About this file
This is an Amendment to a Documented Quote/Request for Proposal for mechanical habitat improvement services on Colorado Parks and Wildlife (CPW) land. The project involves mow/mulch and thin vegetation across approximately 750 acres on Bodo State Wildlife Area, located approximately 3 miles southwest of Durango, Colorado in La Plata County. The contract is funded through a GOCO Habitat Improvement Grant FY 20-21 with a budgeted amount of $245,000.00 on a lump sum basis.
The contractor must provide all labor, supplies, and equipment to perform the mechanical treatment, which predominantly targets Gambel oak, mixed brush species, ponderosa pine, pinion pine, and juniper vegetation. A critical requirement is that contractors maintain a minimum of three rubber-tired mechanical mulchers equipped with vertical shaft (hydro-axe style) cutting heads, each with a minimum of 200 horsepower, capable of working on slopes up to 30 percent and masticating trees up to 16 inches in diameter at breast height (DBH). Contractors must be experienced in GPS-guided delineation and capable of treating 8-12 acres of thick brush and mature/dead trees per day. The project is scheduled to begin after November 15, 2020, and must be completed and fully invoiced by June 30, 2021. Detailed treatment standards specify stump height limitations, mulch size requirements (75 percent less than one inch diameter), soil disturbance minimization, equipment sanitation protocols, and environmental protections including spark arresters, fire extinguishers, and hazardous material management. Contractors must submit bids for the 750-acre treatment area with separate line items for mobilization costs. The contact person is Trevor Balzer at Colorado Parks and Wildlife North West Region Service Center.

Introduction:
The purpose of the Bodo Mechanical Contract is to, improve the growing conditions of the remaining vegetation, improve wildlife habitat and reduce hazardous fuels on Colorado Parks and Wildlife (CPW) Land.
The project action is to mow/mulch and thin vegetation predominantly consisting of Gambel oak and other mixed brush species, ponderosa pine, pinion pine, and juniper.
Thinning of ponderosa pine trees would generally be limited to young trees that do not show signs of pre-settlement structure (yellow bark) would be completed through the use of mechanized equipment. Larger trees will need to be removed in order to create the desired forest structure, however, no pre-settlement yellow bark ponderosa pine trees will be cut or removed during this project unless they pose as a safety hazard. No snags would be cut unless they pose a safety hazard. Desired basal area within the project area will range from 60 to 120 sq. ft per acre. A mosaic of mature oak would be retained within the project area to benefit wildlife and create diversity within the vegetation.
The overall thinning prescription is to thin from below, and remove suppressed trees and ladder fuels under mature trees. Recommendations organized by species are as follows:
• Ponderosa Pine o Lower the average Basal Area (BA) to 60-120sq. ft per acre throughout the stand, while maintaining a clumpy structure o Focus on removing suppressed trees and ladder fuels within tree clumps o Do not remove any presettlement (yellow, platey bark trees), leave the largest and best formed trees o Leave a diversity of age classes represented o Maintain all ponderosa pine snags greater than 10 inches
• Douglas-fir o Remove all Douglas-fir trees acting as ladder fuels
• Gamble oak o Manage to retain a diversity of Gambel oak age classes, roughly one-third mature oak, one-third medium sized oak, and one-third small oak.
o Avoid treatment of Gambel oak >6” DRC where possible. Leave a mosaic of clumps ½ to 5 acres in size.
• Juniper o Thin to isolate juniper, creating 20-foot spacing between tree crowns o Remove all juniper that are within 20 feet of overstory ponderosa or Douglas-fir or that serve as ladder fuels o Retain a diversity of age classes by leaving single, isolated, open-growing juniper
Term:
The project will not begin until all CPW contracting agreements have been signed and executed. The project will start after November 15, 2020 and will continue until the project is complete on or before May 15, 2021. The project is to be completed and fully invoiced by June 30, 2020 with no exceptions.
Location:
Treatments will occur within the boundary of Bodo State Wildlife Area and adjacent Bureau of Reclamation lands located in La Plata County approximately 3 miles southwest of the town of Durango, CO.
Legal Description Township 35 North, Range 9 West, Section 31.
Township 35 North, Range 10 West, Sections 25, 26, 35, and 36.
Access can be extremely difficult with varying summer/fall weather conditions on the unmaintained two-track roads. Employees of contractor will not be allowed to camp or stay overnight on CPW controlled lands. The contractor shall be responsible for posting signs warning the public of the work in the area.
Contract Payment:
Contractor will be paid by in lump sum upon satisfactory completion of the project.
Treatment and Treatment Standards:
All mechanical treatments areas have been selected, mapped, and flagged by CPW staff.
Work will be conducted following the below specifications:
Specifications: Mowing/Shredding of Slash, Gambel Oak, and mixed Conifer Trees
1. Cut and remove, or shred, juniper trees that are at least 3 ft tall and less than 16” dbh that are positioned as ladder fuels beneath or adjacent to the canopy of overstory trees.
2. Maximum stump height from trees removed that are 8.0 inches DBH and greater:
-80% must be 6 inches or less (ponderosa pine and pinion pine/juniper) above the ground on the uphill side unless an obstacle such as a log or rock blocks access to the stump in which case the stump shall be no more than 6 inches above the obstacle.
