Canyon Ferry Hazardous Tree/Limb Removal

Clarifications and Questions and Answers

Clarifications:

On West Shore Drive, all 77 trees need cut, bucked up into 20” or less logs and stacked and left on the side of the road for residents to take where the stack will not interfere with traffic. Trees cannot be felled and left in place on BLM (Bureau of Land Management) or private property. BOR (Bureau of Reclamation) does not want to increase fuel load along this road. All small limbs and debris must be hauled off by the contractor.

On the West Shore Drive Tree Inventory, Page 18 of Appendix A, there was a discrepancy on Tree #29. It was accidently marked as Trim when it should have been marked CUT.

A site visit is allowed at your leisure. All areas are open to the public.

Questions and Answers:

1) Does every tree that gets cut on west shore have to get bucked up and slash removed?

Yes, all 77 trees listed on West Shore Drive, need cut and bucked up into 20” or less logs and stacked and left on the side of the road for residents to take.

2) Can the contractor drop them away from the road instead of on or near the road, as per the wording in the PWS, and not have to limb or buck?

NO, all 77 trees listed on West Shore Drive, need cut and bucked up into 20” or

3) On West Shore Drive, can "dropped" trees be hauled into the "green" away from the road and be left or do they have to be bucked up?

4) Do traffic cones/barricades/caution tape or things of that nature need put up at the campgrounds?

Yes, they will need to restrict people from entering their work area. We are having them to do the work outside of the recreation season so there won't be many people around, but they will have to warn people out of their work areas.

5) Do the bucked-up logs on West Shore Drive need picked up the contractor or will BOR handle that?

Bucked up logs on West Shore Drive will be stacked and left on the side of the road for residents to take.

6) Will the tree material be picked up by BOR immediately?

In other areas (not West Shore Drive) BOR will be cleaning up after the contractor.

7) What do we do about trees that may be home to nesting birds or animals?

If trees are found with nests, contact COR for a determination.

8) Does an ISA certified arborist need to be present when tree pruning, and removal is done?

No, a certified arborist is not required. The contractor needs to use their judgement to cut dead and hazardous limbs.

9) Is ANSI Z133 the safety requirements that are required to be followed?

For safety requirements, please refer to the PWS, Section 6.01, Reclamation Safety and Health Standards

10) On Appendix A, West Shore Drive, the inventory list shows Tree 29 should be trimmed, but the actual picture of Tree 29 shows cut. Could you clarify whether it is trim or cut?

Tree 29 should be cut.

11) Is there any type of stream management that needs put into place due to sawdust, etc.?

No

12) Across the street from West Shore Drive Tree 7, there is a dead tree that has old orange paint on it but is not on the list.

If the tree across from tree 7 is not on the list or pictured, then leave it.

13) Will we be able to broadcast the wood chips along the roadside during this work along west shore drive?

15) Confirming that West Shore Drive is the ONLY area that needs to be cleaned

up. All other areas only require tree removal and trimming with no clean up?

All small limbs and debris must be hauled off by the contractor.

In all other areas (not West Shore Drive) BOR will be cleaning up after the contractor.

16) For tree trimming, the contract says to "remove identified hazardous limbs".

Our arborist said that removing dead wood limbs larger than 1.5" in diameter as well as weight reducing the tree, would be sufficient. But we wanted to clarify that this would be satisfactory? Or would more/less be expected?

A certified arborist is not required. The contractor needs to use their judgement to cut dead and hazardous limbs.

17) Can we drive on the shore to access any trees at the site, or do we need to stay on designated roadways? It would be the Jo Bonner and Court Sheriff camp areas. Both campgrounds have several areas that are BEYOND the pavement.

Yes, the contractor can leave the payment to access trees.

18) Would there be a problem with that if the work was completed earlier in the project timeframe?

No, the period of performance is from the time the contract is awarded to April 30, 2024, work then stops from May 1, 2024, to September 30, 2024, during recreation season, and can begin again and proceed until April 30, 2025. Work hours are from 7:00 am to 7:00 pm.

If all work is completed and performed in accordance with the standards as defined in Section 4.0 of this Performance Work Statement (PWS).

19) What is the traffic control specifications for the West shore drive tree removal project. We have contacted the county regarding this, and they advised us it was a BOR road and that should be designated in the RFP.

Appendix B of the solicitation includes the RSHS section covering traffic control plans, and it references the specific regulations that need to be followed.

Manual on Uniform Traffic Control Devices (MUTCD) for Streets and Highways, 2009 Edition, December 2009 (including Revision 1 dated May 2012 and Revision 2 dated May 2012), (“MUTCD”) IBR approved for §§1926.200(g) and 1926.201(a).

BOR will contact the homeowner a ask them to remove the sign and dish prior to the contractor beginning work on West Shore Drive.

23) There are tight corners on West Shore Drive, especially between trees 40-44 where there might not be room on the side of the road to stack the bucked logs. Where do we stack them in that situation.

Contact COR for a determination.

24) If we run into a situation with rot and believe the tree should be cut instead of trimmed, what do we do?
