STATEMENT OF WORK

REVISED February 9, 2021

Canyon Ferry Units 1-3 A-Box ACM Abatement

1.0 Introduction

Work is located at the Canyon Ferry Dam and Powerplant approximately 17 miles east of Helena, Montana.

Over the next 5 years, Canyon Ferry Dam and Powerplant will undergo an extensive rehabilitation including the rewind of the generating units. These components were installed in the early 1950’s and were constructed using asbestos containing materials (ACM), coatings containing heavy metals, and materials containing heavy metals.

It is the intent of this work to fully abate asbestos containing material based on the powerplant rehabilitation project schedule. Due to time constraints, it will be necessary to schedule ACM abatement work into specific calendar timeframes to ensure the abatement work does not interfere with other critical-path project milestones. The period of performance for this work is anticipated to be March 29th, 2021 to January 21st, 2022. See the anticipated unit outage schedules listed in Section 8.0.

The work to be performed under this solicitation/contract includes asbestos jacketed conductor removal, asbestos contaminated enclosure cleaning and asbestos

9.0 Safety and Health

The Contractor shall comply with all federal, state and local laws and standards as well as the Bureau of Reclamation manual Reclamation Safety and Health Standards (RSHS). The Contractor should plan to download or view the electronic version of the RSHS manual at no charge from the Bureau of Reclamation web site at:

https://www.usbr.gov/ssle/safety/RSHS/rshs.html

The Contractor is required to furnish four safety documents to the Government per the RSN table in Section 7.0. The required safety documents are an asbestos hazard abatement plan, written lead program, a written safety plan (site specific) and a job hazard analysis. These documents will be approved by the Government, prior to the start of onsite work.

This project work will involve the abatement of ACM’s. RSHS Section 7.17 outlines what is required when ACM’s are present. Compliance with RSHS Section 8 and 21 as well as 29 CFR 1926 is required. When there is risk of exposure to asbestos in the workplace, the regulator provisions of 29 CFR 1926.1101, or more stringent State of Montana standards apply. The contractor is required to develop and submit a written comprehensive site-specific Safety Plan which includes all requirements of 29 CFR https://www.usbr.gov/ssle/safety/RSHS/rshs.html

1926 and a hazard communication plan. The contractor is also required to submit an Asbestos Hazard Abatement Plan to include all work tasks for asbestos abatement.

The Plan shall be prepared by an accredited Asbestos project designer, dated and signed by the Contractor’s CIH, Competent Person, and Project Supervisor. The Plan shall be in accordance with 40 CFR 763, Subpart G as well as: Montana Department of Environmental Quality Occupational Health, Chapter 74, Sub-Chapter 3, Rule

17.74.335 Abatement Project Design. See Section 8.0 Existing Conditions for what is anticipated with this project. All handling, removal, and disposal of ACM shall be conducted in accordance with Federal, State and local Regulations. The Contractor will be considered the co-generator of any hazardous waste, in accordance with 40

CFR 260.10.

While no significant disturbance of lead coatings is anticipated in the execution of the contract, if/when work is conducted on surfaces containing lead coatings, a lead compliance program must be developed. RSHS Section 7.18 and OSHA standard 29 CFR 1926.62 outline what is required when lead is present. The employer must ensure that no employee is exposed to lead at concentrations in excess of the Permissible Exposure Limit (PEL).

The contractor will be required to comply with the facility Hazardous Energy Control Program (HECP) procedures and coordinate activities with Reclamation staff. As part of the HECP procedure the contractor will need to be trained on the site-specific program. Anticipate approximately 4 hours for this training to occur.

Any contractor employee or subcontractor performing work under with the control limits of the clearance will be required to obtain the training. The contractor shall make available all employees and subcontractor employees for the training to occur once. New employees to site will be required to obtain training.

RSHS Appendix A and Appendix B provide excellent descriptions of how to write a safety plan and how to write a job hazard analysis and as such should be the basis for developing the required site-specific safety plan and will be the basis for approval.
