Clarifying Questions
Question 1: Section 4 states that the proposal shall be “no more than 5 pages.” Could you please confirm whether this page limit applies strictly to the Technical Proposal section (item f), or to the entire proposal package — including the cover sheet, past performance, and pricing sections?
Answer 1: The technical proposal shouldn’t be more than 5 pages.
Question 2: Does the government have an estimated award date or anticipated contract start date?
Answer 2: The period of performance is:
Base- 5/15/2025-5/14/2026 Option Period 1- 5/15/2026-5/14/2027 Option Period 2- 5/15/2027-5/14/2028 6-Month Extension of Service- 5/15/2028-11/14/2028
Question 3: Is there a current or previous incumbent for this work? If so, could you share who it was and what the awarded contract value was?
Answer 3: The previous incumbent was Devine Professional Consulting Group. This contract was issued for as-needed security guard work. The contract rate was for up to 500 hours of as-needed hours and up to 100 hours of emergency (defined as requested with less than 24 hours’ notice). The total three-year contract value was $60,718.46.
Question 4: Regarding the hours listed — is there any room for more stability in the weekly or shift schedule? Also, do you have any info on how many hours were typically worked per week or per shift under the previous contract?
Answer 4: The customer will try to have as much stability as possible to improve the contractor’s ability to hire staff, however the work is inherently variable. The previous contract did not have any base hours, so it was possible to go several weeks without a guard, then needing a guard for 20-30 hours for a week.
The customer is open to discussion with the awardee to identify a schedule that would meet the government’s needs and facilitate what is needed by the contractor. Most likely the customer will have a need for a few hours in the afternoon, maybe 4-6 pm regularly and occasional weekend hours based on the current usage of the facility. Once construction activities start up, the customer anticipate a total of 40 hours per week as a minimum.