-No stumps from removed trees will be greater than 18" above ground surface on the uphill side or 12" above obstacles.
All trees must be cut below the lowest live limb or all live limbs must be cut from the stump.
3. All mowed vegetation shall be shredded such that 75 percent of the mulch material is less than one inch in diameter and 12 inches long. 75 percent of the mulch and slash resulting from the mowing and shredding must be distributed on the ground surface at a depth less than six inches.
No more than 25 percent of the mulch material is greater than six inch in diameter and 8 feet long. A small portion of the slash resulting from the mowing and shredding (not more than 10 percent) may be greater than 6 inches in diameter, but no more than 24 inches above the ground. No shredded material shall exceed eight inches in diameter and 8 feet long.
4. If the soils are saturated such that ruts 4 inches or deeper and 10 feet long are created by equipment, the Contractor shall cease operations in that area. In the event that larger ruts are created, they will be rehabilitated by filling them in, providing drainage, and seeding as necessary at the contractors expense. Seed mix will consist solely of western wheat grass at 3.0 pls per acre. If conditions persist, the CPW representative may suspend work until the soils dry out. The contractor must closely monitor surface conditions and shut down operations prior to causing resource or road damage. If the Contract is suspended due to soil conditions, the CPW is not responsible for additional mobilization costs.
5. The Contractor must avoid damaging protected trees including: (1) snags over 16 inches DBH and 10 ft. tall, (2) live standing trees designated as “leave” trees.
6. The Contractor shall minimize soil disturbance and exposure of mineral soil to less than 10% of the treatment area.
7. Equipment shall not be operated in stream courses or riparian areas except at crossings designated by the CPW Representative. Contractor should cross perpendicular to direction of flow.
8. The Contractor shall insure all equipment moved onto CPW Land is free of soil, seeds and vegetative matter or other debris that could contain or hold seeds. The Contractor shall employ whatever cleaning methods are necessary to insure compliance, and shall notify the CPW representative prior to moving each piece of equipment onto CPW land. Notification will include identifying the location of the equipment’s most recent operations.
9. Mow and shred only on slopes less than 30 percent.
Description of Stand Treatments:
Pronderosa pine is the most common canopy species and occupies much of the adjacent forest lands. It is in a healthy state and shows no visible sign of the Mountain Pine beetle which attacked other areas nearby after the peak of the drought in 2002. The stand averages %50 over desired stocking rate, with the current basal area of 130-150 sq. ft. per acre. The presence of tall brush and Utah juniper under or adjacent to Ponderosa pine puts the pine at considerable risk of mortality in the event of a wildfire Recommendations organized by species are as follows:
• Ponderosa Pine o Lower the average Basal Area (BA) to 60-120 sq. ft per acre throughout the stand, while maintaining a clumpy structure o Focus on removing suppressed trees and ladder fuels within tree clumps o Do not remove any presettlement (yellow, platey bark trees), leave the largest and best formed o Leave a diversity of age classes represented o Maintain all ponderosa pine snags greater than 10 inches
• Douglas-fir o Remove those acting as ladder fuels
FIRE EXTINGUISHER AND TOOLS ON EQUIPMENT:
While in use, each internal combustion engine including tractors, trucks, dozers, hydro-axes, welders, generators, stationary engines, or comparable powered equipment shall be provided with at least the following:
1. One fire extinguisher. Extinguisher shall be mounted so as to be readily available for use (not locked in a tool box or chained to a seat).
2. One shovel, sharp, size O or larger, round-pointed with an overall length of At least 48 inches.
3. One axe or one pulaski, sharp.
FUELING:
Any on site fuel or oil release of one gallon or more is the contractor’s responsibility. Containment, immediate reporting, documentation and cleanup is required, and shall be at the direction of the Project Contact in accordance with State and Federal law and policy. The contractor may be subject to all or part of the cost for cleanup.
HAZARDOUS MATERIALS:
1. Use of Hazardous Materials and/or petroleum products requires that all appropriate State and Federal Regulations be complied with including, but not limited to, Material Safety Data Sheets (MSDS) on hand and use of necessary Personal Protective Equipment (PPE).
2. On-site disposal of Hazardous Materials or Waste including hydrocarbons is not authorized. On-site disposal will subject the contractor to at least the cost of reclamation and the appropriate disposal of contaminated soil.
3. Incidental leaks from fittings, gaskets or ruptured hoses will not subject the contractor to remedial requirements. They will be considered to be normal and unavoidable losses. Continual leaks will be noted on inspection reports and correction through maintenance required.
4. Maintenance and repair operations that require the draining of engines or hydraulic systems may be conducted on site only if the fluids are captured, containerized, and removed from the project area for proper disposal.
PROTECTION:
The contractor is required to protect cadastral survey markers (brass caps), bench marks, project markers, and other markers and stakes from damage or removal. In case of destruction or removal by the contractor, they will be replaced by the government and the actual cost of replacement may be the responsibility of the contractor.
SPARK ARRESTERS:
It is prohibited to operate or use any internal or external combustion engine, on any timber, brush, or grass covered land, including trails traversing such land, without a spark arrester maintained in effective working order and meeting guidelines set forth in National Wildfire Coordinating Group Publication NFES 1363 and 2363.
