The solicitation is expected to be posted on SAM.gov around 17 June 2025, with an anticipated delivery date on or before August 1, 2025. The delivery location is the Bureau of Reclamation Wyoming Area Office Warehouse in Mills, WY. DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.
1. Agency and Contracting Activity. U.S. Department of the Interior, Bureau of Reclamation.
2. Name and Address of Single Source.
SEL 2600D, Part Number: 2600D00X SEL 787 Transformer Protection Relay Part Number: 07872EE1A1A0X7985A210
3. Description of Supplies/Services and Estimated Cost. Bureau of Reclamation, Wyoming Area
Office (WYAO) is seeking proposals from contractors to supply the replacement of the SEL 2600 AC devices that are currently at the power plants with SEL 2600 DC devices.
SEL 2600D, Part Number: 2600D00X (Quantity 22) SEL 787 Transformer Protection Relay Part Number: 07872EE1A1A0X7985A210 (Quantity 4)
4. Description of Circumstances, including why only one source is reasonably available.
We require the SEL Relays listed above because they communicate with the other SEL devices that we have installed at our power plants.
5. Determination of Fair and Reasonable Price. Determination will be made using comparison of proposed costs/prices and technical evaluation. FAR 13.106-3(a)(2)(i) to ((vii). Multiple vendors can supply. Market research suggests competition among multiple vendors can be expected.
