About this file
This document is a Questions and Answers (Q&A) file for the WY Alcova Air Cooler Refurbish project located in Alcova, Wyoming. The project involves a supply contract for air cooler refurbishment with specific technical requirements for the coolers, including bi-metal tubes with a 90/10 copper-nickel inner tube and an extruded aluminum outer tube with integral fins. Key requirements include creating CAD drawings of the coolers, performing a static pressure test during transport, and delivering the coolers using an overhead crane or forklift. The estimated insurance value for each cooler is $50,000, and security requirements include providing two weeks' notice and a vehicle description with a point of contact. No installation is involved in this contract, and the project will require detailed electronic CAD schematics showing dimensions, components, and any modifications to the coolers.

PROJECT TITLE: WY Alcova Air Cooler Refurbish, Alcova, Wyoming
Questions and Answers
Q: What is the value of the air cooler for insurance coverage for pick-up and delivery?
A: Estimate $50,000.00 for the replacement of each cooler.
Q: Is there any security requirements for pick-up and delivery?
A: Provide 2 weeks' notice and a description of the vehicle with a POC that will be in the vehicle. There are no other requirements to be on-site.
Q. Verify that this performance of work does not include installation?
A: Correct - This is a supply contract that requires no removal or installation.
Q. Could more details of Tube Support Plate Grommets be had? Could you provide a close-up picture of this?
A: Pictures attached below. This appears just to be a port in which multiple fins are supported about 1” in length.
Q. Fin attachment to tube process or style is not noted. Is there a requirement for this? Or a really close-up picture.
A: Finned Tubes:
1. Consisting of bi-metal tubes with the following properties:
a. Inner tube: 90/10 copper-nickel alloy in accordance with ASTM B111.
b. Outer tube:
1) Aluminum from which the integral fins are extruded and continuously mechanically bonded to the inner tube.
2) Aluminum purity of not less than 99.5 percent.
2. With extruded aluminum fins, allow a 3/8-inch gap at each end to prevent aluminum fins from contacting the copper alloy tube sheets.
Q. Fin material is not specified. Is there a requirement for this?
A: See previous answer. Aluminum purity of not less than 99.5 percent.
Q. 10 of the noted “50” tubes look to be of a different size or configuration. Can this be verified.
A: Tubes are "belled" at one end to allow for the removal of individual tubes for replacement. The opposite end would show 40 small (1") openings with 10 larger openings (Approximately 1.75" OD)
Q. Specs. and references to measuring tape in pictures denote possible “Belling” of tube ends larger than 1” OD. It seems that the opening is larger than 1”
A: Correct. Tubes are belled to allow the removal of finned tubes individually— approximately 1.75" OD.
Q. How will air cooler be loaded from facility?
A: Overhead Crane or forklift.
Q. Is there a loading dock available?
A: Not at this facility.
Q. Will testing be performed at the plant to replicate the operational environment needed to test as requested?
A: The only testing required at the plant is a static pressure test only to verify no damage occurred during transport as described in the solicitation and work statement.
Q. Will CAD drawings be required if no modifications need to be made for the refurbishment?
A: Yes. There are currently no existing drawings for these coolers.
Q. Could you please expound on drawing needs?
A: This includes electronic copies of a complete CAD-generated schematic showing all necessary dimensions, components, and modifications to coolers. Drawings include dimensioned individual components as well as dimensioned assembled views of the coolers.
