About this file

This is a Performance Work Statement (PWS) for the Navajo Dam Bypass Line Repair project, issued by the U.S. Bureau of Reclamation. The work involves removing and replacing failing domestic water supply piping and components at Navajo Dam, located at 1281 Hwy 511 Navajo Dam, NM 87419. The contractor must replace approximately 1,000 feet downstream of the water line connection: a 3-inch diameter galvanized steel pipe section with two valves and a strainer that connects the domestic water line to a 6-inch diameter penstock gate bypass line, and a leaking transition connection between galvanized steel and polyvinyl chloride (PVC) piping in a buried vault. The scope includes disconnecting and flanging off an unused alternate supply line. The period of performance runs from October 1, 2026 through November 30, 2026, with work occurring Monday through Friday, 7:30 a.m. to 3:30 p.m. at the site, which requires a Reclamation escort as it is located within a fenced and locked area.

All replacement components must be galvanized steel with flanged or threaded connections rated for minimum 170 psi pressure and comply with specified ASTM standards. Required components include 3-inch Class 125 flanged and threaded gate valves, a 3-inch Class 125 Y-strainer with associated ball valve, 3-inch pipe and 90-degree elbow, 3-inch flanges and hardware, a 3-inch Class 150 pressure reducing valve (adjustable 60-120 psi outlet), and 4-inch PVC piping (AWWA C900, 150 psi pressure class). The contractor must provide all labor, materials, equipment, site restrooms, and a Safety Plan prior to work commencement. System installation must be completed within 96 hours of shutdown, followed by leak testing at full pressure for minimum two hours with zero leaks required; any repairs are the contractor's responsibility at no cost to the government. The Contractor Officer is Tyler Spencer (801-524-3653) and the Contracting Officer's Representative is Nathan Nakamoto (303-349-0591).

Navajo Dam Bypass Line Repair

Performance Work Statement (PWS)

1. INTRODUCTION & BACKGROUND

The domestic water supply line at Navajo Dam is exhibiting signs of failure and beginning to leak.

Several repairs to the line have been completed in recent history, however additional repair work is needed to keep it functional and reliable.

Approximately 1,000 feet downstream of the water line connection, there is a portion of 3-inch diameter galvanized steel pipe, two valves, and a strainer that connects the domestic water line to a 6-inch diameter penstock gate bypass water supply line. This section of piping and valves is old, exhibiting corrosion, and is believed to have wall thickness loss. It is a critical connection for the domestic water supply and needs to be replaced with new reliable components.

The domestic water supply line passes through a buried vault where it transitions from galvanized steel piping to polyvinylchloride (PVC) piping. The transition connection components are currently leaking.

The existing transition connection and associated vault piping need to be replaced with new reliable components. Including disconnecting and flanging off an existing unused supply line.

The piping is located within Navajo Dam at 1281 Hwy 511 Navajo Dam NM, 87419.

2. OBJECTIVE

The objective of this PWS is to remove and replace existing piping and components to repair the domestic water line.

Remove the following existing piping elements and replace new piping and components:

1) 3-inch pipe and associated valves that connect a 6-inch penstock gate bypass line to a domestic water line.

2) a leaking domestic water line connection between steel and plastic piping, and the associated steel piping and valve, which are in a vault near the penstock tunnel access structure.

Remove the following existing piping elements:

3) an unused alternate water supply line in the vault.

3. SCOPE & SERVICES TO BE PERFORMED

The scope of this effort includes all labor, materials, and equipment to be provided by the selected

Contractor to:

1) Replace the following system components, in-kind, at the bypass connection.

a. 3-inch Threaded Gate Valve

b. Y-Strainer (3-inch) and associated Gate Valve (1 ¼-inch)

c. 3-inch Pipe – approximately 3-feet

d. 3-inch 90-degree Elbow

e. 3-inch flanges and hardware

2) Replace the piping and components in the buried vault.

a. 3-inch Flanged Gate Valve

b. Piping – approximately 3-feet of steel and/or PVC piping as needed.

c. Transition Connection – a connection to transition between the steel piping and PVC piping.

d. 3-inch flanges and hardware

e. Disconnect Alternate Line – Disconnect and remove the alternate supply piping in the vault and close the alternate piping with a suitable flange.

3) Remove existing equipment, piping, valves, and components as needed to complete the work.

4. REQUIREMENTS

All components will be composed of galvanized steel with flanged or threaded connections able to withstand a minimum of 170 psi pressure. All required bolts and connectors will be supplied by the

Contractor. See Section 6, Material Requirements, for more information.

Component sizing will be confirmed by the Contractor following review of the site conditions and project needs with Reclamation staff prior to preparing submittals and/or shop drawings. Submittals will be required for approval by Reclamation for all system components listed in Section 3 and shall include, at a minimum, the Manufacturers’ names and product designations and specified product standards.

Removal and disposal of the existing bolts, equipment, and system components will be the responsibility of the Contractor. Determining where to disconnect and flange off the alternate line piping in the buried vault will be coordinated with Reclamation.

Adjust the pressure reducing valve to reduce the incoming pressure to a downstream pressure of 90 pounds-per-square-inch (psi).

Locate the 3-inch flanged gate valve, in the buried vault, within the new piping layout so that it has at least 12-inches of clearance from the upstream and downstream vault walls. Install supports, such as floor mount flange supports, to support the entire weight of the gate valve. The support, or supports, will transfer the valve weight load to the concrete floor of the vault with an anchored base plate.

Leak testing to industry standards including a minimum of two (2) hours of leak monitoring at full pressure will be required. The installation is required to have zero leaks. Any repairs or modifications to the new components found to be leaking will be the Contractor’s responsibility and at the Contractor’s cost. Following any repairs, a new test must be conducted and passed.

All work performed for this project shall be done in accordance with applicable federal, state, and local safety codes. The Contractor shall furnish a Safety Plan to Reclamation prior to work commencement and to employees assigned to task work. The Safety Plan, at a minimum, shall include requirements for use of protective clothing and a summary of safety and emergency procedures to be used in the event of an injury or other emergency. A good source of reference is Reclamation’s Safety and Health Standards.

5. SUPPORTING INFORMATION

d) System Testing: Following installation completion, gate valves on the penstock bypass pipe will be opened by Reclamation staff. The system will be tested for leaks at full pressure for a minimum of 2 hours. The installation is required to have zero leaks. Any repairs or modifications to the new components found to be leaking will be the Contractor’s responsibility and at the

Contractor’s cost. Following any repairs, a new test must be conducted and passed.

e) Site Restoration: Site cleanup to restore the work and staging areas to original or better condition will be the responsibility of the Contractor.
