About this file

This document is an Amendment (0001) to a Request for Quote (RFQ) for a Downstream Hoist Replacement project by the Bureau of Reclamation's Wyoming Area Office. The solicitation seeks two new electric trolley hoists: one 3-ton and one 4-ton, to be installed outdoors near a freshwater environment. The hoists will be electrically powered using 480VAC/3ph power, must conform to ASME B30.16 standards, and have specific technical requirements including NEMA 4 electronics housings, wire rope and chain specifications, and motorized lifting mechanisms.

The RFQ is set aside for total small business participation, with a NAICS code of 333923 (Overhead Traveling Crane, Hoist, and Monorail System Manufacturing) and a size standard of 1,250 employees. The contract will be firm-fixed price, with evaluation based on a tradeoff analysis considering technical plan, past performance, and price. Specification sheets are mandatory, and pricing for all line items must be quoted. Delivery is anticipated by August 25, 2025, to the Wyoming Area Office Warehouse in Mills, WY. All questions and quotations must be submitted via email to the contract specialist.

Amendment Details

1. Revise Required Specifications.

2. Update Clauses and Provisions

3. For informational purposes only provide Government’s response to industry questions.

For Informational Purposes Only:

1. Question:

"Is the plan to reuse the existing power cables that feed power to the hoists on the monorail?"

Government’s Response:

Yes, we will be utilizing the old power cables.

2. Question:

"If you are looking to replace the cabling, can you tell me what the length of each monorail is and the radius of each curve if applicable."

Government’s Response:

We do not anticipate having to replace the current cabling.

3. Question:

"Do you need a wire rope hoist are a chain hoist?"

Government’s Response:

The existing draft tube hoist is a wire rope and needs to stay that way. The outlet works hoist is chain.

4. Question:

"There seems to be a concern about the marine environment. Should the chain or wire rope be stainless steel?"

Government’s Response:

The emphasis lies in them being outdoor hoists. For wire rope, the minimum standard for the material type is galvanized. For chain, the minimum material standard is high strength alloy steel and grade 120.

Bureau of Reclamation GL Downstream Hoist Replacement 140R6025Q0053_0001

5. Question:

"Are these motorized hoists?"

Government’s Response:

Both hoists are motorized for the hoist/lower function, but manual chain drive for the trolley function.

6. Question:

“Please clarify whether the trolley drive is “hand chain or an electric motor driven.”

Government’s Response:

The lifting mechanism shall be motorized; the travel may be either hand-operated or motorized.

(a) As used in this clause-

After-imposed Federal tax means any new or increased Federal excise tax or duty, or tax that was exempted or excluded on the contract date but whose exemption was later revoked or reduced during the contract period, on the transactions or property covered by this contract that the Contractor is required to pay or bear as the result of legislative, judicial, or administrative action taking effect after the contract date.

(e) The contract price shall be decreased by the amount of any Federal excise tax or duty, except social security or other employment taxes, that the Contractor is required to pay or bear, or does not obtain a refund of, through the Contractor’s fault, negligence, or failure to follow instructions of the Contracting Officer.
