About this file
This document is Amendment 1 to a Request for Quote (RFQ) for an ALP Forest Management Plan with clarifying questions and answers. The solicitation number is 140R4026Q0035, issued by the Bureau of Reclamation's Upper Colorado Region office in Salt Lake City, Utah. The amendment is effective March 20, 2026, with an estimated award date of May 19, 2026, subject to change. The period of performance runs from May 20, 2026, to December 31, 2026. The contract is a fixed-price award for development of a forest management plan.
The project encompasses approximately 5,675 acres, including the Lake Nighthorse reservoir (~1,500 acres), and requires coverage of all Animas La Plata (ALP) lands including the Ridges Basin Project Boundary, Red Horse Gulch, Maverick Gulch, Red Mesa, La Plata River North, Johnny Pond Arroyo, and La Plata River South. The plan must address multiple forest types including ponderosa pine forest, pinyon-juniper woodlands, mixed pine areas, mountain shrubland, and riparian areas. Contractors must conduct field inventory and site visits, provide a rough draft for 14-day government review, and deliver a final forest management plan. Invoicing may occur progressively after each site visit with actual costs documented, or as a final invoice upon project completion, but not more than once monthly. Past performance submissions must include one example project completed within the last five years with similar scope and complexity, plus identification of previous forestry and wildland fire experience. The government will contact provided references. Contractors have discretion on cruise intensity and data collection methodology, with higher-level analysis preferred over granular tree-age and growth-rate measurements. The plan should include a generalized summary section for broader internal Reclamation audiences unfamiliar with natural resource terminology. Wage determinations per the Department of Labor apply to service employees.

ALP Forest Management Plan Amendment 1
Clarifying Questions
Period of Performance: 05/20/2026 to
12/31/2026
Amendment 1- Clarifying Questions 140R4026Q0035 ALP Forest Management Plan
1. Is there an estimated date of award?
Answer 1- yes. Estimated award date is May 19th but that is subject to change.
2. With the single fixed-price award, will it be acceptable to submit invoices after site visits are completed? For example, the proposal could explain that each site visit will be invoiced as a percentage of the fixed price award, with the remaining percentage invoiced upon project completion and approval.
Answer 2- Yes. This is acceptable. Invoices may be submitted after each site visit, provided they clearly identify:
- The actual dates the work was performed, and
- The specific costs incurred for labor, equipment, supplies, etc. during the invoice dates. The amount invoiced cannot be a fixed percentage but must reflect actual costs.
The final invoice may then reflect the remaining portion of the fixed-price amount upon full project completion and Government approval. Please note that you cannot invoice more than once per month.
3. Are we to submit a list of forest management plans completed as past performance but only submit 1 full plan as an example of past work?
Answer 3- Past performance only requires you to provide information about your previous work, no more than that.
As per the solicitation:
Past Performance – One Electronic Copy- Provide 1 example of past projects with similar scope, size, complexity completed within the last 5 years. Please do not include more than 1 past project. All offerors will identify previous forest management planning, forestry, and wildland fire experience (does not count towards total page count)
i. For each project provide the following information:
1. Name and Location of Project
2. Description of work.
3. Actual dates and duration of each project
4. Name, telephone number, email address of at least one reference from the acquiring customer who may be contacted for further information.
5. Offerors are advised that the Government will contact references provided.
4. Is there any preference as to cruise intensity during field inventory? Will we be measuring tree age and growth rates by coring, providing timber production estimates, or just focusing on averages and pre- and post-conditions summaries? Do we need to record and submit all data gathered from field inventories, and if so, should we use a preferred data collection system?
Answer 4- No preference to cruise intensity during field inventory…Reclamation does not have forestry experts and is reliant on the Contractor to make this decision based on cost effectiveness and getting adequate on the ground data. A higher-level analysis is expected rather than specific tree age and growth rates.
5. When the rough draft of the forest management plan is submitted, what will reviewers base their feedback and recommendations on? And if the 14-day response limit is exceeded, what approach should the contractor take?
Answer 5-Reviewers will base feedback on local knowledge of the area, grammar, content appropriateness to objectives and goals from the performance work statement. The contractor/COR should be in contact during the 14-day review period to see if an overrun may be possible and next steps for finalizing if so.
6. The RFQ makes it clear that the focus of the plan should be the area surrounding Lake Nighthorse. Could you please provide a little more direction on the approach to take to the other mitigation lands? When we make site visits on these lands, are we just gathering data on current conditions and characterizing them? Or are we gathering data in order to make prescriptive statements for wildfire mitigation and wildlife habitat improvements?
