ECAO HVAC System Maintenance
Bureau of Reclamation – Missouri Basin Region
Solicitation: 140R6024Q0038
Amendment: 0002
Attachment D -
Question and Answers
The purpose of this amendment is to provide responses to questions posed by interested parties regarding this solicitation.
Q1) What was the frequency of visits of the previous contractor?
A1) It is the responsibility of the quoter/offeror to develop and submit a written Preventative
Management (PM) plan based on assessment. This plan shall comply with manufacturer recommendations and include a detailed list of tasks to be performed and associated frequencies. Typically, quarterly maintenance visits made to change filters and check for breakages and correct operation. Part of the intent of the spec is to revisit what is needed from manufacturer and industry standard practice recommendations.
Q2) Does the contractor have to constantly adjust air flow parameters? (According to each season or does airflow stays constant throughout the year?)
A2) It is not adjusted very often, but sometimes in response or complaints or obvious imbalance issues.
Q3) Are there water connections for hoses near the A/C Coils and the package units in each building?
(For coil and unit cleaning purposes)
A3) Only those visible on the side of the building exist at the 910 North Van Buren site. Previous contractors used their own pressure washers.
Q4) Is it possible to get copies of the following Drawings: 245-D-10061, 245-D-10066, 245-D-10062?
A4) Interested parties may obtain a copy of these drawings by contacting the Contract Specialist, as necessary.
Q5) The majority of the filters do not list a thickness except for a hand full of 2" and 4" filters. Is it safe to say that if the thickness is not listed, you need a 1" thick filter?
A5) We will have to rely on manufacturer recommendation or industry practice. Since COVID filters have been switched to those that follow ASHRA standards for recommended practice during the pandemic. We plan to continue this.
Q6) On the North wing order, it says something about the filter being "Handcut from .45 - 4MBTST" Can you clarify what you mean by "handcut"?
A6) It must be a “custom size”.
Q7) On the Central Area list, it just lists 44"x10", is that a filter as well?
A7) Yes, but this is an old system, some stuff will have to be measured prior to ordering.
Q8) What is the size of the drive belt for the basement Main Air Handler?
A8) This will have to be measured by the contractor. Prior contractor installed a smaller sheeve than the unit came with to reduce air flow.
