required.
“Equipment - Mitsubishi Mini Split Line Set &
Power Wire (Air Handler) Model No. B143812015F
– 10703908”
The SOW exclusion refers only to the building’s main power feed to the outdoor compressor, which the Government will provide.
The item referenced—the Mitsubishi Mini
Split Line Set & Power Wire (Model
B143812015F – 10703908)—is part of the interconnecting line set and wiring between the compressor and the indoor air handler.
This interconnecting cabling is required and must be supplied by the contractor.
2. 04/09/2026 04/09/2026 Should our quote clearly identify how the systems meet the requirements of the SOW?
Yes. The offerors’ quotes must conform to the requirements of the solicitation. See
Instructions to Offerors and the
Evaluations provisions. Technical submissions shall demonstrate the offeror’s ability to provide systems meeting or exceeding the salient characteristics described in the Statement of Work. Failure to provide sufficient technical detail may render the quote nonresponsive. Please refer to the solicitation and SOW for additional details.