Answer 6- A summary of current conditions and characteristics of the pinon-juniper forests is expected; however, no major forest improvements are planned for these areas. If the contractor thinks that treatments like fuel breaks, PJ thinning/removal, etc. are necessary or beneficial they should highlight and expand on those potential treatments.
7. Is there any audience beyond the Bureau of Reclamation that this plan should be written for? Will any parts of the plan be shared with the public, and if so should there be an easy to understand section?
Answer 7- This plan is not intended to be a public facing document but please realize that the majority of Reclamation staff are not versed in natural resources or forestry so a generalized summary section may be nice for a broader audience.
8. What is the acreage of the area we are looking at around Nighthorse Lake?
Answer 8- Approximately 5,675 acres which includes the reservoir (~1,500 acres)
9. Does the Bureau have an expected sampling intensity for the inventory, and has it identified a level of sampling error for the inventory accuracy?
Answer 9- No
10.Are there known FIA (USFS- Forest Inventory and Analysis) plots on any of these BOR lands?
Answer 10- There is at least one FIA plot on the mitigation lands. Unsure of location. Unsure if there are any additional plots on ALP lands.
11. La Plata County GIS indicates the SE portion of the Red Mesa Unit may be held in Trust for the Southern Ute Indian Tribe via Indian Affairs. Can you confirm ownership of this parcel and its inclusion in the project? If mitigation lands are collaborative with the SUIT, are crossing permits required, or is the awardee covered by an agreement between the Tribe and the BOR?
Answer 11- None of Reclamation’s mitigation lands near the La Plata River are held in trust for a tribe. They are held fee title by the U.S.
(USBR). Two mitigation lands parcels are bounded by Southern Ute land and USBR holds a SUIT crossing permit to access these. USBR can escort contractors out to those sites if needed.
12. Is there a page limit beyond the technical approach limit of 5 pages?
Answer 12- There is no page limit on documentation beyond the 5-page limit of the technical approach, but Contractors should not include documentation that has not been requested in the solicitation.
Documentation that has not been requested in the solicitation will not be considered.
13. Do you only want one project example? Can we include more?
Answer 13-Only include 1 project example.
14. The 04_PerfWorkStatement document shows multiple project area locations in Map 1 and 2. The Map 2 Mitigation Areas total 5,919 acres. How many acres is the Ridges Basin Project Boundary in Map 1?
Answer 14- Approximately 5,675 acres which includes the reservoir (~1,500 acres)
15.Will the forest management plan to be written for this project include all of the following lands referenced in Map 1 & 2: Ridges Basin Project Boundary, Red Horse Gulch, Maverick Gulch, Red Mesa, La Plata River North, Johnny Pond Arroyo, and La Plata River South?
Answer 15- Yes, the plan should cover all ALP lands.
16.Are there any GIS files (shapefiles, GDB files, layer files, gpx, kmz, etc) that you can share that would at a minimum include the property boundaries the forest management plan will be written for?
Answer 16- See attached for rough google earth ALP boundaries file.
17.How many different Forest Types are within the project boundary?
Answer 17- That can be found generally in available land cover databases and vegetation mapping products. In general, there are areas of ponderosa pine forest, pinyon-juniper woodlands, mixed pine and pinyon-juniper, mountain shrubland (oakbrush, mountain mahogany, etc.), and riparian areas with cottonwood.
18.Have previous active forest management projects been completed within the project boundary in the last 20 years? What were those projects?
Answer 18- fuels treatment project was completed by the Colorado Parks and Wildlife - see attached Colorado Parks and Wildlife Request for proposal for work completed under that project.
19.Was the project that Colorado Parks & Wildlife previously completed (a mechanical fuels treatment north of County Road 210 and Lake Nighthorse in the BODO State Wildlife Area) outside of the project boundary for this forest management plan project?
Answer 19- It was partially within the boundary of this forest management plan project north of CR 210.
20.What is the purpose of the Attachment 3 Wage Determinations document, and how does it apply to this project?
Answer 20- The purpose of providing a federal wage determination in a solicitation is to ensure that the minimum monetary wages and fringe benefits are set for service employees engaged in the performance of the contract. This is crucial for maintaining fair labor practices and preventing wage discrimination. The wage determination is a set of wages, fringe benefits, and work rules that the U.S. Department of Labor has ruled to be prevailing for a given labor category in a given locality. It is essential for the contracting agency to obtain a wage determination before any contract is awarded to ensure compliance with labor standards and to protect the rights of service employees.
