About this file
This document is a Questions and Answers file for Solicitation 140R4025Q0033, a PFAS (Per- and Polyfluoroalkyl Substances) analysis contract with the Bureau of Reclamation's BGNDRF (Boulder Canyon/Glen Canyon Research Facility). The Q&A addresses technical and pricing details for laboratory testing, including reporting requirements, shipping specifications, and analytical methods. Key points include a requirement for Level II reporting with Excel spreadsheet results, analysis of 14 minimum analytes with optional expanded compound testing, and handling of water samples with varying total dissolved solids (TDS) concentrations, primarily from brackish wells. Laboratories are asked to provide pricing for EPA Methods 537.1 Mod and 1633, with options for different turnaround times and matrices, including potential future inclusion of solid sample analysis. The contract seeks detailed PFAS analysis with specific reporting and shipping protocols, with the government handling final reporting to the New Mexico Environment Department (NMED).

140R4025Q0033 – BGNDRF PFAS Analyses Questions and Answers as of 4-9-2025
1. One of the requirements is pdf report as level II or better. Is Level III or Level IV reporting required?
ANSWER: A Level II report is what we are asking for, plus the results output into an Excel spreadsheet.
2. In the price schedule you are requesting Shipping Fees charged per invoice, is this in reference to outbound shipping of containers or is this in reference to inbound shipping of samples to the lab?
ANSWER: The shipping is for the return shipping back to the lab – usually priority overnight to ensure hold times and temperatures. Shipping to the BGNDRF should be built into the price of the rest of the sampling.
3. For the compound list, if we are able to report more compounds than what is required. Should we have line item pricing to cover only the short list you have provided and another line item for additional compounds? How would you like us to proceed.
ANSWER: Please provide the pricing for both the minimum (14 analytes) and the full set you offer. Please also indicate whether the turnaround time changes for the larger set of analytes.
4. Also, if there are multiple rush turnaround times we can provide, how do we show that in the quote? Currently it is showing as only one line for a surcharge.
ANSWER: If multiple turnaround times are offered please list those on a separate page, or in the space below the item on the price schedule.
5. Attachment 2 Price Schedule: On page 16, Price Schedule Totals for Base and Four Option Years. In the far right-hand column (Yearly Total for EPA Methods 537.1Mod & 1633), are we to enter the sum of the other 2 columns, i.e. EPA Method 537.1 Mod Total Yearly Amount plus EPA Method 1633 Total Yearly Amount?
ANSWER: Yes. Sum of the totals of both of the rightmost columns.
6. Where would you like to see the costs for analyzing solids, soil, sludge, and PFAS removal media? There doesn’t appear to be a place for these matrices on the Price Schedule.
ANSWER: A revised Price Schedule will be provided soon which will include a line for solids.
7. Can you provide more details with regard to the reporting requirements under the NMED discharge permit in terms of PFAS analytes, reporting limits, deliverables (i.e. report format, EDD and/or upload requirements)?
ANSWER: The Level II report and results in an Excel format will suffice. The BGNDRF staff handle reporting to the NMED as needed.
8. SOW, Exhibit 1, page 4 of 5: Can you confirm that (1) some samples may contain 1-6 g/L of total dissolved solids; and (2) do you expect or have you seen historically any samples with more than 1-6 g/L of total dissolved solids?
ANSWER:
1. Most samples will contain 4-6 g/L TDS, as the two wells with PFAS are quite brackish. Occasionally we may send a sample that has been treated with desalination and the TDS will be below 100 mg/L TDS.
1. We generally won’t send samples of our high salinity streams (30-100 g/L TDS) on this contract.
Historical PFAS concentrations can be viewed at: https://www.usbr.gov/research/bgndrf/water.html.
9. SOW, Table 2, page 5 of 5: For solid samples, do Potassium perfluorobutanesulfonate and Potassium perfluorooctanesulfonate need to be reported. These are not typical analytes for PFAS analyses?
ANSWER: The list of analytes was taken directly from a NMED report, but both of those can be removed.
10. Our Primary NELAC accreditation is with a State that is different than the State our laboratory is located. Will this be acceptable?
ANSWER: That is acceptable.
